With the Civil War having come to a close and the Lightning Country having begun an era of unification, Hayate had been tasked with much to do. He had been working hard to establish the new government so that he could soon relinquish the absolute power he held over the country, but for the moment would have to pause that project and direct his efforts to something else. The war had left the nation broken and had also left many hearts sour. To him, a political reunification was of little significance as long as this remained the case, and as such, he pondered for many days and many nights how he could improve the morale of the nation and truly unify them. The answer always came back to infrastructure. To every other city in the Lightning Country, Kumogakure was incomparable. The people had education and many public institutions... the city itself and it's civil engineering was far more advanced: contingencies for natural disasters, utilities like gas and water, and even the technology within the homes. This was all due to the shinobi, and the huge inequality their existence, along with the Daimyo, had created.

He had felt this way before the current situation even, having had his first revelations of this in his Jounin years when his missions took him to the far ends and corners of the Lightning Country. Each place he had went, he always wished could have shared the life Kumogakure had with his countrymen. And so, at the end of the One Year War, 9th Raikage of Kumogakure and 1st Raikage of the Lightning Country, Nakajima Hayate, departed his village with the intent to break the neutrality his country had held for years. Though a resource rich country, he did not posses the manpower to collect enough resources in a short amount of time. This meant, if he wishes to achieve this quickly, the better move would be to alone to use trade to secure resources from other areas. This would also conserve Kumogakure's resources for the future.

Luckily, the new Hokage of Konohagakure had recently sent word, though it was more a cordial "hello neighbor" than an invitation, Hayate took it as good enough will to attempt a partnership.
Though Hayate was the fastest man alive, the group had to move at the slowest members pace. This meant that it had been a few days since the small team had departed Kumogakure in secret and headed for Konohagakure. They had already passed the border of Fire Country and as night fell were becoming increasingly closer to Konoha, though this likely wasn't unnoticed by the advanced sensors of Fire Country, who post the destruction of Konoha would have been on high alert. Hayate made no effort to hide his chakra... a chakra that in mass was comparable to the Genma themselves. His foot striking a tree branch, he vaulted off of it and forward.

"How are you two keeping up?" he muttered softly to the two women who followed his tail-end.

Misaki moved along behind the Raikage, both honored to be included and surprised. She hadn't gotten around to asking him why, feeling like that would have been too much like questioning the man. Though when Etsuko had found out she had failed to hide her own response to it, at least failed to hide it from Misaki. She had been friends with the woman for some time, and while she might've been happy with the man she was seeing now, Misaki knew that the feelings she'd felt for Hayate at one point in time had been so much stronger. Of course she didn't call her on it, she'd simply let it go for now, making a mental note to talk to her about it later.

Misaki wore her usual attire. She wore a dark grey skirt that went down to her feet but had slits on either side up to her hips. It rested down low a bit in the back, allowing space for her tail to slip over the cloth. Her shirt was a dark blue and short-sleeved thought it didn't meet her belly button and was open back to allow for her wings. Yet while the woman was proud of her unique appearance, she didn't flaunt it today like she did at home. After all, she had been told that getting to their destination required her to be somewhat covert, and the last thing she needed to do was draw more attention to them. As a girl who had purposely made herself to look like a kin to dragons, she certainly stood out. Her tail flitted behind her for the moment as they moved, as it helped her maintain her balance, but her wings were folded flat to her back and she wore a grey cloak over it all. The hood came up and over her face too, hiding her white-blonde hair and even the way her skin sparkled in the sun due to scales that dotted her form. She hated hiding herself like this, but it had been necessary.

"Just fine." Misaki replied to the man almost happily, albeit in a similar whisper. She skipped the honorifics not out of disrespect of course, but rather in case someone could hear them.

Being the slowest among the three, Kureha's speed would be what they kept up at. It was paltry in comparison to what her two comrades shared but she made up for it with her charisma, looks and overall motherly nature. When she had last spoken to the Raikage, she had been in the midst of rebuilding the area that had once belonged to the Skyguard's. It was going to be a long process. Many other facilities were in desperate need of repair and she had expressed that her own ideals and needs were of far less importance to that of her children.

The thoughts that were on her mind as she was leaping through the trees with her comrades were towards what could possibly be within Konohagakure. She had heard only rumours of the village, seeing as it was never her chief concern and she wondered if folks there were as kind as they were back home. With these thought, each step was accompanied by the movement of her typical outfit. One of luxury design, stylistic choices, and appealing nature to those who were ones to gawp at ones physical appearance.

With a motherly smile, Hayate's voice broke her from her thoughts and she would look to the man who she had only recently gotten to know a little better from the various meetings about the Skyguards. Her voice would come across as soft and gentle spoken, even if she was not a physical woman and it was clear that she was not used to this sort of movement. "Tch, Doing my best. Not exactly my forte, after all, tch." Her telltale vocal tic coming through just as it always had. "Are you still certain this is the right idea? Tch."

Word had come back to Takeo mere moments ago from sensors in the area that had taken notice of multiple chakra signatures, one of which was strong enough to rival the signature given off by the Hokage himself... and by relation, Yaku and Enma. Fearing the worst, the standard protocol was followed; all sensors were ordered to stand down and clear the area while the first responders made their way towards the threat. Among those responders were The Hokage himself, the infamous bannin Yoru, and Yosuke; Commander of ANBU, and garbed in his ANBU attire as Onigumo.

Given that they weren't receiving constant sensory intel, the three headed for where the chakra signatures were last located. From there, Yosuke's senses would hopefully lead them the rest of the way. Sure enough, as they closed in, Yosuke began to smell an odd scent in the air... "...Lizard? Big lizard... Weird lizard... That way." With only a single point in the east to denote direction, Yosuke took off at top speed towards the scent, and given the close proximity it took mere moments to get there. He skidded to a halt in front of the three ninja, and immediately recognized the head bands... Kumo.

"Kumogakure shinobi... and given the strength of your chakra signature, I can only imagine one of you is the Raikage of Kumogakure. Welcome... although for future reference, it might be better to announce yourself in the future." Yosuke was clearly on edge, but trying to remain calm for the sake of avoiding an international incident. Still, his nose continued to twitch here and there, and his ears perked up, as if listening for what he smelled... Finally, his curiosity got the better of him and he asked the question.

"Where's the lizard? I smell some kind of strange reptilian scent not normally present within our forest."

The low hum or Yoru’s raspy snore could be heard, as the famed Konoha Bannin slept, it wasn’t too late but Yoru had not long come back from the whirlpool country where he’d been tasked to help new settlements. It was a beautiful evening in the height of summer of the land of fire. The evening sun sat low in the sky, just peering over the mountain tops, an orange glow cascaded over the lands. He was asleep on the settee in the living room. He’d fallen asleep after dinner and his parents had decided to leave him where he was. It may seem strange a fully grown man living with his parents, but to be honest they lived with him. He’d paid for the ranch they lived on and it was easier for him to stay near as he often worked on the farm with his farther. He was enjoying what was left of his day off, giving himself a well deserved nap and nothing would ruin it for him.

A loud bang could be heard at the front door of Aizawa Ranch, “YORU! YORU!” soon followed, in a panicked tone. Yoru’s eyes flicked open in a matter of moments, he was dazed and a little confused. “Yoru, Yoru!” the voice repeated, seeming much more desperate. He shook his head, trying to wake himself from his slumber. Whoever the voice was connected to, they hadn’t yet found him “I’m coming I’m coming!” he barked in annoyance, it was supposed to be his day off. Why were people pestering him at this time? He dragged himself from the settee towards the front door and opening it, there in front of him stood a masked Anbu “Hmmm?” Yoru grunted in the Anbu’s direction.

“I’m sorry to disturb you Yoru, but we have reports of three unknown chakra sources coming straight towards us, one is reported to be incredibly high.” Within seconds Yoru was wide way and ready to take action “The Anbu commander and Lord Hokage are on their way already, I was told to get you.” Without wasting a moment, not evening replying to the Anbu, Yoru bolted up the stairs towards his bedroom collecting his equipment. It didn’t take him long as he strapped on his various pouches and holsters.

Three large chakra pools? Who on earth could it be? Was it Nehan and Kenji come back for their revenge? Perhaps they had brought someone along this time to help them out, or even worse Yaku and Enma. Yoru feared the worst, he sprinted back down the stairs as quickly as he could the Anbu barely had time to clear the door way as Yoru bolted out of the ranch and towards the forest. Luckily for Yoru he was ‘The fastest man in the land of fire’ and was moving as though he was nothing but a blur, he’d catch up with Takeo and Yosuke soon enough. He began to channel chakra through himself, feeling a warm sensation pour through him as he opened up his mind. He immediately sensed the familiar chakra patterns of his teammates, they were charging together through the woods.

