Fanho Meets the Council

It was early in the morning, the sun hanging beautifully in the cloudless skies of Wind Country. The heat was mitigated by a constant breeze flowing through the valley of Sunagakure, so Fanho would only break a minor sweat walking through the streets of Suna. The Awai was on a mission it seemed, intent on making an impression upon Suna's council. The message had already been sent and received, and the meeting was scheduled, so all Fanho had left to do was show up. As he made his way to the administration building and entered the door, he'd find that a woman with dark tan skin and long black hair was awaiting his arrival. "Good morning Fanho-san. The council is expecting you. Right this way."

The woman would then lead Fanho through the building, around a corner and down a hall, before going up three flights of stairs to the top floor. Once on this floor, the woman would shoot down a long hallway before taking a sharp left. Before him now stood two large doors, with beautiful golden inlay depicting the sun shining down on a village with the symbol of "Wind" above the village, clearly indicating Sunagakure. "This is the council's meeting chamber. They will call your name when they're ready for you. Please, take a seat and be patient." The woman would give a bow and leave him in the company of two silent guards, standing on either side of the doors.

For now, Fanho would simply have to wait.

As Fanho strolled through the hot streets of Sunagakure, he took in the beauty of the oasis, and architecture of the sandstone buildings beautifully crafted and sculpted. As his feet click clacked through the halls of the administration building he was greeted instantaneously by a woman awaiting his arrival. If anything the Suna people could be distinctly defined as, it'd be on time. However that opinion would be killed instantly as he sat in a hall awaiting the council's call for his attendance. "So much for calling me on time." Fanho muttered to himself in his head as his brain racked through all that he wanted to discuss with Sunagakure. He sat slouched in the chair slightly leaned up on an arm rest where he laid his chin in the palm of his hand, his finger tips taping his chin in rhythm awaiting his name to be called. Hopefully they could get this show on the road so Fanho could give his whole pyramid scheme to the council after their discussion, if they invested in Fanho trading cards, they could be rich after Fanho becomes the world famous Hokage.

While Fanho waited outside the doors, the two guards occasionally eyed him up and down, this having been the first Konoha ninja they had ever seen and indeed the first outsider they had ever seen. To them, Fanho was one step below mythological; they knew that Konoha was a place and the ninja were real, but to see one was another thing entirely. A few minutes went by with Fanho sitting outside somewhat patiently before finally the doors to the chambers cracked open and a young woman poked her head out. "Fanho-san, the council will see you now. Please, step inside." The young woman would leave the door cracked and beckon Fanho to follow her inside.

Once he passed the threshold the doors would be closed behind him by the guards outside, and in the center of the room was a large circle of light. The sun beat down through the center of the building through a large clear circular window, illuminating a small carpet on which a single chair sat. All around this chair was a semi circle of a table, more like several desks together in the hemispherical formation that centered on the light in the middle of the area. There was plenty of light in the room for Fanho to see all seven of Suna's councilmembers arranged around those desks. In order from left to right they would introduce themselves to the young boy.

"Good morning Fanho-san, I am Goriyama, Jamba, head of mercantilism and negotiations. A pleasure to meet you." He would stand and bow to the young boy before the man next to him spoke. "And I am Hizashi, Kaifu, current head of the Hizashi clan." The man's introduction was far shorter, but his deep voice commanded respect all the same. "Ooh, my turn! Uchida, Mio, at your service young man! Please help yourself to some tea!" The older woman, clearly the oldest in the room, gave the boy the biggest smile as she gestured to some tea in front of her, clearly wanting him to come and get some. "No Mio... your courtesy can wait until later. This is strictly business-related." The warm hearted old woman shot the man at the center of the table a glare and stuck her tongue out at him, to which he sneered back before clearing his throat.

