Hello there, I dropped a post in your intro thread, and I'm glad to see you've been flirting with danger trying to figure out the system. Kudos to you for that, most find it intimidating, but hell, lets explore that creativity to where it fits the bounds of the rules and you're pleased with it.
If you're looking for Naruto esque stats the first thing we gotta clear up is his tailed beast state. Here we have people add a
9th Mastery Stat this stat basically is your skill with the spirit sealed inside of you, or if you're an Aburame with a bug swarm it details your skill with the swarm and the size. Just sort of all works out,

But anyways onto your question about doing Naruto's character stats if he were to exist. (Btw, I'll be using the Character Creation Guide's allocated points per rank as well as adding the mastery stat to whatever level I think he is.) Now before I get to far ahead of myself let me explain how the specialized stat works for mastery. Any points you put into mastery you get a buff for every form you enter, or you can even get a passive boost. I'd suggest look at some of the Jinchuriki we have here for ideas on how their spirit stat system works. Here we use Genma instead of tailed beasts, these Genma have special properties unique to them such as ability to mimic matter and be that matter such as touch stone and have your arm be stone instead of fleshly humany bits just to name one.

Taijutsu: 3

My reasoning for this is that Naruto was pretty proficient in Ninjutsu as he was able to do the Shadow Clone Jutsu with relative ease, (Obvious with rule restrictions this isn't possible til your ninjutsu stat reaches 20, but a stat of 10 will allow you to reach it fairly fast.) His taijutsu skills weren't the best, put down easily by tai experts Rock Lee, Sasuke, but against someone like Kiba who fights sloppy he can easily get by. His genjutsu is god awful in general. He could barely tap into the Nine Tails Reserves so he gets a 3 in mastery because he can only use the little chakra that leaks out.

Naruto is extremely proficient in Ninjutsu with the ability to create multitudes of shadow clones and maintain them for a long time. His taijutsu skills are severely improved making him extremely skilled to at least keep up with Kakashi a bit. His genjutsu level is enough for him to see through low levels, still not proficient enough to resist high level. His stamina reserves have drastically increased as well as the added control helps him stretch it out a bit more. Hes stronger and faster now as well as smarter. He can control the Nine Tails a bit better by tapping into its reserves barely bit more than his genin self.

He can master the Nine Tails better after Minato retightened the seal, and he trained a bit with Killer B. He also perfected the Rasenshuriken, and his proficient in taijutsu due to training at Mount Myoboku. He can see through genjutsu a bit better, and has extreme stamina reserves as well as strength and decent speed.

Naruto perfected control over Kurama, and is still proficient in Ninjutsu, but also is better in taijutsu, and has better control over all along with strength and speed.

Has trained his Nine Tails Mastery to its max extent, and is an excellent fighter in taijutsu, ninjutsu, able to see through high level genjutsu, and is a power house with unmeasurable chakra reserves. Still has poor control that can be enhanced by the tailed beasts influence, and he is also extremely strong and fast with high level intelligence.
Now with all that said let me just say a Naruto esque character is going to be hard to get through the registry just because a tailed beast is the equivalent of a genma here. It will be a time consuming process because you'd have to pay for a sealing of the beast (in a plot board [series of threads] or with points, but considering your new it'd probably be a plot board). Also the process will be tedious because you are new, you're probably not going to get the rules right on the first try which is okay, and it may take weeks of editing to perfect it so it'll pass. The application process is a tedious one, one that takes patience as well as understanding because we scrutinize every little thing about the app to make sure it fits the bill of sale. I just want you to understand this before taking this large of an undertaking of creating your own spirit as its a very hard process only typically tried by experienced members because they know how it works. With that said I do encourage your creativity, but only if you heed the advice I said, which is to be patient and understand the scrutiny and time consuming process.
