Much had changed over the course of the war. Each of the great nations had engaged in conflicts, shinobi and samurai alike fighting for and against each other. In the end, each of the shinobi nations had grown larger despite long lists of casualties for all except Kumogakure whom had remained in reserve for much of the war, only taking foothold of a few key strategic positions and helping Konoha to drive back Kiri invaders in the final year of the conflicts. A point could be made that Fire country and in turn Konoha had been the most aggressive nation, engaging in battle and securing holds in more countries than any other nation. The previous Daimyo; Harukatsu Reizei had completed his 15 year rule only months before Kirigakure invaded the nation, replaced by Toshikane Keijiro the head of Fire countries' other royal family.

Where Reizei and Takeo had a strong understanding and even family ties through Yozei; Takeo’s son born of Reizei’s daughter, Keijiro sought an end to the war and quickly negotiated terms of peace after a series of bloody battles between the Konoha and Kiri forces, supported by their respective allies. Ultimately, as Hokage of Konoha for the last 15 years, Takeo received both praise and criticism for his decisions throughout the war. The land of Fire was now a great Empire, its supply chain and strength of allies unrivaled in the history of the village. And yet, they too had lost battles, had their home briefly invaded for a second time. They had fought back quickly, fending off any serious damage or large-scale loss of life but nonetheless confidence had wavered, and a great rift of trust had begun to divide the village. He had heard whispers of those who would call for him to resign but none of his elite shinobi or council members had been so bold to make an strong effort to remove him from office.

As long as the middle-aged man still had some fight in him, he would continue to serve his village to the best of his abilities, no matter the burdens and hard decisions he might have to shoulder. The experienced warrior was no stranger to the burden of responsibility. As a former Anbu commander he had led countless missions eliminating slavers, bandits, and other threats to Fire country and its people. Where in his youth he had been known for specializing in tracking and capturing targets, as he grew older he learned when it was necessary to be cruel and heartless in order to achieve results. And yet always he retained a friendly and compassionate demeanor to his beloved citizens of Konoha, his students, children. They required a strong role model and in that light he aimed to inspire others.

He wondered therefore as he traveled to the former lands of Shark country for the first time, what would become of Fire countries longest allies. If he were to lose not only Tea countries' lands but also their people, then perhaps he no longer was fit to lead or inspire others. For how could he expect his allies to trust his ability to protect them if such an alliance were to crumble when truly faced with hardship. Nonetheless, intel had suggested that new Tea country had been taken over by a hostile force, a famous hero that Takeo had passed by and heard tale of but never formally met. His mind had searched for recollections of the man, from the Fur country festivals, the tournament and the competition of the white stag. But ultimately, he hadn’t gleaned anything he hadn’t already heard from tales. Fuhen was a skilled swordsman with a certain charisma and uniqueness in style. The bearded warrior knew better than to trust glorified tales, the man had killed the former Shogun of Tea, an ally of Fire country and he would answer for it. His advisors had recommended sending an ANBU squad to assassinate the new Shogun and restore the fragments of surviving Tea country parliament to power. But Takeo was a man of reason but also one to handle matters directly when possible. He would either negotiate with this man or kill him personally. But one way or another Fire country would retain its ally.

And so, the Hokage traveled alone, wrapped in a brown traveling cloak he appeared just another muscular warrior, a simple wakizashi over his shoulder and a pair of combat knives, at his hip and leg. It felt refreshing to be traveling again like in his Special Jounin days. Moving through Aroma country after the Chunin exams held there he journeyed along the eastern coast of wind country, toward the former land of dunes that had been peacefully occupied by Fire country during the war before being annexed into Wind country. As the inhabitants were already on good terms with both Wind and Fire before the war the increased flow of resources and jobs that came to the nation with the building of both a railway and a massive bridge spanning the large canal gave the locals an inspired project that was very well funded. It would still be a few more years before it was completed but the progress had been great. Fire country engineers had learned much over the years working alongside Lightning country forces and now that knowledge could be taught to the inhabitants of Wind country as well.

As the Hokage approached the northern border of the newly located Tea country he was surprised to find that the plans for a railway had continued there as well and in full stride. He hadn’t heard any communication of such and wondered if they had contacted lightning country directly. With tides shifting as quickly as they were it was not uncommon for lines of communication to become blurred. This was especially true after the nation lost so much of its leadership when the previous Tea country Shogun had acted against order of Fire country and the Tea country Daimyo, resulting in an attack that left many political leaders and members of the royal family killed or captured.

Takeo would continue through the small towns, picking up some information here and there as he drank and ate with the locals. More than once he found himself in an arm wrestling match or a light spar but always he held back considerably so as to not permanently injure the drunken workers and farmers. The people of Tea after all were his people as well, he had fought alongside their samurai many times over the years and defended their lands against all many of creatures; both spirit and man. It pained him to no longer be able to visit the gentle hills and fresh air of the true lands of Tea country. In comparison this land was much more dry, hot and rocky and yet he saw signs of hope. They were making a foothold and rebuilding the land. Eventually, he would make his way to what seemed to be the capital city where the Shogun was supposed to reside. For the time being he would simply attempt to enter the city and observe their level of security and the air about this place.