"Fujiwara, Naoto. I am in charge of the judicial system of Sunagakure. Pray you do not find yourself at it's mercy..." The older gentleman was cold in his introduction, clearly not happy to be here and not happy to be dealing with an outsider. Of all of the councilmembers his distaste for the current situation was the most obvious. The young woman next to him... appeared to be asleep in her chair, but a 'gentle' nudge from Naoto caused her to stammer a moment as she awoke. "Huhwha? Oh, right... Nakayama, Yoshiko. Head of all medical endeavors through the village... A pleasure and all that." She punctuated her sentence with a sip off of the tea cup in front of her, no doubt brewed by Mio to help keep her awake. As the medical specialist of the village, she clearly got very little rest, if any at all. The man next to her spoke up next, rising from his chair in regal red and gold robes as he brushed his wispy white hair to the side.

"Greetings, young Konoha shinobi. I am Mikado, Akihito, overseer of our village's bannin activities, as well as our village's genma hosts. Speaking of, I do hope you have contingencies in place for your own hosts, who have not escaped my notice. Tread carefully within our village..." Much like Naoto, Akihito was not fond of these outsiders entering his precious village, but at the behest of Kazekage Sueatsu he relented. His reservations on the situation were still clear, but his patriotism and loyalty to the title of Kazekage trumped his personal feelings. The man next to Akihito would rise next, proudly displayed in his shinobi attire, including his flak jacket and headband. "A happy morning to you Fanho, I'm Sentoukai, Manza. I head the village's efforts to track and acquire information for the sake of furthering our military efforts... Or, I guess you could say i'm a spymaster, if that suits you. He sat back in his seat, a sly grin crossing his face as he leaned backwards in his chair. Lastly, the final man on the end of the tables rose and spoke, his deep voice resonating through the room. "Good morning. Shinzo, Abe, head of military operations. I hope you have enjoyed your visit thus far, Fanho-san." The man would then find his seat again, and after all of the introductions were finished, it was Naoto who would speak next.

"Regretfully, our Kazekage is indisposed at the moment and will not be able to meet with you personally. However, Kazekage Sueatsu sends his... 'gratitude' through us, his council, to you." Naoto practically spat the word 'gratitude', clearly unhappy to be selected to convey the Kazekage's feelings to this outsider. "Oh, do show some decorum Naoto. He came all this way to see the joys of Sunagakure for himself, the least you can do is try to remain civil." "I think you're all forgetting something?" Akihito's commanding voice rose over the debate between Naoto and Mio, and while Mio smiled back at the older man and nodded, Naoto's scowl seemed permanent, as he begrudgingly close his eyes as the councilmembers all joined hands in prayer. Fanho could do as he wished; the choice to join in respect or simply stare was his to make. They would sit this way for about thirty seconds, Naoto leading them in a prayer to Her Light, before all of them opened their eyes again and muttered a small agreement with Naoto.

"Now then, young Konoha shinobi... Why have you called this council to meet? What discourse do you intend to have with us, the advisors to our great Kazekage?"

As Fanho stepped inside of the council chambers he could sense a lot of the guards were on high alert just because an outsider had probably never met with the Suna council before. After all this wasn't the first arrival of Konoha shinobi, but it was certainly the first requesting a meeting with the council. After all not even Takeo had met with the council, he had only held interactions with Sueatsu when he visited the village from what Fanho heard. As he approached the council rug standing before the eight council members he could feel their displeasure, and their eyes weighed heavy on him. One wrong move or unintentional insult, and he probably wouldn't be walking out without some sort of ear full from Konoha. However if anything he figured there probably were sensory shinobi among them who were reading him. Trying to get a feel for the young Bannin. Not only that Fanho was the strongest foreigner Suna had allowed to enter, rivaling, and even exceeding the power of their Kazekage. It was probably an unnerving feeling for them.

As the pleasantries we're underway Fanho nodded and waved at everyone giving a quick, childish, happy, "Hey, how are ya doin!" However not only was Fanho's strength definitely being monitor the jinchuriki's he brought with him were undoubtedly being watched. As Akihito turned the attention to them, Fanho tapped his chin as he thought about his partners in the journey to Suna. "Well they've kinda mastered their genma, so they're not really anything to worry about. In-fact I thought this was a great opportunity for them to learn more, and maybe they could teach some people what they've learned."

