[Kage Meeting] Of Wind and Fire

It had been a few hours since her official coronation ceremony, Kiyori delivering a rousing speech to the crowd of her people, as well as a small group of VIPs from Konoha. Among that group was none other than the Hokage himself, a long time friend of hers; Natsuki Takeo. It had been long since they had been close to equals, the last time she could personally remember such a moment was when they had first sparred. Goodness... That was years ago now. She smiled to herself as the thought went through her mind, reminiscing on those days gone by when she first came to Konoha. She had allowed Takeo and his comrades some time to enjoy the celebrations and partake of some of their local cuisine and beverages.

In the Kazekage's office, a large table had also been set up in much the same way she had been greeted by Takeo when she went with Hito during the man's coronation. While she sat at her own personal desk for now, the table was meant for discussion with Konoha's people, whenever they were ready to enter. She had arranged that Kyoko, her lovely assistant, would guide any from Konoha who wished to meet with her to her office once they were ready. On one side of the large office room was a table of various refreshments and food, including tea, kebabs of rabbit, lamb and chicken meat roasted to perfection, various fruits ranging from simple oranges and apples and bananas to pomegranate and dragon fruit, Kushari pasta, some shawerma sandwiches prepared with lamb and chicken, and of course some desert options including Baklava, Kahk biscuits, Ghorayiba biscuits and of course Om ali, a kind of bread pudding.

She was not going to skip on presenting her culture's wondrous food options to her friends and allies. As soon as they came to her, she would rise to greet them with a smile, still clad in her robes. "I'm so glad you could make it. Please, have a seat." She gestured to Takeo of course, and anyone he felt like bringing along with him.

The Hokage had feasted well on the various dishes offered to their group during the celebrations. The man loved his food and was especially fond of the foreign spices and flavors. They were not that uncommon to him, having spoken to Kiyori in length over the years about her countries cuisine and ensuring he tried many of the imported spices and foods Konoha recieved due to their booming trade with Sunagakure. And yet to taste the perfection in which the sauces and dry rubs were prepared by proper chefs of Suna was something else entirely. It was incredible to think that this was his first time visiting the hidden sand village. Surely once their teleportation system was properly established he would visit frequently and at the very least he could rely on Fanho and Zao until then.

Wearing his own robes, white and red with a similarly colored hat with the Kanji for 'Fire' written on the front the man woud enter Kiyori's office. The smell of further food tempted him though he was still rather full, instead he would simply pour himself a cup of Tea and gather a small plate full of Pomegranite and Dragon fruit before making his way to the woman's desk, setting them down as he spoke. "Of course. I wouldn't miss this for anything. I can't think of a better person to become Kazekage. I knew this day would come eventually, you've always had it in you; that same strength and compassion that will spill out into the world and enrich the lives of others" he stated warmly, proud of his friends accomplishment. Reaching out a hand while they both stood he would shake her hand firmly, "Congratulations Kazekage Kiyori-Sama" he said, smiling as his deep cobalt eyes shone with admiration.

Kiyori has assumed that it would only be Takeo showing up this time, at least for the time being. She greeted the Hokage with a warm smile, and proceeded to gesture to the food as he took the opportunity to look it over himself. "Please, help yourself Takeo. The meats were raised and prepared by our own peoples, while the spices, vegetables and fruits were grown throughout our many greenhouses, all managed primarily by the Naegi family. Much of our prosperity is attributed to them, their gift with plants has become a heavily relied upon resource." Kiyori watched the man grab his fruit, while she herself retrieved a single fuji apple, setting the sweet fruit at her place at the table.

She would gesture for Takeo to take a seat to her left, so that they might be closer when they spoke. But first, the man felt inclined to praise her, a blush forming as he showed his pride and extended his hand for a shake; a gesture between equals. Kiyori would take the man's hand, shaking it with strength and authority... and a moment later she would pull herself towards him, gripping him in a hug. "Takeo please, when have I ever struck you as the type to be content with a simple shake? Titles aside, we're still friends! she eventually released him with a laugh, her glowing presence warming up the room with joy. "But thank you, Hokage-sama. It means the world coming from you."

Kiyori would take her seat finally, swiveling her chair to better face Takeo while she rested her arms on the table in front of her. "Now then, my time as Kazekage has already proven to be eventful it seems. On top of the Hokage and his entourage showing up in Suna for the first time in centuries, our long time allies have returned to Suna as well; the Shuudoushi clan. My understanding is they've been on a spiritual pilgrimage for the past year or two, and have finally returned. However, they're still being processed back within the village by my people; we have time to converse." she spoke with a newfound outlook, a sense of authority and leadership never before heard from her, not even as the Scribe's Archivist. She had the weight of the village on her shoulders, and already it was plain in her voice, her posture, and her eyes. "To start with, I wish to apologize on behalf of Sunagakure for our failure to work on the Jikukan transportation system alongside Konoha. Lord Hito... well, he became unfit to lead, to cut things short. But I assure you, as a witness to that conversation between you and Hito, I have every intention to continue that project, and many more. Is there anything in particular you'd like to address while we have the time, Lord Hokage?"