The Shogun's actions during the war put more rumors in place than the man himself could ever keep track of or hear. Some put him on a pedestal as a saint, a man who saved a million by being in the right place at the right time, and others called him a demon who slaughtered those who would dare oppose him. Like all rumors, they had a basis in reality, but they all just painted a picture that spoke a thousand words. Pictures and novels never told the whole story.

Fuhen's journeys had all culminated here, bringing him to this new leadership over his group, the Kobushii Kaishuu, and more dangerously, over Tea Country. While Ikuto was the native who had won his people back over and was now working on social reforms and working with the farmers to get former Shark Country's land up to snuff to grow tea once more, it was Fuhen that was left dealing with other aspects of leadership. He was adjusting to the idea of leadership, a role that had been thrust upon him just as much as he'd earned it, and while his natural charisma helped him in many ways, he still had a long way to go.

Thanks to Fuhen's leadership, even despite being a novice, Tea Country was growing and expanding fast. Aside from the steam power of the trains, noteworthily other steam contraptions would be seen, albeit very sparsely around the country, some being used to help lay tracks, or to carry heavy loads, and as one would get closer towards the heart of Tea, even some of the homes would have odd steam contraptions attached to them, used to heat the homes. All experimental technology only working half the time, but it was a sign of progress, nonetheless.

The country was practically transforming overnight, traditions seeming to be thrown out the window in many ways, as even clothing and architecture changed, especially with the newer buildings at the newly sprung up border towns, in place to help support the railway. Some saw this as disrespectful to their ancestors, some saw it in a positive light as a change from the poor world they'd lived in just months before, and some small fringe groups saw it as further proof of their Shogun's deific origins.

The Frog himself was currently situated in the capital, back after a trip to each of the new border towns, speaking to the local leaders who had been chosen by their people to see how progress was coming, and he was proud of what he'd begun to accomplish. In times of old, Fuhen would have taken this victory and turned it into a week-long celebration, but now he felt he owed it to his people to barely rest.

He sat in his comfortable room, not quite an extravagant number, but large enough and well-decorated by someone with a better sense for design than him, probably one or more of his sisters. It was getting later, and he looked tired, a steam-powered lamp on the desk flickering and not working right, prompting him to shut it off and switch to a candle instead. On his desk were innumerable sheets of paper, but perhaps most surprisingly none of them were of great political importance, nearly all of them were scraps from children's books that taught people how to read, write, and count. He was working hard at learning these things rather than having to rely on his aide to read things out for him, or write down his responses to letters, but it was a journey that was quite difficult.

The palace wouldn't be heavily guarded, the samurai were needed elsewhere, making it likely a very easy infiltration target for a ninja with the skill levels of Takeo. Of course, he could also just walk up to the gates and ask to see Fuhen, as well. He never turned down visitors from the lowest farmhand to the highest general, something that his aide chided him on as unbecoming of a lord; lending his ear to anyone who would seek it.

Despite being full of limitless potential and filled with vigor, Fuhen appears as nothing more than your average man in all aspects. This 'technique' implies that nothing about Fuhen's body language portrays that he is a trained/experienced killer, and everything from the way he walks to how his chakra appears to casual observers reinforces the idea that he is, if anything, clumsy and likely incapable of fighting. This is most useful in passing himself off as nothing special, putting most into a false sense of security, though with minimal effort Fuhen can break out of this technique to reveal his true self.

Gon' Build That City On a Hill
S-Rank Renjutsu Maneuver
After winning over a crowd, Fuhen rallies the people within it, encouraging smaller leaders from within to take charge and convincing them to perform feats for him, usually physical in nature. This higher-ranked technique is used to rally people long-term to begin work on massive construction projects, such as building complex castles, cities, and more. Thanks to the aid of his leadership, the people work fervently to achieve the goals outlined, able to do the work in half the time it would take people otherwise to perform such work.

The warrior leader of Konohagakure had been left with mixed feelings over the several days he had spent in this new Tea country. Thousands of Shark country natives were blended with the refugees and samurai alike that had relocated from their former lands. And yet rather than a blending of cultures as he had expected it seemed the direction the country was taking was something foreign entirely. New designs to buildings, steam-powered contraptions and a heavy focus on building infrastructure. While he had seen remarkable strides in working to create fertile fields and growing tea once more, there was undoubtedly the sense of change toward industry that felt in direct clash with the living off the land that was evident in the natives, or the simple living of the Tea farmers and samurai that had re-settled here.

It almost felt as if someone else was pulling the strings or at least heavily involved. It seemed unlikely a swordsman from River country had come up with such ideas by himself. Takeo had been to that land, and it was more primitive by far than either Tea country or the former Shark country. Whatever the case he would hopefully soon be able to get a read on this proclaimed Grand shogun of Tea country. Given the lack of security he had to assume this new leader was either overconfident in his own skills or too trusting of the mixed cultures of people he had proclaimed rule over. He may have saw himself as a hero but the natives of Shark country certainly didn’t seem fond of foreign intervention after Kirigakure shinobi slaughtered thousands of their warriors and stole away their strongest clansmen, stripping resources before Tea country came in with an army to take hold of the battered peoples. And yet many of them worked on the infrastructure all the same.