Fanho's suspicions were later confirmed by the harsh and rude welcome he was on the receiving end from what seemed to be a fifty/fifty split among the council. Half seemed to be neutral if not welcoming of Fanho's reception, while the other half seemed extremely skeptical. The young man theorized on how to tread the new minefield laid out before him as the dispute between two of the council members broke out as they then began praying creating an eerie silence in the room before Fanho's eyes widened as he joined them in whatever ritual they were participating in. Admittedly he was ignorant in their culture, but best to play along and admit to ignorance rather than pretend he was 'aware'. Then as his thoughts paced Akihito brought the attention back around to Fanho as the Bannin was slightly caught off guard lost in his thoughts a bit during their 'prayer'. "Ahh, yes... The meeting..."

Fanho gave a confident nod as he tucked his hands into his jacket pockets and teetered on the heels of his feet. "Well why beat around the bush. First I'll give a few questions, and then we can discuss it from there. First question, what are the council's thoughts on 'sand'wiches?" The strong emphasis on 'sand' was one that was stressed for comedic effect, as Fanho fluttered his eyebrows towards the council. The Bannin gave a laugh that would resound through the quiet council chambers. "Sorry, sorry, I'll try to keep it serious. I figured a joke would be good to lighten the mood, and start us off on the right foot. So for my real questions. What are the council's thoughts on Kumogakure? How do you feel about building the relationship between Konoha and Suna? Whats your thoughts on a joint task force between Suna and Konoha allowing us to build intelligence, the Scribes of Sands libraries, and expanding Mamorinuku to help assist and defend Sunagakure?" Fanho's tone quickly straightened up to be a bit more commanding, serious, and one similar to that of all the council members who had struck harsh at Fanho with brief or rather rude introductions. He had a feeling the council would probably prefer a serious tone, while the other half may appreciate his humorous side. This would be a good first test to dip his foot in the pool with the sand sharks.

Fanho was respectful as the council made their introductions, which was shocking to at least a couple of the council members. Akihito, however, did have a retort to the young Awai's comments on Konoha's genma. "Mastered? Not possible. They may have achieved some level of symbiosis, but the Genma will never truly be mastered. It is foolish to believe such idealistic notions... Which is why I've taken steps to ensure that measures are in place, should the worst transpire. After all, I had a feeling Konoha would be too trusting of the creatures." Akihito's glare was stern as he spoke on the topic of the genma, but across from him on the other side of the tables, Mio shook her head. "It's not your place to make such arrangements, Akihito. They are not our shinobi." "I should say so. And this is our village; it is absolutely my place to protect it."

The two council members stared each other down, but it was Jamba who spoke up to break that conflict down before it got out of hand. "This meeting isn't about you two, is it? I believe it was the young Fanho-sama who called us here. Let us do well to remember that." With a grumble Akihito relented, while Mio looked down at the young Konoha ninja... and started to guffaw as he made his little quip about sandwiches. "ohohohoho my goodness! Aren't you just the cutest! That's just what this council needs, a little sense of humor!" "Confound it woman get a hold of yourself! Konoha shinobi, this is hardly the time for jokes!" Naoto interrupted the laughing fit, while Mio looked down at Fanho and then motioned to Naoto with a roll of her eyes; a way of saying "see what I mean?"

The real questions came out soon after, and as each was asked the council took notes, each member taking a moment to write down the topic at hand and a few personal opinions of the subject. It was Jamba once again who spoke up first. "I've no quarrel with Kumogakure. When the civil war broke out, I insisted we stay neutral for the sake of not putting our noses into the conflicts of others. But as a whole I think we have much we could gain from them as allies." "You say that about every nation, Jamba. We can't be friends with everyone, and my intel says that the new Raikage isn't one we should so easily trust. His initiative, spreading chakra to the land itself, is an incredibly dangerous move that could very easily get out of hand. I can assure you that such a thing will never take place in Wind Country. The Scribes, for all their knowledge gathering, know not to reveal such secrets to the masses... It is that way for a reason."

