Sorry, I need a bit of context here. Why are you doing it without a rank up thread? Do you have a B-rank plotboard that you did previously to count for it? If so, please link it here, because it's still stated as a requirement.

It would not give you access to extra concentrations, but technically yes. You would not need new jutsu for it, however, as concentrations are freely given, aside from taking up your slots.

EDIT: What I mean by this is that it would be a flavor thing, and have no systematic effect.

It is almost exclusively member input. We can barely get mods to check apps, let alone make entire countries. I can't speak for Ginja or Director directly (haha) but it's an ongoing event that you'll still be paid for, because please help us world build, we're desperate.
