Mods and Splicing Questions

So..the other day I had this idea about body mods and splicing; and I just wanted to know if it was even doable, and if so, how would it be done.

Idea:

optical mod - harvested doujutsu

genetic splice - particular clan

Now; would the splice be a mutation to the optical mod and if so, is the mutation a 3rd ability or apart of the 2nd ability (splice), or would the mutation be a 3rd ability?

thanks, but i already knew i would need both if not all variants of Iijutsu (which I do); but i was trying to figure out if the Mutation of the Splicing to the Mod is part of the 2nd Ability Slot or is it a 3rd. Basically, is this going to take 2 or 3 Ability Slots when finished?