The Bannin began to try and sense further, though it was difficult yo do without staying still. He felt a large mass of chakra not too far from Takeo and Yosuke, he couldn’t really distinguish the three separate chakra pools but he’d been told their was three so he didn’t need to decipher that. He flung himself through the tree tops, jumping from branch to branch, he however moved with complete precsion he was able to move through the treetops in complete silence, he planned for the three intruders not to know he was coming. He soon caught up with his comrades, as he watched them moving through the forest. He instantly slowed down to allow the slowest member to set the pace, in this case it was Yosuke. They certainly weren’t moving slow but it wasn’t as fast as Yoru would like "Evening, they aren’t too far ahead of us. We should tread with caution, the mass of chakra is massive.” They got closer and closer and Yoru was able to distinguish between the chakra masses, one was so vast it was almost scary. It certainly wasn’t a signature he recognised.

Yosuke out of nowhere bolted through the treeline popping out right in front of three strangers. Yoru was shocked that he’d do such a thing, he was hoping to scope them out first. See what they were dealing with, as the Anbu Commander he’d expected a little more tact. He was disappointed to say the least, but it was too late now. Yoru released his sensory abilities and dropped from the tree’s to stand near Yosuke. He was hoping that Yosuke would of least allowed Takeo to break the ice between the two villages. However what was done was done and there wasn’t much that could be done about it.

‘The Raikage’? Yoru was amazed to set eyes on the famed shinobi known as Nakajima, Hayate. He was donned ‘The Fastest Man Alive’ Something Yoru would like to see for himself, Yoru had never met anyone who moved as fast as him certainly not in Konoha. The person who came closest to that was Takeo. Hayate stood at a similar stature to himself and he had heard he was a god when it came to raiton jutsu. Something Yoru prided himself in. He could learn a lot from this man, he was almost envious of him. He was famed for things Yoru felt he could do himself, but didn’t have the reputation for. The Lighting God that moved as fast as the lighting that poured from his hands, how Yoru wished people thought of him the way they thought of Hayate.

He didn’t recognise the two women accompanying him, but he was sure they had to be strong. Otherwise they wouldn’t be with The Raikage right now. It was unlikely that they would be here to cause trouble, Hayate was strong sure, but he couldn’t take on all of Konoha with just a handful of Shinobi, he expected nothing but good intentions. He could of at least sent a message first, they would of prepared a feast, maybe even a parade in his honour. It wasn’t everyday the God of Lightning stepped foot in Konoha.

Yoru bowed his head in respect “Lord Raikage, it’s honestly an honour to meet you.” he spoke with admiration, though he was still concerned of why he was actually here “I am Aizawa, Yoru. Bannin of the leaf.” he introduced himself. He smiled and nodded, with the same gracious bow of the head to Hayate's two bodyguards. He wouldn’t say much else, he’d leave the talking for the most part to Takeo.

They can view to much greater distances compared to a normal sensor, but their ability to differentiate between people starts to become muddled, meaning multiple people in close proximity will appear simply as a large chakra mass, without the users being able to distinguish how many people are there. By sitting down and meditating, they are able to start to sense further and further away. For each post of meditating, they are able to see one third of a mile out, up to a max of posts equal to 1/2 their control (rounded up).

Hardly more than 6 months had passed since Takeo had been named 17th Hokage of the leaf and already in that short time he had done so much. Operations in whirlpool country were well under way with much of the country already liberated and stabilized and Fire Country itself was more secure and protected than ever, though there was still much to do in that regard. Only recently he had fought off a pair of S-ranked fugitives whom had entered the country. As much as bandit activity and slaver raids were being reduced there was still of course regular crime but it was the large scale threats who received top priority in stopping and that included dangerous rogue shinobi. There were perhaps a dozen individuals in the world who could truly bring a country to its knees and pose a great threat even against a shinobi village, this was why unity among the shinobi villages was so important. Rogue shinobi like Enma, Yaku, Kenji and Nehan couldn’t be allowed free reign of the world, able to sway the fate of nations at their whim. More had to be done to eliminate such individuals or at the very least create a better network of security and precautions to guard against them.

The Kazekage proved to be a valuable ally in such endeavors over the course of the last 6 months. Sunagakure and Konohagkure had strengthened their ties drastically, working intimately with one another on a series of large scale join efforts that would further unite the villages and improve security, trade and cooperation between the two villages. It was Takeo’s hope to reach out to other influential forces as well, perhaps forming new alliances or at the very least coming to terms with pacts of neutrality and agreement over core issues. It was for this reason that he had sent out word to the other shinobi villages of his inauguration as well as his good will and intention for a dialogue to be opened between Konoha and the other villages. In truth he didn’t expect a response from the Mizukage nor the Tsuchikage for that matter though he hoped that he could eventually sway the latter into a meeting so that the two villages could address the continuing issues revolving around slavers ravine. The one village whom was the most likely to entertain the prospect of a discussion was Kumogakure, led by a similarly aged and perhaps equally ambitious Raikage. For many years the nation had been the embodiment of isolationism though Takeo sensed grand ambitions and much change in the way Hayate had been conducting his rule. A civil war and taking control of the country itself was certainly not something that slipped under the radar. Whether the man’s ambitions were benevolent or that of a warmonger however was something that the Hokage wished to discover himself.

Of course when word came to him that a large chakra signature was making its way towards the village these thoughts were far from his mind. Naturally he anticipated an enemy attack of some sort and called to rally two of his most skilled warriors while still leaving several Bannin and elite shinobi within the village to defend in case of a diversion tactic. Time was of the essence and so he set off with his ANBU commander in tow, trusting Yoru whom lived on the outskirts of the village to catch up promptly enough, he was the fastest individual in Konoha after all. The pair of shinobi raced through the trees, it still felt odd to leave behind his own ANBU mask and gear, though alas that torch had been passed to the man at his side, his standards were high though slowly Yosuke, known as Onigumo when on duty, was earning the faith of the Hokage. There were still many tests and hurtles to come however before the man would completely trust him to his duties without breathing down his neck at every opportunity.

After nearly 10 minutes of setting a hard pace they were joined by Yoru whom had no doubt caught up to them in half the time or less. There were still many miles between them and the last known location of the targets though factoring in the trajectory and estimated pace of the intruders as well as themselves and it wouldn’t be long before their paths met. This would then be the opportune time to slow down and establish a plan of action, perhaps set up an ambush or have one individual, likely their fastest member or the Hokage himself approach them while the others provided back up from a distance. He trusted the others would realize this, within minutes they had picked up the location of the others and naturally Takeo slowed, trusting his comrades and their larger sensory ranges to note whether the others changed course or otherwise indicated that they realized their presence. Yoru seemed to understand this, the pair worked nearly flawlessly together, having a decade of experience performing missions at one another’s side. Often they were able to work in perfect synconization without even needing to verbally communicate, especially in the heat of battle. It was only for particularly complicated or delicate matters that in depth explanations or review were warranted, otherwise a few simple words or even a glance or gesture often sufficed.

The Hokage nodded at Yoru’s assessment, anticipating the ANBU commander to chime in with some input but instead he increased his pace and charged headlong towards the intruders. Takeo shared a concerned glance with Yoru, evidently there was still a long way to go before he could trust Yosuke’s judgment completely though in this case he didn’t have much of a choice. He had no way of knowing what he might be planning and he was least suited to meet them head on which meant the best remaining option was to arrive together as a show of force. Evidently Yoru came to the same conclusion, the two silently agreeing that they would have to follow suit. He waited just long enough to note a non-hostile reaction to being stopped, assessing the three for a moment or two before joining his comrades. It would be unbecoming for him to hide out in the trees after all though it nagged at all of his senses to be so reckless, he could practically hear Aina’s voice in his head scolding him for it. It was only because he recognized them as Kumogakure shinobi that he gave them the benefit of the doubt and had opted to not prepare a jutsu beforehand. He took some comfort in knowing that Yoru was by his side, if nothing else he could surely count on him to keep him safe and he would do the same for his dearest friend. Taking position in the middle he allowed his comrades to speak as he further observed the trio before them. They certainly were unique, to many the women would draw the most attention, one being remarkably tall and the other containing reptilian traits complete with a tail and an indication of scales, notable even in the growing darkness. Though it was the man in the middle whom Takeo wouldn’t take his eyes off of. The legendary Nakijama Hayate. He recognized the description of the man and could feel the sheer presence that his chakra gave off, even without activing his mind’s eye sensory.

