Shock rifle can't have it just auto knockdown people with less strength than the user's cotrol because the strength of the bullet is objectively 10.

Fair enough. If that's the intent it should read something like "Creates a supplementary explosion after point of contact creating a double-hit situation", rather than "which increases the strength, and speed, of the next attack made with the empowered limb by five"