As the hooded warrior approached the palace he surveyed the area, making a mental note of the guards and their positions while moving casually enough to not draw attention to himself. Forming a brief set of seals while out of view of anyone he focused his mind, honing his control of his chakra before performing more hand seals and manifesting an Advanced Shadow clone next to him. The clone would then approach the main gates and ask to speak to the Grand Shogun, while the real Takeo utilized speed, expert stealth tactics and his silent movements to easily infiltrate the palace like a true shinobi. He would shadow the clone from a distance of roughly 20-30 meters, finding a different floor of the palace to maneuver along. For the time being he would avoid any direct confrontation with anyone, the purpose was simply to initiate the interaction with caution after all. Whether or not he felt the need to attempt to assassinate Fuhen would depend on how the conversation went.

Following instruction from one of the guards at the main entrance, the Hokage’s shadow clone entered the room, hood drawn up and slowly lowered it down. He remained on high alert, keen ears and nose picking up on his surroundings and keeping him attuned to potential danger. “So, you’re Iyashii Fuhen, the Grand Shogun of Tea country?” he said, furrowing his brow into a perplexed look. The way this man smelled, the writings of children’s books across his desk and overall demeanor of this man even at a glance seemed to scream that this man was a fraud, that someone else was pulling the strings. Or did he have some kind of secret that had enabled him to take this position? “You must be quite ambitious, the way you’ve taken control here. Rallied the people to such quick changes to their way of life” he stated as he approached, moving to take a seat so long as the man didn’t take any perceived hostile actions. Takeo's piercing cobalt blue eyes never left Fuhen. Ever second was spent analyzing the reactions of this man, compiling together some framework to build off of.

After forming a brief set of seals Takeo will flood his mind with chakra, allowing him a keener grasp over his chakra manipulation. Doing so however puts a great deal of emphasis on maximizing his chakra efficiency and thus inadvertently slows his physical reaction speed. This results in a +5 boost to control at the cost of -5 Speed for the course of 4 posts or unless cancelled early.

A-Ranked Ninjutsu
After performing the correct hand seals the user proceeds to create a number of clones of themselves (maximum is equal to 1/3rd the user's stamina). Unlike the Clone Technique, these clones are actual copies of the user in both appearance and substance. The user's chakra is evenly distributed among every clone, giving each clone an equal fraction of the user's overall power. The clones are capable of performing jutsu on their own and can even bleed, but they will usually disperse after one or two solid blows. The clones will be created in roughly the same condition as the original and any experience the clones gain during their existence is transferred to the user once they are dispersed. Given that the clones are an exact replica of the user, they share the same stats except for stamina, which is determined by the number of clones presently in effect. The advantage of this form of the technique is that once dispersed, the chakra distributed to the clones returns to the user, allowing any un-used chakra to be regained, slowing the draining usage of this technique. The chakra returns to the user at a different rate depending on the user's control.

Takeo’s sharp senses allow him to pick up on slight sounds within a 15 meter radius of himself. This can range from the sound of a weapon being drawn, a projectile in flight or subtle footsteps and sounds of moderately heavy breathing. In terms of eavesdropping he can discern a conversation at such a range as if he were standing next to the person whom is speaking.

Growing up surrounded by Inuzuka Takeo has developed a nose keen enough to rival their own. He can pick up on faint scents that average shinobi wouldn’t even notice to the point where he can distinguish the individual body scents of people and determine emotional states including detecting aggression, as well as determine specific species of animals or gender even by just a strand of hair. The passive range of this ability is 50 meters though if he has picked up on a trail, he can continue to follow it to its source assuming there are still scent particles in the air or physical remnants of a trail.

C-Ranked Taijutsu Discipline
This pseudo-camouflage technique doesn’t grant any form of true invisibility, simply it dictates Takeo’s ability to approach and stalk his targets unseen. Much like the animals of the forest he can seem to disappear simply by stepping into the foliage, knowing exactly how to navigate any natural or artificial cover that may present itself without exposing himself to visual identification save for the most perceptive of targets.

Prerequisite: *[Iijutsu • False Death]
A skill that took Takeo years to master he has honed one of the arts of a true shinobi; the ability to lower ones breathing and heart rate to virtually undetectable levels even in the midst of combat. Takeo can move at his full speed while maintaining his undetectable vital signs, as well as eliminating any sound of movement including rustling of clothes or the drawing of weapons from anyone who doesn’t have a form of S-ranked enhanced hearing.

Chakra Concealment
S-Rank Taijutsu Maneuver
The absolute pinnacle of masking one’s presence, Takeo has learned to eliminate his vital signs to such an extent that he can mask his chakra signature completely. He becomes completely undetectable by means of chakra sensory techniques so long as his opponent doesn’t have an equal ranked sensor jutsu and higher control stat. He can mask his chakra in such a way for a maximum of 10 posts.

