Recognizing the political landscape beginning to storm, the noble families of Kirigakure assembled to press the Mizukage to continue to expand their empire. With Kirigakure and Iwagakure moving against Grass, and tensions rising elsewhere, Kirigakure has decided to annex Soul Country into Water Country’s borders. Iwagakure has shipped shinobi across the continent into Kirigakure’s lands in preparation for this annexation. Strict guidelines have been made for this annexation, and Kirigakure and Iwagakure shinobi have been briefed in full on it. The objective of the annexation will be to take the lands, but leave the people in peace in order to maintain Soul Country’s economy, culture and people. Below are the restrictions set forth by the villages. In order to reduce this show of force, neither village is deploying an army, but instead relying on shinobi operations in full.
- Shinobi will use escalation protocols on all combatants. This means that civilians that do not appear chakra competent, or are not brandishing weapons should be ordered to surrender.
- Soul Country’s leadership is the target, force is permitted to be used in the Daimyo’s castle against any and all hostiles.
- The Daimyo should be taken alive, and given the opportunity to surrender to the annexation. Refusal can be addressed with death.
- Soul Country is deeply religious, and has four temples where their civilians train in ancient samurai arts. Each of these four temples will need to be forcefully taken. However, as many of the occupants will be training and not full masters, we caution against the use of deadly force.
- The objective will be a peaceful transition of power following a forceful annexation. All shinobi should proceed under the knowledge that excessive force, cruelty or inhumanity would negatively impact the success of annexation.
With the movement of troops across the country into Kirigakure, Konohagakure and Kumogakure have anticipated the attempted annexation of Soul Country. Unhappy with this decision, they have began to mount a response. From the shores of Kumogakure, shinobi from the two villages have rendered a response. The role of the two villages will be to perform counter insurgency against the annexation. As they desire to reduce direct confrontation will total forces, neither village is deploying full troops, and will be deploying individual shinobis and squads to deal with Kirigakure’s shinobi ops. Kumogakure and Konohagakure have entered with the intent of reducing causalities and maintaining the status quo to rebuff the annexation. Their primary objectives have been ordered and are as follows;
- The Daimyo’s and 4 major temples of the country will be primary points of contention. Shinobi should aim to reinforce these areas, provide support, and protect leaders in these areas at all costs. Maintaining Soul Country’s leadership will stop the ability of an annexation occurring.
- The people of the country should be protected and supported. Kirigakure is notoriously sadistic and will almost certainly attack and kill indiscriminately.
- Medical and Psy. Ops should be conducted, while neither village is entering into these ops with the intent of forming an alliance with Soul Country, protecting it from annexation would prove to be an excellent opportunity to build a more tenable relationship wit hthe country and it’s people.
- While Sunagakure will not participate in shinobi ops, it will be available to render support in the form of medical.
This event will be conducted in a subforum in Other Countries.
Within the subforum, there will be another subforum for each of the 5 major locations, and then two labeled “Annexation Camp” and “Defense Camp”
For the purpose of this event you should assume:
- Unless otherwise stated, any topics happening in a subforum are happening both concurrently, and in adjacent locations. That means two topics occurring in the Daimyo’s Castle subforum are happening at the same time, and close proximity to each other. You should remain aware of the events happening in any threads in the subforum you are in.
- The annexation is happening over the span of a day, and over the span of a day only. As we are shinobi and can travel exceptionally fast, you should assume that you can move to, at a maximum, 3 locations during the course of the annexation.
- This means that any damage you receive, any weaponry you use or lose, any chakra you expend, will remain as your travel through threads. However, assume that in the travel time, you regain ½ of the chakra pool expended in a thread.
- The movement restrictions in place apply even for teleporting meaning if you teleport from Temple 1 to the Daimyo's Castle, or you run from Temple 1 to the Daimyo's Castle, it counts as one movement. The movement restriction is grounded in realism, but is put in place in order to prevent the max ranked characters from just being everywhere for everything.
- The annexation will only be considered successful for Kirigakure if the Daimyo’s Castle, and 2 Tamples fall under it’s control. If the Daimyo’s Castle remains occupied by the Daimyo, or by Kumo/Konoha shinobi, or more than 2 of the temples remain secure, Soul Country will have the cultural power to remain an independent state.