Although the Hokage wasn’t particularly fond of the way Yosuke handled things he didn’t show it, making no reaction to his comments or approach. He noted however that Yoru had already come a long way in terms of political formalities. It was a form of tact and understanding of delicate situations that the ANBU commander still seemed to struggle with, though he wasn’t entirely hopeless. At least he hadn’t outright attacked anyone or been openly hostile. He would allow the Kumogakure shinobi a chance to speak before he would break his own silence. His flowing white cloak, lined with red flames would surely indicate his position, beneath that he wore his typical combat gear, complete with wakizashi and dagger. His brown and black haori parted slightly at his chest and stomach, revealing a glimpse of his powerful and well defined physique. Everything about his appearance seemed to indicate a specialty in close quarters though any who knew him by reputation would realize he was equally proficient in landscape altering ninjutsu. “Nakijama Hayate or perhaps I should say Lord Raikage? what brings you to Fire Country? Arriving unannounced and in the cover of darkness is certainly suspicious though given your straightforward approach I’d say your purpose was more to conceal yourself from civilians than konoha shinobi.” He speculated aloud, hoping his suspicions were correct, it would be very foolish to plan any ill intent when conducted in such a manner after all. Though perhaps this Raikage was simply arrogant and power hungry, he hoped that wasn’t the case.

With a single wink in the general direction of Kureha, in an overly flirtatious manner Hayate simply muttered "Have I ever been wrong?" The Raikage had always fancied the larger-than-life woman and thus far had enjoyed her attitude as the group painstakingly avoided civilians. They did not wish to draw the wrong attention, or given the recent spike in high threat missing ninja attacks... let it be known that the Raikage- the bastion of the Lightning Country had left. As such they had held their disguises up until their final rest-point, which strategically had been placed just before they would enter the assumed range of Konohagakure's sensors. Having made no effort to disguise themselves now, the stage was set for first contact. Moments later after crossing the line, Hayate let out a chuckle. He could feel some large chakra sources converging on them, no doubt the welcome party. Shortly after, he skidded to a stop his upper body making no movement beneath his white and gold cloak. He had forgone the hat for this trip.

"It seems our guests have arrived!" he declared triumphantly. He gazed upon the first man at the scene, his eyes running him up and down. Clearly, he was an analytical mind and a skeptic. In addition to that, his natural senses seemed to be particularly keen. It was safe to assume he was a high ranking official of some sort. Unfortunately, he hadn't yet learned how to hold his tongue and quickly was pressing the buttons of Kumogakure's scaled jounin. Hayate grinned, quickly trying to defuse that situation. "That smell, would be dragon, lad. Mind your manners around the lady, for your own... snake! Get it, snake?" The greatest trick of a father in a sticky situation after all was his truly awful humour. If he had to guess, using his sensory too, this man was definitely stronger than his two companions, but definitely the weakest of the three that had come to welcome him. Oh, right? Had he not mentioned that? Finally, the next man broke rank and entered from the forest into the clearing. Unlike the first, he was not skeptical. Instead, this red headed, pale, lithe and odd man seemed infatuated with Hayate. Perhaps, a fan boy? He introduced himself as Aizawa Yoru.

Hayate simply smiled, bowing his head. His passive sensory had felt the surging of jutsu from the man, and beyond that his sensory had shown that this man was far stronger than the first, perhaps on the same level as the Hokage- who Hayate figured was the other mysterious signature that hadn't shown it's face yet.

"I can't say I've heard of your name, Aikawa Yora, was it? But I'm ever so pleased to meet you. You don't have to use that sensory though, I assure you there's no tricks on our end." he said with a wide grin. It was perhaps his most terrifying feature as a person how quickly he moved from a babbling, incoherent clown to delivering lines that showed he knew far more than he let on. The darkness now setting in, Hayate stepped forward. And then stepped forward again. Out from the cover emerged the final member of the Konogakure entourage... a man sporting a white cloak emblazoned with red flames... Hayate's eyes tightened. He was by all means a well-rounded and powerful shinobi. Both chakra sensory and that of the naked eye could tell that.

Clearing his throat, Hayate gave him his attention and as he grabbed the sides of his elegant white and gold cloak, dipped into a curtsy. "Ah, pleasure to finally be acquainted, Lord Hokage." he put his hand up gently. "I assure you there is no need to be tense. If I wanted to attack, I could do it without needing anytime for seals or forming jutsu." he said in a full smile, his eyes nearly shut. "Your assumption is mostly correct- we wanted to be found by Konohagakure, and to be honest, it couldn't be any better that you sent the three champions of your village." He paused, dramatically opening his eyes. "After we eliminate you taking over Konohagakure will be simple!" he said letting out a maniacal "buwahahahaha" laugh, then seconds later dropping into a completely straight face.

"I jest. We're not hear to ravage your supple lands- that's already been done, aye? We're here in good will to... make plans concerning the future. I'll be frank in that a new world order is coming, and I fear there will be... danger in the days to come. We can discuss it at length in a more secure location, but I am looking for an alliance."

The Raikage was certainly a strange man- one who would be quite hard to read due to his erratic, lightning-like behaviour.

The user can determine who has more chakra strength than others, allowing them to pick out possible risks. This technique is not very reliable as a determining factor, however.

It took everything Misaki had not to visibly flinch as Yosuke came to a skidding stop in front of their group. She wasn't actually scared, after all the Raikage was with them, but she was certainly startled. Misaki was painfully aware of her own weaknesses, and they made her feel out of place in a mission such as this. In some ways she wondered why she had been invited along on this task, but on the other hand she knew exactly why. She was a Jounin, and a very unique member of Kumo in appearance, it was good to have some diversity in a group after all and nothing says strange and diverse like a dragon girl. Though of course as Yosuke asked about a lizard, the woman's tail started twitching under her cloak, much like an agitated feline's, causing her cloak to sway back and forth behind her. She didn't speak an answer to what he said, though she heard the Raikage's response to it. But she did reach up and finally pull her hood back. This revealed not only her pale hair and skin, but also revealed the scales across her cheeks as the moonlight seeped through the trees and caused a slight reflection from them. She could have revealed the rest by moving her cloak entirely, but as if to fit with the nature of her desired race, her wings moved almost like arms, coming out from under the cloak and pushing it back to fall between them. This act of course caused her wings to open wide and show off a bit, her hands moving similarly to the wings as if shadowing them.

She simply raised an eyebrow and stared down the man who had asked about a 'lizard' with cold silver eyes. No, she still didn't speak an answer to the man, she felt her actions had been enough of one, even as her tail came around from behind her, still twitching a bit beside her in clear annoyance. She let her gaze rest on the man for several moments before taking in the sight of the others. Of course.... Hayate's humor, his snake reference, she heard it but her eyes only narrowed as she tried to pretend she didn't hear it. Yet Hayate's humor was certainly hard to ignore. 'How did Etsuko ever tolerate him?'
She spied the red-haired man next as a playful smile began to play about her lips, true to silver dragons she could be a bit of a flirt and even in an initial meeting like this she couldn't resist at least her own playful expression coming out to show.

Yet then her eyes came to Takeo and she looked the man over briefly, a more curious look in her eyes than playful now. He spoke simply and straightforward, and were it not that he addressed Hayate himself the girl might have spoken, instead keeping things to herself for now. 'Intent can always be mistaken, better to meet rational men in the dark where we can explain ourselves than to panic a civilian populace that might... panic.' she thought to herself.

Of course true to himself, Hayate's awful humor persisted and the woman had to close her eyes and let out a measured breath as Hayate made jokes on Konoha's expense. "That could be a sensitive subject, Lord Raikage..."
the woman whispered as she remained close to him, unwilling to say such things too loud if only to avoid seeming like she was trying to 'correct him' in front of others. She cleared her throat after and turned to look at the others. "Lord Raikage's humor can be quite unique." she said to them. "I hope you understand we are here for rather serious purpose, but sometimes dark humor is the only way to navigate darker times." She sighed before lifting a scaled hand and placing it over her heart, bowing slightly to introduce herself. "Ishiguro Misaki... some call me Dracona."