Fuhen had been alerted by one of his guards that someone was here to see him. Looking up from his scattered papers, including a colorful illustration of a frog breaking down the term "rainy season" he simply nodded. "Aye, let him in." He closed his books and moved from his desk to the more central point of the room, a short table with some comfortable cushions, taking a seat facing the door to wait for his guest. "Could ye ask them to make some tea for the man, too? ...Maybe a bottle of sake, too." The guard gave a small bow of respect, a knowing smile on his face.

It was traditional to meet guests in the main hall of the building, but Fuhen didn't like looking down at people from the raised thrones unless he needed to address a large group. Tea would arrive shortly before his guest, who would walk in just in time to see it set down on the table, and a rather rotund servant bowing first to his lord, then to the guest, before exiting the room swiftly. The Shogun would give Takeo a welcoming smile as the man began to speak. He had gotten so used to people being overly cautious and polite around him that it was refreshing when the guest didn't so much as bow upon entering the room.

He sensed a danger to the man though, his senses screaming at him that something was wrong. There wasn't just a single guest who had entered the room, but... two? More was off about the scenario, but the Frog couldn't quite put his finger on it. He furrowed his brows a bit, something that may have given away his awareness, but he gestured for the man to sit all the same. "I didn't pick the title, but the people seem to enjoy the way it sounds." Fuhen laughed. His tone and word choice seemed strained, still not used to speaking formally and having gotten rid of most of his accent, though if Takeo had spent much time in River, he likely would have recognized it softly in his voice still.

He reached to the center of the table, grabbing the teapot and pouring a cup for his guest, and then for himself, picking up the cup in the same way someone might lift a sake cup, rather than like a practiced tea ceremony. "The people are doing all the hard work, they just needed someone to tell them they could do it. I used to think people were worthless unless they would stand up for themselves, but now I understand what it's like to be crushed down until you can't stand back up on your own." He was waxing poetic, and as he got further into his sentence, his word choice got more casual as he looked almost nostalgic.

"Hah, forgive me, I'm afraid you have me at a disadvantage. You seem to know much more about me than I do about you." He took a drink from his cup, bitter tea of decent quality. "You don't seem like a child looking for words of inspiration, or a fisher requesting new boats." Another laugh. "A builder?" He asked, his smile widening a bit as he raised a brow. "I suppose those could just be the muscles of a very dedicated farmhand, though." The Shogun laughed again, giving the guest a wink.

He certainly didn't know the answer, but he felt it in the way the man carried himself, the intensity of his eyes, the caution he used with every step. The man was most likely a warrior, maybe even a proper samurai, though a lack of blade by his side made that unlikely. Ninja didn't have much reason to visit him. Perhaps he was one of the fighters from that faraway continent he'd heard of? Or maybe some kind of mercenary from one of the minor countries he had never visited. "Well, what can I do fer ya?"

The Victor of Fur Country: On The Hunt For The White Stag
S-Rank Taijutsu Discipline
Through the many competitions of Fur Country, Fuhen found victory again and again. Whether it be hunting, dueling, or any number of tasks, nobody in his bracket could match him. This is due in large part to his experience in all manners of things martial, but also thanks to his extraordinary senses. All five of his senses have been highly tuned through years of practice and dedication, and while none of them are necessarily more sensitive, even the slightest bit of change from another slight bit of change can be read and interpreted in a split second. This first jutsu in the series makes his nose is good enough to be able to track someone by scent better than a bloodhound up to five miles away, and notice any sudden changes in scents easily. With the two senses so strongly interconnected, this also effects his sense of taste, allowing him to detect differences in blood or soil samples, or taste even otherwise tasteless poisons in his food.

The Victor of Fur Country: First Round of The Tournament
S-Rank Taijutsu Discipline
This second jutsu in the series makes him an excellent visual tracker, able to control his eyes independently to better follow multiple moving targets, or noticing even the slightest changes in the scenery, whether it be the way dust particles move around in the wind, or the slightest breeze barely nudging grass. This effect can go outwards up to two miles, with his regular vision still being effective past that.

The Victor of Fur Country: Semifinals of The Tournament
S-Rank Taijutsu Discipline
This third jutsu in the series makes him an excellent auditory conduit. Able to hear the slightest pitch changes in someone's voice, the whistle of an arrow over a mile away, or make out a distinct conversation even in the din of a workshop or busy market from up to 100m away.

The Victor of Fur Country: The Finals!
S-Rank Taijutsu Discipline
This final jutsu in the series gives Fuhen an ultimate sense of touch on all things. His sense of touch is so great that he can even feel vibrations on the ground of people moving nearby, even in thick snow like that present in Fur. This vibration sense has a 50m range, and while he can't tell exactly what each vibration is caused by unless he's felt them before, he can get a distinct impression on the number, weight, and size of objects and people within range.