- The Annexation Camp and Defense Camp subforums are peace zones, no Kirigakure or Iwagakure shinobi can post in the Defense Camp, and no Suna, Konoha, or Kumogakure shinobi can post in the Annexation Camp. Doing so will be considered a hostile act and you will not be protected.
- Additionally, every location (Castle & 4 Temples) has a variant of each camp in proximity to it. Posting in a camp is not considered a location for the sake of the travel limit. You also can assume safety in the camps. Anyone needing medical care, or wanting to treat this event as a social opportunity should post in the camp threads.
- There will be no stat restrictions or participant restrictions on any topics. But the "don't be a dick rule" applies. If you're a bannin don't spend all your time running counter ops for genin.
- Event rules are subject to refinement over the course of the event as we gain an understanding of how these events pan out. Please keep this event light hearted! Thank you!
- Defense Camp named Nafan their representative. For the duration of the event, if if anyone has a dispute with anything we will be following tournament guidelines. You will post once disputing what you disagree woth, and the respondent will have the chance to edit or justify why they can do what you’re disputing. If they do the latter, Nafan (defense rep) and myself (Annex rep) will convene to discuss. If Nafan and I cannot come to an agreement, staff will be given the opportunity to make a ruling based on citable rules. If a citable rule does not exist, the ruling will fall in favor of reasonable expectations and understanding (I.e; whose argument is more reasonable), however Nafan and myself have enough experience with this that I’m expecting we’ll be able to reach consensus on most things.
- If you elect to leave Soul Country during the event, i.e; someone does something to your village phrased as during the assault, you can leave the event and go to respond to the village as needed without taking up a movement. This is to stop any of the villages/MN (whether they're participating or not) from using the event as an excuse to attack another village (although that will also be covered via the don't be a dick rule, so no one even think about it).
- If you do need to teleport from Soul to outside of the country for whatever reason, you must return to the location you left.[
- Both sides have a secondary goal of maintaining the cultural/economic center of Soul Country. Meaning destruction of the Daimyo's Castle or any of the Temples is forbidden. Assume they are ancient buildings made when magic was stronger and have walls of 30 strength, giving them a defense rating of 75 every three posts. This means if 75 strength of damage is not done against them in a 3 posts series, the walls will not be destroyed.
- Assume that the people of soul country will inexplicably know who destroyed what, so the Annexation Camp cannot destroy a Temple and blame it on the Defense, and vice versa.
- The 4 Temple Guardians and the Daimyo are the goal points. It should be assumed that they will not leave under any circumstances, This means the Annexation Camp cannot use genjutsu, hypnosis, intimidation, etc to force them to leave. If they are forced out, leave, or die, their location will be considered under Annexation Camp control.
- Surrender is an option, Nafan as the Defense Camp representative will be able to use the voice of God to will any of those 5 players (4 Temple Guardians and Daimyo) to surrender, immediately granting control of that location to the Annexation Camp.
- Retreat is also an option, Onu as the Annexation Camp representative will be able to use the voice of God to will any of the locations as insurmountable and withdraw troops circumstances permitting.
- The event does not have a designated end date at this time, it will end either when the Annexation Camp withdraws from 3 temples or the Daimyo's castle, the defense camp surrenders them or if Nafan and I come upon an agreement on a deadline during the course of the event based on traction or if staff elects to end it for whatever reasons of their choosing.
The event will be starting on July 12th as previously scheduled and will begin with a week long preparation period that you can freely move between any camps as needed to “stage” in a literal sense. The staging period is set early morning, pre-dawn. Any NPCs not posted to registry by the end of the prep stage (July 19th) will be considered unusable. If you post in a camp prior to July 19th you MUST INCLUDE WHICH CAMP YOU START AT. When the event starts that camp will be your starting point and moving from that location will count as one of your limited movements. So if you post that you are at Temple 2 camp and you want to start at the Daimyos castle you must include that you’re going to Daimyos camp BEFORE THE 19TH