"Tch, Lord Raikage, I can not count the amount of times you've been wrong... However, we can get into that later when we are finally able to rest. Tch." Her voice stated, a small hint of the flirting happening right at the end of her sentence as she smiled a knowing smile towards him. However, when the Raikage stopped for real, she could see the Konoha shinobi immediately arriving. "... This only counts as one of your times being correct on one of your ideas, I hope you recognize this. Tch." She stated to Hayate quickly before everyone, including the Hokage himself, arrived and spoke. One after another, it seemed. She was impressed though. Lacking in height, these Konoha men made well up for it with looks. Each had a unique appearance, a unique muscular structure, every was, for lack of a better term, impressive.

Towering over anyone here, she crossed her arms underneath her ample chest and smiled to them all. She'd wait for them to all stop speaking, for the Raikage to grow serious, for everyone to hopefully take a moment to realize the situation. "It is as my comrade states, our Lord Raikage is a man who takes his humour with a dark tone, tch. Everyone has a coping mechanism after all. Tch." She said with a soft giggle in her voice as she looked towards the man who had called Misaki a lizard. "You are playing with fire there, hun, tch. In a very literal sense, almost. Let us all remain calm though, hm? You are all civilized men and I'm certain that we can all speak before we let actions make up the rest of the evening. Tch" The amazon like woman spoke, adjusting her hair with one of her free hands before placing it back to rest with crossed arms. "Kyoukan, Kureha. I'm known as Kumo's Mother. Maybe I can be the same to Konoha as well. Tch." She said with a hopeful cheeriness in her voice as she bowed before them, keeping her arms where they were. When she rose back up, her eyes moved between the three of them.

If Konoha had men of this stock, she wondered what the other shinobi could be like. With a bite of her lip, she softly laughed to herself in an odd way, like she was imagining something before clearing her throat as if to apologize, realizing that she was far better than this and peering towards the Hokage, hoping he was a man of understanding and not outright violence.

Even with the hardass approach Onigumo was taking in this situation and the tension in his muscles as he prepared himself for anything, he couldn't help but be a bit flustered as one of the three Kumo shinobi revealed themselves to be... half dragon. However, he did not apologize for his error, instead giving only a slight nod of understanding. After all, for all he knew there was some giant chameleon summon camouflaged, ready to ambush the three Konoha shinobi at a moment's notice. He was not about to drop his guard yet... and it was only made worse by the Raikage's "dark humor"

Before the laughs even escaped his mouth Yosuke's hand flicked forward and wires fluttered through the air towards the three Kumo shinobi, the Raikage in particular. However, against his normally sound judgement, another flick of his wires would cause the blindingly fast steel to veer off course and impale themselves into the bark of a nearby tree. The wires glinted in the moonlight that barely broke through the canopy, and Onigumo spoke gruffly and coldly. "You'll find that humor is not my strong suit, especially in relation to Konoha's safety." He gave another flick of his wrist and his wires returned to him, wrapping tightly around his forearm once again.

No doubt the Hokage was probably ready to smack him for his actions.

"I am Onigumo, Commander of ANBU. I agree with Kureha, lets not push each other's buttons any more then they have already been pushed." he spoke matter of factly, and would then proceed to let the Hokage 'apologize on behalf of his ANBU commander' or whatever bull he needed to say to excuse his actions.

Yosuke will thrust his arm forward, sending his wires hurdling through the air towards his opponent in an attempt to pierce their flesh with the barbed tips of his wire. If successful the wires will be embedded in the target's flesh, and moving away from the wires will prove excruciatingly painful, as will ripping them out if they attempt to do so. With a simple flick of his wrist, Yosuke can cause the wires to forcefully rip themselves from the target's body.

Yoru’s eyes widened, hearing that their was a Dragon amongst the intruders from Kumogakure, his gaze fell instantly to the woman in the grey cloak assuming that the dragon hid beneath that very cloak. There wasn’t much to offer in the sight of a dragon, though he was sure if this meeting went well he may get to see more of her. He didn’t wish to linger too long and make the guess feel uncomfortable, as though he was staring at her. Though it was likely she was used to it, specially if she truly did have this unique appearance. His eyes quickly flicked to the incredibly large, attractive woman. It was apparent to Yoru that the Raikage wasn’t intending to be incognito, his chakra was so huge it was like a flashing beacon, bringing a giant and a dragon with you also brought quite a lot of attention.


"I can't say I've heard of your name, Aikawa Yora, was it? The words that left the Raikage’s lips almost broke Yoru’s heart. He’d heard a lot about the famed Raikage and was hoping that the Raikage would of heard of him. It was apparent that Yoru’s fame perhaps didn’t extend past the land of fire. “Akawa Yora…. No, it’s Aizawa, Yoru.” he repeated his name phonetically in hopes that Hayate wouldn’t make the same mistake “Aye-za-wah, Yor-oo.” He nodded as Hayate suggested that he didn’t need his sensory, Yoru simply dropped it as though it was an order. Why had he done that? Hayate wasn’t his kage, but he listened to him as though he was.

It was a mistake, Hayate cocked back his head as a maniacal laughed bellowed from his chest he wasn’t here on good terms. He planned to kill the Hokage, the Bannin and the Anbu Commander in one fell swoop? This seemed unlikely, the Raikage himself was strong but he’d have his hands full with either Takeo or Yoru and his guards weren't overly powerful, in all honesty Yoru felt as though the trio really didn’t stand a chance. Would Hayate truly be that foolish to attack them on their own soil?

Onigumo, instantly attacked. Fool thought Yoru, he pirouetted on the spot, moving at an incredible speed. He would be a blur to the naked eye, as his hand extended out to grab the wires. It would hurt, but he couldn’t risk the Raikage and his guards from being struck. However after hearing Hayate say it was a joke, the commander changed his mind and adjusted the wires and Yoru moved his hand, not even needing to touch them. Was the commander really that foolish? He should of gone on the defensive, not the offensive. If he’d of stricken the Raikage or even worse killed him. There could of being an all out war, innocent people would die and it would of all being caused by this commander.

The wires span through the air back to the commander, Yoru’s fingers slowly pressed through his hair, which was now unkempt back into place. He slowly walked towards Takeo to stand next to him, he wondered now how he’d react to the whole situation. He was in charge here, not him or the commander who called himself Onigumo. Why would Hayate make such a foolish joke? Was he truly this idiotic? He doubted he was an idiot, he was probably one of the longest standing kages in quite some time and obviously knew what he was doing. He was disappointed to hear Hayate making jokes about their land being decimated, the village had no leader at that point and many civilians had lost their lives in the process. It was not a laughing matter. Though it was apparent to Yoru now, that Hayate perhaps wasn’t the man he expected him to be. Perhaps the famous phrase was true;

‘Don’t meet your heroes’.

Takeo was still very much on edge as the introductions were made. This man was far different than he had expected and quite difficult to get a read on, from making puns to deliberately getting Yoru’s name wrong yet feigning politeness in the same instance. It was clear the Raikage didn’t take the situation seriously in the slightest, it seemed he was a man of much hubris, overconfident to the point of not caring about impressions or stepping on toes even in the face of three of Konoha’s most skilled shinobi. The demeanor certainly rubbed the Hokage the wrong way, it showed a lack of respect and though he quite enjoyed joking around in his spare time this was hardly the time or place for it. It of course occurred to him that the man was purposefully testing their reactions and patience, goading and baiting them to probe for character weaknesses that might belay the state of Konoha in the aftermath of the invasion. Years had passed since that day yet still a paranoid nation would make for poor allies. As always it was important to consider all possible angles and ramifications, adapting oneself to every encounter and always thinking steps ahead.

The Hokage was a man of varying natures, he knew how to be strong and rigid like a boulder but most important was his ability to ride the tides and adapt like water, feeling the ebb and flow and reacting only as much as necessary until the time came to unleash the fire stored within. He remained silent as Hayate greeted him. Evidently the feeling was not mutual. The veiled threat of course did not go unnoticed, as if stating one’s ability to attack at any moment would actually serve to lower tension, what a foolish approach. Naturally the man’s right hand edged closer to the hilt of his dagger, finger tips brushing against the material as his left hand rose towards the center of his body, feet shifting slightly into a better defensive stance. “As could we of course” he stated, piercing blue eyes staring down the Raikage, unwavering. The three of them were each extremely proficient in taijutsu, even if the Raikage had an edge over him in speed he couldn’t fend off both himself and Yoru in close quarters he was certain of that and Yosuke could surely cut down the Raikage’s companions in a matter of moments. In this confrontation Konoha would have the advantage and Takeo certainly wouldn’t fall for the Raikage’s bluff. Surely this was once again a test. Nonetheless he had confidence in his men, they wouldn’t act unless the kumo shinobi attacked first or until Takeo himself signaled them to.