The muscular man sat at the table and wordlessly accepted the tea that was poured for him. His expression remained stern and contemplative, and his piercing eyes ever focused. Cupping the tea with one hand he drank slowly and deliberately, frowning slightly at the quality. It was to be expected that there would be a few more hard years yet to come before the quality improved to previous standards. However, there had at least been promising substitutes grown in Aroma country and within Fire country, namely from Rice Province. “They did have a leader though before you killed him. Or was that this other Shogun I’ve heard of? Ikuto. The stories have been mixed.” he stated coldly, his wolfish gaze continuing to size the man up. He certainly was confident, and seemed to believe himself a humble man of the people. Whatever impression Fuhen may have had of the former Shogun was but one perspective. It was easy to manipulate to truth to suit one’s own narrative. Tea country’s final actions during the war may have been reckless, though they were simply misguided. Aiming to strike at Kirigakure and drive them from the land, though unfortunately their information was manipulated, and it had been a ploy to draw them out. In truth by the time they arrived at Shark country, Kirigakure forces had already retreated and initiated a vicious counterattack, decimating their lands and even storming Fire country.

Despite Fuhen’s efforts at lightening the atmosphere it would quickly become apparent that this guest was not in a playful mood. “I’m from Fire Country. You know, since long before I was born Tea Country has been a vassal state of Fire Country, our closest allies. I wonder now if that might change.” He considered, slowly finishing his cup of tea before setting it down once more. “My name is Natsuki Takeo, 17th and current Hokage of Konohagakure” he informed, casually. He suspected the man before him might already have some suspicions of who he was, or at least his profession. Fuhen seemed the type to be far more intelligent and dangerous than he let on. Serving as a shinobi for 30 years, and in a leadership role in some form or another for most of that time had a way of conditioning one to pick up on those types of people.

Perhaps now Fuhen would realize the gravity of the situation. Did he really think he could usurp leadership of a vassal state of one of the most powerful nations in the world without consequences? Takeo had every right to arrest or kill Fuhen for his crimes, but he was a rational man and had heard much about the hardship of the people. He could be reasonable and accept the necessity of drastic action, but that didn’t change the fact that it was Fire Country that was responsible for these people. They were never going to be left impoverished, assistance would have come regardless. “First and foremost, what are your intentions should you be allowed to retain leadership of Tea country? Would you remain a vassal of Fire country or do you seek independence and separation from our centuries-old alliance?” he questioned, a growing intensity to his words. That distinction alone would determine the tone of this conversation going forward.

Fuhen smiled politely, but slowly his look faded to one of... amusement? Like a competitive fighter up against a worthy opponent, and this was before Takeo introduced himself properly. He didn't respond immediately, nodding his head, and slowly pushing the tray of tea to the end of the table, out of the way between the two of them, before reaching over to grab a box sitting underneath the table. "Forgive me, Takeo. Or is... Hokage-sama more appropriate? Ehh... We're past courtesies, I think." He opened the box, pulling out a game board and setting it on the table between them.

His face kept the same mild look on it as he stared Takeo directly in the eyes, his hands moving supernaturally fast to set up the pieces while he spoke. "I'm not sure of your intentions in coming here like this, but I think it best if I speak as honestly as possible." The pieces were all set in their proper positions, and Fuhen reached back into the box, pulling out a heavy wooden two-sided token, with a rough carving on each side, one of a fish, the other of a bear. "Is thissun an intimidation?" His voice seemed to change immediately, back to his classic River Country slur of speech. "Tails."
He flipped the coin token high into the air until it nearly brushed the ceiling. "Aye, rude o' me t'answer a question with a question." He admitted to himself as the coin came back down, he let it land on the table, where it flipped and spun several times before slowly rolling to a stop... "Ah'm t'make sure the people of this new Tea 'ave what'n they need." The token finally revealed itself as landing with the bear facing upwards. For the first time, Fuhen broke his gaze on Takeo to look at the result, before turning the board around so that the white-colored pieces were facing the Hokage.

The intensity in which he held his gaze on the Hokage once more was enough to indicate this wasn't some silly children's game, this was a challenge from one warrior to another. Fuhen wasn't the best at these types of games by any stretch of the imagination, but it was a game he played with his father growing up, and one that had taught him much of the patience he needed as leadership skills. "If'n ye can prove that an alliance with Fire Country is the best way t'do that, then ah'm sure we can be havin' a good friendship. I don't be actin' of just me own desires, Takeo. Ah'm sure a fellow leader hasta understand."
"It's so sad!" the reader said to the writer with a frown. "The character in my book just died!" The author turned to her and burst out into tears, "I know!" he said, "So did mine!"

The experienced warrior could feel the air in the room begin to shift. His initial impression of the foolish and aloof gangly looking samurai quickly faded away, and he could see that this man was indeed a formidable adversary. The speed and precision at which he moved could easily be understood as an indication of his prowess in taijutsu. Takeo was not a skilled swordsman by any means, though bare-fisted or even fighting with knives or short swords he had decades of experience. Despite his well-rounded arsenal in combat tactics and jutsu, it was taijutsu that he held closest to his heart and where his foundation as a shinobi truly began. Always he was eager to test himself against true masters of the art, and reckless as it might be he often held his own even against specialists in the field.

