Taijutsu Debuff Question

Could a Taijutsu Debuff work with flukes or swift strategems?

For example: Hidden Arm Blade
X-Rank Taijutsu Maneuver [could be nintai, don't know tbh]
As Jinzo goes for a strike, he reveals a blade coming from his palm right at the last second while the target would have time to dodge. Although the enemy would be focused on dodging the attack that's the most obvious, the hidden strike would be the true attack of this technique, enforcing the target to lose a bit of focus (-x Taijutsu) and reaction speed (-x Speed) for a split second. [Mechanics explaining the blade written here; fuuin, elemental, etc].

Another example would be another trick technique, but I think you get the idea. Would a Debuff like this be possible to make that doesn't have to require physical pain to be inflicted?

I think that'd just be a stat battle of sorts. Doing it in that form doesn't quite work, because [Instinct] and [Taijutsu] are kinda there for noticing that exact thing.