As the Raikage made his threat Takeo was already channelling chakra into his chest though as he noticed Yosuke’s wire pre-emptively flick through the air he held up his left hand, signally him to hold off on an attack. In the instant his hand was being raised Yoru too had acted, once again intuitively being in sync with Takeo’s mindset and taking action himself to stop the wires. Luckily Yosuke had diverted the attack himself, likely having noticed his leader’s instruction. The whole time Yoru moved however Takeo kept his eyes on Hayate, ready to intercept the instant his muscles shifted even in the slightest towards action. Instead he proceeded to laugh for a few moments before breaking into a straight face as Yoru returned to Takeo’s side. He didn’t have time to make eye contact with either of his companions, too focused on his target and keeping his senses on high alert however he figured each would anticipate his mindset. His connection to Yoru was unparalleled and Yosuke had often been reprimanded in the past for being too hasty and not thinking of the big picture.

Takeo’s eyes narrowed at the crude comment though he continued to listen. Now that the Raikage was finally ‘serious’ he spoke of a potential alliance, the words were taken with a grain of salt to say the least and at the moment the prospect held little weight or meaning to the man. Everything Hayate said from here on out would be weighed and measured, sifting through whatever air of arrogance and dark humor he put on to find his true intent and meaning. He remained silent as the women of Kumogakure spoke and Yosuke retracted his wires. His eyes moved from one to the other as the women spoke, giving each a hard look that softened only slightly followed by a shallow nod. He looked back to the Raikage now, posture finally relaxing as the chakra he had gathered faded. “You’re a damned fool Hayate. It’s no wonder that your country has been engaged in civil war until recently with someone like you at the helm. Clearly politics are not your strong suit” there was an edge to the Hokage’s voice though slowly his demeanor was warming up. “Fortunately you chose comrades with good sense to accompany you. It is for their sake that I will entertain your request and give you a chance to redeem your poor sense of humor and timing.” Taking a step backwards the man would turn sideways and gesture the visitors towards Konoha, “Onigumo, lead the way” he commanded, allowing the ANBU commander to go ahead first with the Kumogakure shinobi following behind him. “Yoru, with me” he instructed, falling into a formation that would have Yoru and him following in behind the group, spread out enough to form a triangle with Onigumo as the point, the kumo shinobi in the middle and Takeo and Yoru each forming an edge of the base. The would each be spread apart from one another by roughly 20 feet giving them good coverage and vantage points of the escorted individuals.

Hayate was beginning to smile- his eyes watching the men before him completely, never once turning his gaze to the women who were speaking beside him. It was strange how such plain shinobi could be the upper echelons of a village. None of the men had visible mutations or bloodlines or anything out of the ordinary, and from their actions thus far he could only think of one word to describe them plain. It wasn't that they weren't powerful in their own right... they just didn't seem interesting. His eyes still surveying the men, he noticed something odd about one of them- the one who had shown himself first. His arm had twitched, and before it could fully complete it's movement Hayate's knew an attack was imminent. Likewise it seemed the Yoru one was moving to intercept the wire of his own comrade, and the Hokage didn't even flinch. In the moments he had to make a decision, he pondered just how to respond. He could dodge. He could very well draw a Kunai and deflect all the wires before any harm was done. He could even have some fun with this and activate his cloak, sending an S-level shock through those wires and back to the two Konoha shinobi. There were so man options. Finally, he decided on not moving. What better way was there to show that he never believed there was any threat after all?

As expected, the man moved his attack off course at the final moment. Hayate's eyes had gone from fun to a cold-serious gaze as they took in everything they could from the exchange. His dark humour had not been without purpose, and his exchanges with these men had shown him that the ANBU commander was the most imprudent and head-first member of the trio. He also ascertained that the man named Yoru was at least on the level of his own speed- and the Hokage was just as quiet as looming as he looked. He seemed to be a type who liked to watch and analyze so he could give the right commands- but also equally ready to battle as he had an aggressive stance with his hand readied at his blades. He had raised his hand too though to stop Onigumo... which told Hayate that at least one of the groups members was no exactly of the same mind as the other two, the weak point in an otherwise cohesive formation. Additionally, he learned they were fond of Taijutsu and the ANBU commander specialized in wire jutsu. Meanwhile, the Konoha ninja still would have no idea of their combat styles or abilities beyond the legends of Hayate's lightning and speed. A good trade, in the end.

"Perhaps you are the most interesting one, commander of the ANBU." he said as his gaze and expression reverted back to it's playful state. The Konoha shinobi were showing a high-level of confidence, despite being face to face with a perhaps one of the most legendary shinobi in their generation. It was no doubt due to the fact that his companions were quite weak when compared to the two companions of the Hokage. This however was precisely why he chose them. On two levels it was an unexpected variable. First, Hayate knew it would cause his opponents to underestimate him and his teams fighting strength. This was something that had been a strength of his ever since his youth. People underestimating him. Second, he had chosen the companions not for their combat strength but for their abilities. Their abilities complimented his own and could make him considerably stronger when paired- and them too. Beyond that, he chose companions with outlandish features that would be minor distractions, and also companions that could cover up his odd behaviour- of which they had both been doing fabulously with so far. With the tension lowering he gave them both a nod of thanks. They'd allowed him to collect some interesting information on the trio before them while barely showing their hand.

It was clear however that he had struck a very sore spot with his comments on the village's destruction. It was strange how both Kumogakure and Konohagakure had suffered great loss and destruction, however their attitudes toward that event varied so greatly. As for the Hokage's comments... it seemed he was ill informed.

"I am most certainly a fool, but I'm afraid that has had no lasting effect on my country's civil war, considering I was not in power during all but the final battle of the Civil War... say what you will, but after coming to power the war ended and my country was unified... so I suggest you look for a new source of intel concerning my country- by the way I'd be happy to take up that position if you take my suggestion seriously...." he said in a low tone as he gestured for his group to follow the Konoha shinobi, striding forward. Attacking someones leadership generally worked better if your attack was actually factually correct. "For what it's worth we're no stranger to loss. My village lost it's guiding star- the 8th Raikage Akino. That day it also lost many lives. As a people, we chose to make light of things not out of disrespect, but because that's what those we lost that day would want."

Perhaps there was relatable, human emotions to be shared between the two villages. For a moment Hayate's heart would betray him and his face would sour. He had long carried a secret that none of his people knew. The reason for the death of Akino, the war, and all the calamity his country had seen. That reason was a name, and in his head it resonated.

Snapping back to reality he looked over to the Hokage.

"Really, you are all too tense."

Possessing immense instinct and perception, Hayate is cognizant of even the most subtle details around him, to a point where he can even pick up on the slightest tension changes in an opponent’s body allowing him predict their movement before it is complete or even read what someone is writing by the way the top of their pencil moves. At times his eyes seem to move on their own will, rapidly tracking an amount of movements equal to his [Instinct]/3. A downfall to this technique however is that while his eyes may be aware of movement, his body is not always capable of knowing and keeping up

As the attack had begun to come, Misaki had readied herself despite feeling as if she had no chance at doing anything but harming herself by throwing her in the way... which was exactly the thought that had crossed her mind. Her body tensed, her wings spread to their full size before curving inward as her hands came up, talons extended and a snarl on the woman's face. Her tail twitched, spikes extending out of the end of it as she watched them all.

But then it stopped as quickly as it came.

Out of the corner of her eye she had seen that the Raikage hadn't even moved and she couldn't help the slight blush that had colored her cheeks. Of course attacking the Raikage would have been a dumb move, after seeing the way even one of the Konoha masked fiend's companions had moved to stop him, she realized the attack would never have been a threat.

Slowly she moved back to her original pose, folding her hands in front of her as she clasped them before and her silver eyes narrowed on the masked man. But Misaki had never been known for 'smart silence', and the Hokage's words had stirred her and she couldn't resist an eyeroll. "I swear do I need to set out a table and rulers for you all?" she remarked under her breath with a snort of laughter at her own joke.

As the group prepared to move out Hayate responded and Takeo kept a close eye on his reaction. He had intentionally attempted to rile the man up with abrasive and false accusations. He wondered how the Raikage would respond to the same tactic that he had implemented against the Konoha shinobi. His answer would determine how calculated his odd behaviour had actually been or if perhaps that truly was his personality. Truth be told Takeo was impressed with what he saw. For the first time in the encounter the Raikage seemed to display sincerity and humbleness. If he had opened with such a demeanor they certainly would have gotten off to a better start but still Takeo could understand and respect the tactical merit of throwing someone off in order to gather information on them.