Games of the mind however, the warrior was far less adept in. Though he had to learn to handle negotiations with grace from time to time, at his core he was a man of action. Skilled in murder and torture, his pleasantries were best suited towards his friends rather than potential enemies. Nonetheless, he felt no need to decline the challenge of a simple strategy game. He recognized the game pieces; he had played with his father and his Sensei’s. Both Toshiaki and Hayashi, though in recent years he hadn’t had the time for such a hobby and regrettably had grown rather rusty. However, his mind was sharp from real strategy planning, leading the war efforts both in the war room and fighting on the front lines, leading his forces and putting himself wherever he could make the most meaningful impact. Largely he had been personally involved in the attacks against Earth country in his efforts to seize control over slavers ravine and pressure Iwagakure into defensive tactics so that his other forces could expand Fire country’s influence. Often, he was criticized for being too aggressive and reckless, though similarly too trusting in his allies, relying on them for crucial components of his tactics.

The Hokage chuckled lowly, “You think you’re an equal to me? Interesting” he bemused as Fuhen held his ground while the token whirled through the air. “A noble cause. Any ally of Fire country should see its people well-sustained” he insisted, a dangerous look in his eyes. The question was, how many loyal allies had remained in this new land. Many with close ties to Konoha had moved to Aroma country, welcomed warmly and supported by fire country and whirlpool in ventures to restore the resort towns and tourism from all nations. Others had chosen to live in the newly formed Steam country, finding work in the industrial surge and the funding of each of the great nations to transform the portion of land formerly belonging to Fire and Tea countries. Fewer numbers still may have even chosen to live in their old lands under Water country rule, though most would be too angry at Kirigakure for their invasion to consider staying under their thumb. Now, this new tea country housed many such inhabitants from Shark country, bitter but unwilling to abandon their ancestral fishing grounds and spiritual waters. Where water country had brought temporary stability the Shark country civil war, Tea only encouraged change away from their customs and beliefs. Of course, most likely the majority of those who stayed were supporters of the faction that had been defeated by Kirigakure and the Shuryo clan.

The token toss resulted in his favor, how fitting that he would be represented by the bear, the ‘head’ of the coin. And now, the opening advantage was his to determine the pace of the game. After a few moments of consideration, he advanced one of his front-line pieces, his F2 piece moving two squares, an initial effort to bring up a flanking maneuver. “A friendship. That would be favorable. My approach is to grow a strong alliance, a reliable trade network that can span the continent. Wind country, Sunagakure, they border this country on two fronts. As a close ally of Konoha, I see them as an extension of my own people.” He explained, how favorable it would be to be able to rely on their neighbors to the north for additional support and the passage of trade from Fire country and their cousins in Aroma. Of course, if they cut ties with one shinobi nation, their relationship with Wind country too would be strained and put under scrutiny. Support, travel and cooperation with any of the nearby nations north of them would become unnecessarily complicated.

Already it should be obvious that Tea country had much to gain from a close relationship with Fire and a great many hardships should they strike out on their own. “As a fellow leader, I understand the importance of taking care of one’s people. Under fire country, the new provinces of Dragons Breath, Grass, and Rice will see their people well taken care of. Greater protection from Konoha outposts, access to free top-quality medical care, and the use of our railways in partnership with Kumo and our public libraries and education centers supported by our allies in the sand.” He elaborated, making it clear what these former minor nations would have to gain from their inclusion into Fire country. It was not only Fire countries' wealth and massive resources in food and lumber that they gained access to but also the extensive benefits provided by their powerful allies.

A smile appeared on Fuhen's face, Takeo had a strong opening, both in their game and in their conversation. The Shogun didn't often hear about legendary ninja, and so he was glad to be able to feel one out himself, in a field of battle. The Frog wasted no time in responding by moving his D7 piece up two squares, a neutral move to set up future turns. He preferred to play aggressive, but he couldn't take that chance with an unknown like Takeo across the board from him, too much to consider, too much to lose.

"The Kobushii Kaishuu stand opposed to the world." The man said cryptically, finalizing his move and bringing his hands back folded under his chin to look back up at the Hokage. "Aye, I'm sure you won't be surprised to hear..." A smirk lifted one corner of his mouth, not cocky, but just someone who found humor in his own statement. "I'm already havin' a good relationship with Raikage Hayate-san. I've also received a letter from former Kazekage Kiyori-san, who wishes to meet and express their support for my cause." It was unclear whether or not Konoha's information network would be aware of this, and by extension, Takeo.

Fuhen had met Hayate once already during the war, when Fuhen had been forced to flee his country with a large refugee group. In fact, some of his refugee group had been joined by natives of Lightning country as things got blurrier and the battles bloodier. The man had shown great kindness in giving his people a place to stay, and further kindness by helping supply the newly established Tea Country with the knowledge of these railways. Some of his own faction had begun work on these themselves, but going was slow until the experience of Lightning Country's engineers came to bear. Of course, this same experience is what inspired the steam-powered tractors that helped work the fields, a piece of technology that Fuhen still looked at with reverence.