Clearly, the council was not quite set on Kumogakure one way or the other, and their were arguments for and against relations with the lightning country. The topic of Konoha and Suna, however, was mostly a topic of agreement, and one that Abe took a special interest in. "While I may have been initially opposed to the idea, I must admit that ever since the tragedy of your invasion and the task force lead by our own Henrin, Kiyori assisted your people in rebuilding... we have enjoyed a steadily growing, powerful relationship with the leaf. It has been a large benefit to us, and I assume the feeling is mutual, else you wouldn't be asking." Abe seemed to be quite interested in growing the relationship between Konoha and Suna, no doubt happy to work together with them on a task force for various situations.

"However." Naoto of course felt the need to interject on the matter, pointing a crooked old finger at Fanho. "Do not forget that it is Wind Country and her Daimyo to which we owe allegiance. We owe Fire Country nothing. This allegiance is between our villages, not our countries. Be aware of the differences... They are crucial to maintaining this alliance, young Konoha shinobi." Naoto, despite his Oppositional attitude, did have a point to make; the alliance enjoyed between the leaf and the sand didn't necessarily extend to Fire and Wind country. Suna had no obligation to come to Fire Country's aid, only Konoha's. Was that something Fanho would aim to discuss?

As Fanho listened to Akihito's gripe about jinchuriki not being able to master the genma entirely and throw a slight insult towards Fanho and Konoha's treatment of their genma. "Quite an insult to an allied village there old man Akihito. I'll let it slide though since I've got nothing to fear about Masami and Taiga.." Fanho stared at Akihito lazily as if asking the man if he wanted to continue to insult Konoha or actually discuss what they were going to. As Fanho sighed at Naoto's outburst in the face of a joke for the sake of easing tension, he only just filled the room with more hot air which irritating, Fanho was expecting as such of a reaction from one of the two hot headed individuals at the council table.

As the conversation turned to Kumogakure, Fanho listened intently as Jamba and Manza had a bit of a back and forth. There was clearly disagreement, but it seemed more based off conditionals and assumptions. Fears that we're reasonable, and not out of the ordinary. "Reasonable concern Council Member Manza, its not something I'd advocate for your village and country if that is not your wish. This is strictly a Kumogakure ordeal, and will reside in Lightning Country. I'm only asking if the council would be open to discussing and possibly forming an alliance with Kumogakure not to adapt their plans to reform their country." As Abe chimed in that the feelings were mutual towards Konoha as they were for Suna, the young shinobi gave a nod in agreeance confirming the assumption that Konoha had felt it was a large benefit.

However the brief joy that Abe's comments brought were shattered as Naoto's shrill voice broke the air of hope with a pitch of arrogance, and attempt to assert authority over the conversation. As Naoto finished his useless statement, Fanho gave a shrug as he continued speaking. "With all due respect Naoto, I wasn't asking Suna to submit to Fire Country. I'm asking for a better alliance between Konoha and Suna that could grow to be a partnership with Fire Country and Wind Country hopefully. I think it would be beneficial to both countries to be allies, and to partake in trade, joint operations, and to eventually grow stability in the region." The lack of honorifics towards Naoto would be sure to dig under the man's skin, but also remind him that Fanho wasn't going to respond in kind to a petulant childish outburst from that of an elder on-top of that. It was a harsh statement that was quick, snippy, and rather short compared to his comments to others. Similar to that of his dry comments towards Akihito, but with more of a tinge of irritation to make it clear to Naoto that he would put the man in his place despite being of a foreign land.

"Granted that partnership can only form if the Daimyos would like it to, but I think we could both provide some sort of suggestion in the ear of the daimyos. After all they must not be somewhat of a friendly level granted I'm standing here in your village before you all, and the same has happened in Konoha with the Kazekage and party." As Fanho further stressed the already friendly level the two parties were with each other, a relationship to bloom between Fire Country and Wind Country was something that could be seen on the horizon, and if pressured or encouraged could become reality.

"If I'm to be honest council, I think this is a step towards achieving peace for the world rather than this blanket that is just non-aggression between the five shinobi villages.