The man nodded in approval with the same demeanor of someone whom might begrudgingly realize they’re beginning to get along with an in-law. Takeo smirked, seeming to appreciate the response and even the slight passive aggression softened by the offer of cooperation. “Alright then. I’ll keep that in mind” he responded, the sense of hostility and agitation had completely dispersed now. It had taken a while but he had finally determined a read on Hayate and felt far more comfortable now that he had determined exactly what kind of person he was. The group took to the trees, making a good pace towards the village. Takeo moved in close enough to Hayate to keep up a conversation on the way. He couldn’t yet say that he completely trusted the man but he was growing to respect and understand him.

There seemed to be genuine pain and compassion when the Raikage next spoke. Perhaps the two Kage’s had some similarities after all. “I’m sorry to hear that. It’s a hard thing to see one’s village and people suffer. That’s a noble goal. Many of my own people still suffer to some extent though I hope you’ll find that much warmth and love remains. I do hope that our two villages can come together and help one another heal.” The Hokage’s eyes were filled with kindness and compassion now, belaying some of the true heart beneath his gruff and cautious exterior. “The Hidden Leaf Village awaits. I hope you understand I’m taking a great risk in granting you entry. I’m putting my faith in your good will” he explained, stating plainly the reason why the group was unnerved by the unorthodox encounter. Takeo was rarely a man who trusted easily but when he did he became a lifelong friend and ally. To those who betrayed this trust however he was ruthless and unrelenting.

After sometime the group would find themselves approaching the main gates. It took about 15 minutes of explaining the situation to the wary guards whom were half-expecting a secret word or phrase to be used alerting them to danger but none came and so they granted the group entry after screening their chakra signatures, standard procedure for foreigners entering the village even alongside Konoha shinobi. In a situation such as this even the identity of the Hokage had to be confirmed. The last time an S-rank shinobi had been brought into the village the individual had been taken in for questioning and had their chakra sealed though with a world figure and potential ally such measures would be considered quite extreme. He knew Onigumo would detest the idea of allowing them entry without such safeguards and even his own instincts churned within his gut, reminding him of the potential dangers and consequence such an oversight might create. Still, for the sake of political good will he would wave the process.

Moving into the guard building Takeo decided that at the very least he would keep the kumo shinobi somewhat contained. If negotiations went well perhaps he would grant them access to the village in the morning. “Hayate, right this way” he gestured moving through an open area for lounging, eating and preparing food and leading him into a small backroom meant for interrogations. “The rest of you can stand by out here” he noted nonchalantly. The room was rather small after all and wouldn’t comfortably fit more than four people. “I apologize for the lack of luxury in the accommodations but at least we can talk privately now” He said, sitting down on one side of the wooden table. “You indicated that you seek some cooperation between our villages, perhaps even an alliance of sorts. What exactly did you have in mind?” he wondered, taking the previously uttered words with a grain of salt. There were many ways the villages could benefit one another, trade agreements, military support or joint efforts on a specific project or mission. Was there a reason in particular that Hayate needed their support. It seemed highly unlikely that a calculated and powerful shinobi such as he would go out of his way unless he had some grand scheme in mind.

Hayate smiled so hard his eyes closed due to the sheer force of his grin. He hadn't actually immediately realized it, but it seemed the Hokage of the Leaf was just as capable of strategically dancing through conversation as he was. His brash character attack on Hayate had triggered a knee-jerk reaction from the man whose hands had spilled far too much blood- something that haunted him and left a vulnerability. He fully admitted to the shame he held, but barely had recouped in time to riposte the accusation and move to a more light-hearted joke, of course followed up by a true-from the heart statement. It was Hayate's signature style after all. A truth and aggressive statement, a joke, a true release of feeling.. A sandwich of sorts. With that, it seemed that he had the approval and avoidance of a battle.

Just as quickly as Takeo noted he'd keep things in mind, Hayate responded "If you need my business card I can gladly get it to you." With that, the group was to the trees and well on their way into Konoha. Hayate, not unlike any ninja had a wandering mind. He was still a kid at heart comparing his favorite heroes and wondering which one would win in a fight. Except now he was one of those people and the others were the big boys he ran with. I wonder how quick I could kill them all- if I caught them off guard I could easily take the Jounin and perhaps wound gingerhead. As the leaped from branch to branch, the Hokage quite close to him so they could continue their speaking, Hayate hummed softly.

"I suppose that, we're one in the same, Konoha and Kumogakure." he responded to the Hokage's empathy, and statement that he hoped the Raikage could still find the love the village had. "Perhaps the "spark" of my people can help rekindle the "fire" of yours." It was interesting that while different, both villages had a belief system around their element. Those of Konohagakure, to Hayate's knowledge, believe in a flame that burned in them all. A will that could not be extinguished. For Kumogakure ninja, they believed that nothing could ever keep them down because there would always be a new spark. A new start to it all. Not exactly the same, but the same general sentiment of we will persevere. Clearly both villages taught metaphors in their academies... Eventually they arrived.

As they were process through the gates, Hayate would tip his hat to the guards- bowing deep as a sign of respect. It was a stark contrast to the lack of respect he had shown the Hokage and his leaders... but Hayate had always held a special respect for the working man who just followed orders. Before long, they would move into a building, and the rest of his group would split off. Hopefully they'd have some fun in the mean time. Once they were seated, the Hokage got right down to business, so the Raikage would too.

"Oh? Right. The alliance." he said as he reached into his coat and procured a scroll. Unraveling it on the table it would appear blank. "Don't mind this, I need to hurt myself." he said as he very slowly drew a kunai, deliberately taking the effort to show he was moving in a controlled, slow manner and posed no threat. No sooner then he drew it would he press his finger against the blade, rending a rather large wound. Just as quickly as he scored his finger, the wound closed. Putting away the blade with one hand, he smeared the blood on his finger onto the scroll, which glowed for a moment before revealing dialogs, charts, and plans.

"I mean no offense, but I don't seek military support." he said pointing the chart. "I do however seek someone to sell my nation's crafts too. We have long had perhaps the strongest economy bar Kirigakure's, however Kumogakure's economy must now become one with the entirety of our country." he paused "This means I need to end the trade neutrality we once held if I'm to support my country. I'd prefer the things we create and the resources we can offer to wind up in Sunagakure and Konohagakure- two villages more closely ideologically matched to the one I hail from." he paused again. "But the survival of my nation does take precedence over ideology, if need be." he put his hands up behind his head. "Of course, even if I could get a little more out of a deal with the other two, I'd much prefer to make less dealing with villages where my ancestors were not slaves."

This was of course the first tier of an alliance. A trade union more than anything. Of course, there was more to that too but he did not want to get too ahead of himself.

"Sunagakure is the best defended ninja village, and Kumogakure leads behind that. Our engineers are the best in the world... though, unfortunately, we have the smallest population of all the villages and that has always been our ultimate downfall. With more resources, I can sink more into our infrastructure and boost those numbers. I'll be honest in that every thing I do is to increase the number of shinobi we have."


This was going to be important. With the dismantling of the feudal system by the Lightning Country, he was sure many would follow. Likewise, the imperial forces of Kirigakure were taking much of the sea and islands. Minor countries were growing and learning the ways of chakra... And Iwagakure seemed on it's way to some sort of revolution. By all counts, Hayate figured a new world order was on it's way, and LC couldn't continue it's isolationist practices if it wanted to be at the head of that order.

The Hokage smirked, stifling a chuckle, “If all goes well I’m sure we’ll be in contact” he assured with a sincere smile. This more lighthearted and cordial side of the Raikage he felt like he could grow to get along quite well with. For a moment he wondered if the man actually carried a business card, it seemed the sort of gag the previous Hokage would have utilized, perhaps even Kawa if he had lived to see through his promotion. After all it wasn’t like there was any address for a hidden village nor contact information thus rendering such a card useless aside from cheap novelty value. Typically only citizens or close allies and trade partners knew the way into hidden villages and communication often took the form of trained messenger birds, raised in the village and traded to important contacts so that messages could be brought back to the village of the birds origin.