"Ah'm gettin' the impression, feel free to call me a liar, that you think these people belong to you, your... vassals?" Fuhen quirked a brow, and unfolded his hands, making a wide gesture. "Ah'm not all knowin', Takeo, but let me share what the people have said to me." He brought one hand in front of his face and started counting on his fingers to stress his point.

"The general feelin's of the folk o' old Tea seem to be 'Fire Country abandoned us, we wouldn't have had to start over in Shark Country if it weren't for them!'"
"The people o' old Shark seem t'be 'Those fire country bastards are the reason Tea invaded, and we lost our families to those fuckers from Kirigakure!'"
"Those I brought with me from old River? 'Where was them "great villages" when we was under attack?'"

He wriggled his three fingers with a frown on his face, before putting them away and sighing. "Ah'm sure yer reasons fer yer actions during the war were complicated." He said, understanding of the hardships of being a leader and the hard decisions that needed to be made. "But the feelings o' my kin are just as much so." He held his hands up as if weighing things between them. "I dinnae need t'hear yer reasonings, at this point they'd come off as excuses, both to me and the folk around."

"I'm sure they could see you as allies again in time, but it is a bridge that needs repaired, and the people ain't sure if they wanna cross it again." His hands went back to the table. He reached over and grabbed his teacup, drinking the last of it. He'd just spoken a lot, after all. He poured himself another cup. "I bear no grudge on ye or yer people of Fire." He said finally, clearing his throat. "But both I and the people need t'know that yer more than just a friend in peacetime. The folk workin' the fields have suggested I don't even sell the tea to Fire country! Yer allies are quite friendly with us already. You're talking of offering medical aid, and protection..." He waved his finger a bit. "Protection at least sounds like something you sell to someone who doesn't need anything just to get money out of them, like some kind o' gang member. The people already don't respect your 'protection' thanks to the war. Resources? Certainly, I'm sure ye could offer that, but what is it that you and your people want from us Takeo? D'ye want us to be yer vassals once more? The people won't accept that."

Takeo was finding it difficult to get a proper read on this man, all the more reason he had acted brashly. It was something he had picked up from Hayate interestingly enough, often provoking someone was a quick way to reveal their true nature. But it seemed he would need to tread carefully, Fuhen was standing his ground well which meant he had good reason to be confident. Slowly, those reasons began to unravel. Fuhen felt he had strong support with or without Fire country, that was interesting. If true it boded well for the Frog. Where some might feel betrayed if their allies supported a revolutionist, Takeo took it as a testament of character. “I’ve been close friends with Kiyori and Hayate for many years. The three of us share a desire to help the common people. I take this to mean they believe the same of you. But I don’t know you, and my trust is more difficult to earn” he stated simply. He was sure that if he found reason to believe Fuhen was not a man of his word, that he may have grander ambitions that could threaten the shinobi nations. Then Takeo’s allies would surely rally to his side and remove the revolutionist and those loyal to him.

The Hokage’s next move was simple, advancing his E2 pawn to E3 to support his first moved piece but also begin to open up lines of attack. Simultaneously he was beginning to show some potential openings, almost a bait to lure the frog into showing his more aggressive side. He wanted to see the true warrior that sat opposed him, not this humble and neutral man of the people that he believed to be nothing more than a ruse. Even if he had to sacrifice to expose the man it would be worth it. He listened to Fuhen’s recounting of this nations people. He knew their thoughts, he had talked to them himself, drank with them and come to understand their hardships. That was the kind of man Takeo was. If there were wrong’s he would right them to the best of his ability but so too he understood that his ideals were not always executed perfectly. The system wasn’t perfect, supply lines had their share of issues, storms, pirates, profiteers and so people would suffer, prioritization would be made. And anger and resentment would brew. “I do believe they belong to me just as I belong to them. Any ally of Fire country is my personal responsibility, my beloved comrades and I will do everything in my power to protect them” he stated with fire in his eyes. Truthfully, he despised seeing anyone in their alliance suffer, he hated the ones within his own ranks who would exploit those that they were meant to protect. But still, he had to believe that in time these issues would be resolved. That they could be equals yet still retain their own cultures and beliefs.

Naturally Takeo had a great deal of insight on the complicated matters of the war. He had spent countless hours and sleepless nights deliberating over the best ways to allocate forces throughout the alliance and yes, he had made mistakes that had costed them greatly. But he was prepared to sacrifice for his people, and he knew the shinobi of Konoha were willing to do the same. In the end, even after a handful of losses and some wins that came at a high cost, he was able to live with himself knowing that his heart was in the right place and that there was still work he could do to that could change lives for the better. His visage hardened as he held his tongue when Fuhen insisted he keep his reasonings to himself. If only the man knew that he had sent forces to assist River country, squads of Anbu operatives to assess the threat of Katsu and the mercenaries she traveled with. Konoha’s forces had attempted to rally the people of river and offer their support in fighting back but too many had already fled, led by Fuhen. Takeo hadn’t abandoned the people of River, Fuhen had. And in his wake, he did the only thing he could, offer food and medical resources to help the common people as they transitioned to living under new leadership.

He pondered Fuhen’s words. He knew he had to respect the people’s wishes. For the most part that was his way. During the war Fire country samurai had slaughtered and burned villages that opposed them, but Takeo did everything in his power to keep civilian casualties minimal when his shinobi were involved. It was unfortunate that the little-known people of Lava island had been slaughtered when his own son had been present and leading a faction of samurai. He hoped to not replicate a similar fate. “I will always respect the will of the people. Fire country feeds and cares for your people in River country, realm of titans as they call it now” he corrected with a slight distaste. Even the new regions of Fire country he still referred to as a province, using their former countries name. It was important for people to feel connected to some part of their culture and history after all. “You’re right, throwing around protection seems heavy-handed, the people should learn to protect themselves. But what do you call it when you abandon your homeland only to conquer a vulnerable nation. That sounds like an opportunist to me, someone looking for an army. So tell me Fuhen, are you looking to send these people to war? To use them as pawns to retake River country? I don’t need you or your people to be vassals, an ally is an equal, no matter the status of your country. But I do wish to support the people of River, and this world has seen enough war. It is time for peace” the bearded warrior declared. He couldn’t claim a public alliance with the Realm of Titans yet, they were a mercenary group, and he knew they would work for whatever nation offered them enough coin, but he had invested resources into helping the people and their lives were improving. The last thing they needed was more war.

Fuhen stared at the board intently as he listened to Takeo. His brain was running at full capacity, burning calories faster than a professional swimmer, beginning to visibly sweat, and unafraid to show it. His skin turned red as well, a sure sign that he was starting to take this seriously. Takeo's words stung like a series of quick jabs, he realized of course that his decision to pull as many people out of River as possible had its flaws, but then that's what made the two men equals, making hard decisions to the best of their ability. Fuhen nodded his respect. Fuhen paused and looked up to meet Takeo's gaze, and his warrior spirit drew its blade.

His G8 knight moved to F6. He could have sat around playing games with pawns all day, but with this move, he showcased his aggression finally, his willingness to escalate when necessary. The game would heat up with this move, and Takeo's options were to either to continue to calmly establish defenses and counterattacks or to follow Fuhen's lead. Either way, the Shogun had showed part of his hand, and made a message at the same time: The pawns are not where the game lies.

He crossed his arms over his chest as he finished his move, passing the turn with a gentle nod, and looking deep into the man's soul once more. "Mm, well said." He complimented plainly in response to them belonging to eachother. "Ye take me as a warmonger, though, and while visions of war plague the future still, know that it isnae something I do out of me own desire." One hand came up, stroking his chin thoughtfully as he spoke. He felt in his element in this battle, much more so than if Takeo had requested a formal meeting. He felt in some kind of control.

"The people of River stand not forgotten." He didn't wish to say the term Realm of Titan's aloud. It reeked of self-masturbatory evil that reminded him of his blade Ichor. There were few people that he would draw Ichor against, but those that took his homeland were certainly on the top of the list. "I will not make excuses for my actions, ah'm sure you want to hear them even less than I do." In truth, it was a decision he'd made unsure if it was right. He fought himself over it sometimes, and remembering that he couldn't change the past was all the kept him from going insane. Could he have fought Katsu? If he had, would his people have been safe? Their fight alone could have destroyed half the country if unchecked. He did his best. He did what he could.

The Shogun sighed, a look of sadness across his face, and in that moment he looked a hundred years old, a sign of weakness, or a piece of his character? He recovered with a frown. "There were less than a dozen casualties across both sides in this fight against the old Shogun. It was only possible because the people asked Ikuto and myself to do this for them. The samurai who served the old shogun choose to fight with us, rather than become ronin out of respect for their old master." It was said simply, all in the leadup to answer the Hokage's question. "Should any other country's people make the same request, my warrior's spirit demands that I assist them. The people will never be pulled into war against their will, unless their new homes are threatened directly... But they will be ready in all capacity to lead with their hearts."

It was a dangerous sentiment. The implications stretched as far as world domination, given the right cause, but Takeo was smart enough to pick apart that that wasn't the goal. "Any who wish to join me in my quest for strength and unity are welcome, as friends and equals. Ah'm no conqueror who wishes t'send children off to war against their will. I want peace. Forever. For everyone. When I was a young boy, River was a place where the rich lived whatever lives they liked, and the poor were left to RoT in the dirt. I just want that to end, Takeo. I dinnae wish to fight ye, but understand that if I must draw blades against every major nation for the peace of my people, I will. I must. My warrior's spirit demands it. If the people of River are satisfied with their new leadership, they shall only need to know that I am there for them, but a foreign invader takin' over will do them no good. Do I want my homeland back? Of course. But I want my people taken care of, first and foremost. Aye, suppose I owe ye some thanks for that, even."