After these thoughts wandered through his mind Takeo also considered the position he was in. he knew that Hayate was capable of killing him in an instant in such close proximity. If he was caught off guard and attacked without warning there would be nothing he could do to counter the Raikage’s speed and skill. There remained no choice but to place his trust in the man and also have faith that if he were to suddenly attack that Yoru, ever watchful and equally as fast would be able to intercept or at least prevent a killing blow. From there it was possible that Yosuke could kill the Raikage’s companions while Yoru held off the man long enough for Takeo to recover and properly enter the fight. Still there was no doubt the leaf shinobi would be at a significant disadvantage at this point. If the Raikage were to be defeated it would take the combined skills and coordination of both the Hokage and Yoru, his most skilled and trusted Bannin. If it were Aina present rather than Yosuke he would certainly feel much more comfortable, her skills were much better suited to this match up.

As the conversation progressed between the two world leaders Takeo considered the similarities between the two shinobi nations. They had certainly both experienced tragedy, the people brought together and unified under new leaders. What Hayate said however made him wonder if their village followed an ideology similar to the Will of Fire. “That’s a very welcome notion. I’m also curious to learn more about your people’s beliefs, perhaps later over a cup of tea” he suggested. It was well known that Fire Country had strong ties to the Land of Tea and as such they boasted a wide variety of exceptional blends.
It struck Takeo as unusual that the Raikage bowed to the guards upon arrival at the main gate. It spoke volumes about the mans values and perhaps even his upbringing. He was a man who valued the average citizen, the general workers trying to provide for their families and contribute towards the village. If his action was genuine and not just a ploy then it was something that Takeo respected immensely and indicated that they might find common-ground in his ambitions to improve the quality of life for all of Fire Countries citizens and perhaps even those of other countries if possible.

Once the two Kage were alone and within the village they could finally speak about official matters. Takeo watched the Raikage with curiosity and made no indication of being on guard by his actions. He anticipated the purpose of the kunai immediately and as such was not surprised when the blood revealed the hidden plans within the scroll. What was somewhat surprising however was the revelation that Hayate possessed a regenerative ability. Such a thing was rare but not unheard of within the shinobi world and each village seemed to possess a handful of typically elite shinobi capable of such a feat. ‘As if he wouldn’t be hard enough to kill already’ he considered, compared to most shinobi of their caliber Takeo was actually quite unremarkable, possessing no unique genetics or abilities, he was simply an average shinobi whom had been inspired to reach his fullest potential for the sake of the village. If he hadn’t met Yoru and if Kawa had lived to become Hokage he would likely be a relatively average Jounin at this point.

The Hokage chuckled lightly as Hayate dismissed the idea of military aid. Konoha was not known as a militaristic nation although they did possess the largest population by far, even if a large percentage of that were civilians. He wondered about the truth in the next statement however, Konoha’s own economy was quite strong because of their many trade partners and a large working class as well as plentiful resources, trades and a thriving entertainment industry. It made sense that Kirigakure even with its military focus was wealthy due to a thriving slave industry and a widespread shipping network but Kumogakure was reclusive with little to no imports or exports as far as he was aware. Clearly more data needed to be gathered on the nation of Lightning Country to make a more educated assessment, for the moment however he would hear the Raikage out and consider his words to be true even if they were taken with a grain of salt.

The muscular warrior turned leader sat back in his chair, stroking his beard slowly out of habit. “I’m always fond of expanding trade networks and I believe the Kazekage would be interested in your proposal as well. I would also much rather you do business with us than Iwagakure or Kirigakure and if there are any imports you would be interested in, Tea, spices, produce or even medicinal herbs and of course lumber my nation can provide whatever you need, speaking on behalf of my friend the Kazekage Sunagakure has much to offer in regards to silks, gems and other high quality goods. I can easily set up a meeting between the three of us in the future or relay a proposal to Hito if you wish.” The man suggested, he knew his friend would be overjoyed at an opportunity to expand their network of trade and build relations with the nation long regarded as the Sleeping Dragon of the shinobi world.

At the next statement the Hokage was inclined to agree, nodding his head slowly in understanding. From what little he knew about Kumogakure its infrastructure must be remarkable, built high into the mountains and surrounded by clouds, to house hundreds of people their must be many sprawling platforms and a sophisticated system of anchoring all that weight securely into the mountainside. “Understandable. As for ourselves Konoha may not top the charts in sheer power or defensibility, maybe not even our sizable economy but what we do have are numbers. We have among the highest number of shinobi and many times more civilians than any other village, not to mention the hundreds of thousands of citizens throughout the country as a whole. If you need workers you can hire from Fire Country, we may not have the engineering expertise but as general laborers I’m sure many would take the opportunity. Of course none would be allowed to work in Kumogakure itself but from what I understand you have taken responsibility over the entire nation and surely if you wish to increase population and bring in immigrants suitable housing will be required, building homes and settlements is something my people excel at.” He proposed. Providing new jobs and an opportunity to travel for the people of Fire Country would certainly boost their own economy and also create a precedent for the idea of sending citizens to aid minor countries in their development.

Leaning forward the Hokage considered another proposal, it was something that would create a foundation for their trade to thrive. “One more thing, I’m sure you’ve caught wind of the operations taking place in Whirlpool Country, my shinobi have rid much of the Country of the criminal elements that had been thriving in the area. We seek to restore the rightful royal family to power but also to rebuild the nation, given your proposal for trade this would be an opportune time to develop a safe and protected route through the country, establish outposts manned by each of our shinobi. If you send aid in developing communities I’m sure word would spread of both of our nations humanitarian efforts and promote immigration from refuges of Whirlpool Country or other struggling nations, after being properly screened such individuals could bolster military power or simply assist in taking on jobs that are necessary for expansion.” He explained, it was a proposal that would benefit both nations greatly and payoff many times over in the long run even if it did take a few years to get the Country fully sustainable once more.

"Is that one of those things you always say after a night of fun?" Hayate said with a wink to the Hokage at his message which basically meant 'maybe we"ll contact you'. He leaned back slightly, giving him more space to stick his hand into his robe and jacket. He glanced back to the Hokage for a second, with a sort of hold on expression. Shuffling around for a few more seconds he finally retrieved something out of his pockets. Holding it out he bowed his head and prepared for the meishi koukan of the century.

"This is my contact card."

The card was jet black- though if one was to look extremely close, perhaps with a magnifying glass, they would notice the black came from a pattern of intricate seals that covered nearly every portion of the card. If one really looked, perhaps with a powerful magnifying glass, the seals made the shape of characters. On the front was a golden emblem of a lightning bolt. Simply that.

"There's fuuinjutsu on it. Pass a little chakra into it and- " his hand hummed and as a release of blue energy transferred to the card. The seals began to move towards the lightning bolt, making white space on the card, then suddenly a few of them fell back to the card.

Send nudes.

"You'll be the first beyond the council in LC to receive this actually, but, you can use it to send a message. I hold a card that corresponds to this one, and whatever this one says, mine will say too." Moving on from the business card, it was time to be a little more serious. He was not sure what the shinobi in Konoha were thinking, or what was going on, but he did not care to think about it either. He had a goal and he was confident that beyond that goal, there would be no issues. The Hokage also seemed interesting in learning the customs and about the people of Lightning Country, something which Hayate quite liked the idea of. It showed good faith when you wanted to learn how someone else lived, not just use them for trade or military.

"I might add that beyond our own discussions of differences and similitaries, perhaps we can exchange some young Jounin, then. It would do well for the younger ones to learn of cultures beyond their own." he added. So far Hayate had very few chances to delve into the thinking, character, or substance of the Hokage. He was curious to the ideology of the man, but Takeo wasn't outwardly showing too much of his heart. Gradually statements, like that of his cultural interest, were painting a picture. Of all the places in the world Hayate had always assumed the most culturally compatible country for Lightning Country was Fire Country. He would soon be able to confirm that.


As the conversation progressed Hayate was sure his quick dismissal of military aid had raised some surprise, especially given the light chuckle. He however at this time did not think it prudent to explain why military force and size would soon not be a problem for the village hidden in the clouds. Following the Hokage's approving statement, and his new proposal he nodded.

"I am happy to hear your interest in trade networks, and I would gladly assist your nations efforts in the Whirlpool country, and offer what assistance we can in infrastructure... At this time though we are focusing the rebuilding of our own nation." he paused. He was very happy to hear the Hokage mention safe routes. That was exactly what he was here to establish.

"In order for trade to occur, and to boost our economies, we need to help the normal people of this world. For too long the ninja villages have used our powers with complete ignorance and inconsideration of the non-shinobi world. The bulk of all trade and commerce both in ninja villages and out happens between normal, non-shinobi folk. It is my belief that if we are to better our economy and trade in the world, we need to first support those people, and that is exactly where your masses and shinobi come to our aid." he pressed his hand against the chart and pulsed chakra into it, effectively a kai. The chart, which had been a map originally with color coding, suddenly had routes spring too life.

"We haven't the man power to pull it off, but we have the engineers and technology to create a new travel route not yet in this world. This route uses fuuinjutsu to automatically propel carriages at rapid speeds between locations. The system itself would generate revenue from those who use it, but best of all the cost would be low. This system would allow the merchants, the every day folk to easily travel between countries, cities, and places, allowing them to go where opportunity is. It would allow merchants to move their goods via land at remarkably faster speeds, giving them a chance to expand their business and trade. Normal folk could travel with ease and speed. What would traditionally be days of horse travel for normal folk becomes a day.... this all causes insane economical growth, and better yet, it gives people a chance to experience the world and grow. The transience- people can travel where education or money is, and then travel back home."

He stopped. He was too excited. Clearing his through he continued back on the discussion's original course.

"We can't pull it off alone. This route goes through other countries and lands we have no control of, and a route this big needs people guarding it. I ask that, through this route, we establish peace and harmony. Each country that joins will receive the root technology from us. We will help you build and implement it, and from there, you will maintain and guard your territories lines. While we cannot do too much in Whirlpool, to loop back to your request, I would like to bring this route and technology to Whirlpool country."

The Hokage chuckled lightly at the Raikage’s response, “Maybe a few times” he admitted, thinking back to a handful of occasions that had in fact played out quite similarly. Casually the man observed the black contact card, he was no longer on guard to any significant extent though he did take note of the scent, ever wary of poisons that could be transferred through touch alone. He knew of many shinobi whom had developed immunities to such things, making them potent adversaries given his particular vulnerability to a large variety poisoning methods. He was completely taken off guard by the message the card revealed, breaking into a full laugh for a few brief seconds before regaining composure. “That’s quite the card” he marveled upon hearing the explanation. Reaching out he would take the card and look it over. He was sure there had to be some Fuuinjutsu application though his eyes weren’t quite sharp enough to make out the tiny details.

Takeo’s cobalt eyes lit up as Hayate spoke of a Jounin exchange program. This was something he had advocated strongly for and only recently established with Sunagakure. To give his people more opportunity to meet shinobi from other lands and learn from them and their culture was more than he could have hoped for. “That would be incredible. There are many among my village that yearn for travel and to meet new people and experience differences in culture. Over the last few years we’ve tested similar programs with Sunagakure and have seen a tremendous improvement in the relationship between our villages and in the trust between our shinobi. I hope to achieve similar understanding and closeness with Kumogakure.” He spoke passionately and warmly, leaning forward and opening his posture slightly as he engaged in conversation. As cautious as he was as a lifelong warrior the man held those close to him in high regard and wished to continually expand his circle of trust.

The relationship between the Kage’s seemed to grow continually more compatible, assuming that both were men of their word and were not simply saying what the other wanted to hear only to betray them later. Takeo thus far was inclined to believe that wasn’t the case. Each point they discussed would serve to benefit each of their villages equally without putting undo strain or hardship on the other. Kumogakure’s assistance in rebuilding Whirlpool Country would put them years ahead of schedule in returning the country to sustainability and therefore fuel the economy of both nations, projected to make up the costs of the initial resources. “I’m surprised to hear such an ambitious goal from a fellow Kage. Takeo studied the map displayed before him, now looking over the plans for this proposed new technology. “Fascinating. What a creative design. I imagine there would need to be frequent maintenance and if Iwagakure and Kirigakure get wind of this technology they may seek to sabotage it and of course there’s still the risk of robberies at the hand of bandit groups or the underworld crime organisations. Still though, the risk would be less than travelling by carriage. I trust you’ve tested this system thoroughly and built full scale models back in Lightning Country?” As amazing as this plan sounded he wanted to be assured that it was safe. The last thing he wanted was a disaster resulting in hundreds of civilians killed because of rushed production. As Hayate was sure to be confident in its safety, Takeo would trust the mans word for now and be sure that if and when a section of railroad was operational he would board it personally on its first run. The Hokage considered the scale at which the Raikage wished to spread this technology. “Ah, I see” he considered thoughtfully, resting his hand against his coarse beard. There was more to consider now, a true interconnected continent of trade and travel. Each country maintaining its own sections. “All right. So long as construction begins along this route” he said pointing to the section connecting Fire Country and Lightning Country "and you split the costs of maintaining the line in Whirlpool Country, then you have yourself a deal” he offered. Given that Hayate didn’t intent to assist with as much infrastructure construction as he had hoped for then at the very least he hoped to offset the costs of footing the bill for Whirlpool Country’s railroad. Essentially the Country was an extension of Konoha for the time being though it was a high risk for the region drained a considerable amount of resources. Getting it to a point of being able to bring in returns was one of Takeo’s highest priorities and something he desperately wanted to achieve while he was still leader of Konoha. He would not have his rule be one of creating immense debt only for his successor to reap all the rewards and accolades of his hard work.

The Raikage was surprised how quickly the two men's relationship had advanced. Perhaps his approach- though probably geared strategically more towards the former Hokage, Tousha, had been successful. The card worked well too, and though initially met with a little bit of doubt, the Hokage took it with another chuckle. By the chuckles and light humor, one might think old comrades were meeting up for a beer. "I would be happy to give you a few copies- one of my aides should have one. Actually, we can give you the seal formulas- albeit without any form of encryption or chakra signature checks. You would have to do that on your side, but I think your shinobi are capable." the Raikage said grinning. Hayate was happy he could still surprise- even if it was just humor- the Hokage.

Hayate was also happy to see that his idea of exchange programs had been very well received. The Hokage seemed to very much carry an interest in international affairs.

"Then might I move that we put that into motion as soon as possible. I would be willing to send my daughter, Eiko, to your land and would be humbled if you would receive her. I would also like to send a few Fuuinjutsu specialists to share our advances, and perhaps a few of our medical shinobi. Rumor has it, Konohagakure has become perhaps the greatest country in regards to Iijutsu, given a special characters appearance." The Raikage said as he tipped his hat. He believed that exchanges could not only strengthen bonds, but strengthen strategic skills that the allied villages were each lacking. With Kirigakure and Iwagakure repeatedly ramping up military forces and going for conquest in minor countries, that would be necessary.

"At your word we can put that into motion." the Raikage said before leaning back into his chair, a bit more relaxed. part of the reason Hayate had been less serious in this discussion, was Hayate had no belief that Konohagakure and Kumogakure would ever betray each other. The two had no history, and neither were in a place for war given recent events. Adding to that, there was no bad blood as Kumogakure had been relatively isolationist most of it's history, barely participating in world wars. There was no reason for conflict and when logically assessed little good would come of it if either tried.

At this point, the Raikage was interested to hear the topic shift to the Kazekage, and to hear that Takeo, though different, held similar ideals to the kingslayer and embodiment of lightning himself.

"If it eases your mind I do not advocate chakra for everyone- merely chakra-imbued items. Infrastructure is key. While I do wish to expand our shinobi forces, that will be done through academies and potential candidates will be thoroughly vetted." the Raikage paused with a chuckle. "While I believe more radical ideals myself, I realize now that chakra-for-everyone could throw the world into chaos- the world powers would be fearful and I am sure it would illicit another world war." the Raikage frowned.

He gave the Hokage some more time to look through the proposal. Though, he purposely did not yet respond to the topic of Iwagakure and Kirigakue. As the two discussed it, the outcome seemed favorable. As Takeo pointed to the route between their two countries, the Raikage also could not have agreed more.

"We have tested full-scale models back in lightning country, and our moving to roll it out along with our infrastructure advancements. Still going through some final steps on the carriages, or "Railships" as we are calling it. Our hope would be that post design we could provide training to all who need it for manufacturing and maintenance. As for the first line, we hoped that would be it. We think our two nations and cities can be the model for this endeavor. We would be willing to also take on more responsibility in Whirlpool for the rails, something I believe will help those who criticize the Fire Country for imperialism change their minds. If so however, we cannot be as helpful in Konohagakure as I hoped. We are limited by our population of shinobi after all."

With things coming to a near close, the Raikage decided to move back to a prior topic.

"I fear that a world war is just a race among time given the activity of our... less than friendly neighbors, and Takeo, I really hope that this project can stabilize the relationship of the Five Great nations." The Raikage bowed his head, pushing his chair back as he knelt from his side of the table.

"I appreciate your interest and hope that my theory is right- the five nations can be united and avoid needless bloodshed."