With near perfect timing, just as Kiyori had been motioning for the Hokage to sit; Gene(dressed in outfit #2) strolled into the room holding two plates full of Sunagakure's specially cooked meals for this undoubtedly momentous occasion. Upon seeing the newly recognized Kazekage--a woman who had been without a doubt one of the strongest Kunoichi's of the era, Gene smiled and bowed politely.

Seated two seats down--from Takeo's right, Gene considered the gravity of this occasion and proposed a mind vexing question to himself. So this is Lady Kiyori...Kazekage of the entire Sand village. The only known ninja to have gone up against the Mizukage, a growing problem to Fire country's border securtity. Will the Hokage really be okay with relinquishing a long standing component of Konohagekure's survival, a critical ninjutsu super power of which the times of battle had turned many times, away to someone who could one day down the line--at the subtlest blow of the wind, turn foe with a ferocity backed by Allah himself.

Like any dedicated Shinobi of the village Gene backed the Hokage in his decisions though remained Impartial in that he too would consider the wellbeing of Konoha within the interests and policies of the council. This alliance was shaky at best and in potentially varnishing security further by creating a portal leading in and out of the village certainly raised a few eyebrow raises but Gene figured the Hokage had a reason and thus, went went it.

However, he would not have been the village's youngest ANBU commander if it were not for an instinct for preparation and problem solving. The reason why Gene had delibereately sat a few seats down from Takeo but a respectable distance from the head of the table was to not arose a reaction. The person before them after all, was not Gene Mitsurugi ---but a chakra construct made of Katon; if and when the gathering began eating their respective meals, the clone would feign away and find creative but very selective options of not having to do the same. All the while he would spectate in the shadows, observing the event with a Dragon's eye.

Granted, it was not that he suspected the Kazekage WOULD try anything--nor did he harbor any such personal resentments against the woman, her people or what they stood for, for that matter. Gene simply thought about the best interests of his people, his village and his nation to conclude logically, it would have been a heavy blow to Konoha's infrastructure should the Hokage ingest a meal ripe with poison and succumb to an early demise. After all, they were Shinobi and when it came right down to it Gene wondered if Takeo had been allowing whatever friendship he had with the woman interfere with a critical reality point in their lives. Naturally, in the event of such a great omen Gene would be prepared to act accordingly though remained entirely respectful to the group.

For all he knew their lives may well have depended on it.


Glancing absently a few times around the room Gene made it a personal point to note where security had been placed and in the same breath, where security wasn't. One thing he'd noticed to be a recurring problem among those with high stature is that they often forget just how high in stature they've become; for even though to Kiyori and Takeo, this event may have simply been a casual affair, to the rest of the population this was HISTORY in the making. An opportunity to improve upon a vast array of concepts and notions or to veto them outright in the interest or disinterest of both parties. Under no circumstance would the Jounin be caught off guard so easily--

Gene wondered at that exact moment, where the rest of the Sunagakure troupe had gone off to. After all, for an event like this one to suddenly be absent of its Jounin and Chunin body was a bit strange to say the least. Still, there would be plenty of time to answer that little question later. For now, Gene focused only on what he could for his people which was to silently observe these proceedings as a welcomed dignitary.

Though...his left arm never abandoned its right and inconspicuous post along the large scroll resting horizontally across his back; containing the infamous Great sword bestowed upon him through one man's treachery, Oath Breaker. While relations with the Sand villager had been smoother than those of other nations, Gene wasn't one to drop his guard so easily. After all, his Hokage was exposed right now.

The man clad in white and red robes noted Gene’s entrance, feeling grateful for his presence. The youthful shinobi was his top operative after all, he trusted him above all others to maintain vigilant security protocols but moreover he was optimistic that Gene would be able to gain something from this meeting. Understanding political conditions was important for an operative and one of the villages top security forces. Back in his day as ANBU commander Takeo never had the luxury of being able to attend such meetings for they simply didn’t occur at the same scale and frequency that had become normal now in his current reign. He had always figured politics would be tiresome but in reality, meeting other Kage and forming deals was exhilarating, certainly when those individuals were people that he could consider friends despite remaining acutely aware of the immense power they held. From his own evaluation Takeo was the weakest of the five Kage in terms of overall combat ability, in order to make up for this he forged powerful friendships both within the leaf village and among other shinobi nations, carefully navigating his positions in order to protect his homeland to the best of his ability.

The Hokage took a moment to appreciate the firm handshake between two Kage. This was the 3rd Kazekage he had met with now, a profound realization though one less indicative of many years served and more a reflection of the quickly shifting sands of Sunagakure’s leadership. Nonetheless he had maintained an amiable and ambitious alliance with each of the leaders, even while forming closer ties to the notoriously elusive Raikage. The firm handshake passed, and the man smiled warmly as he embraced his dear friend in a welcome hug. He truly loved Kiyori, they had been friends for years now, considered an aunt by his children and also a close friend of his wife. She was someone that he trusted entirely, to him she was family and he couldn’t be happier to work alongside her as representatives of their two powerful villages. “Of course, I’ll never turn down a hug from you” he admitted, squeezing her firmly. She was lithe and a little taller than him but well toned and stronger than she looked. Nonetheless with own colossal strength and immaculately defined muscles he could shatter the bones of nearly anyone should he actually put in the effort. Close quarters were his preference after all despite being very well versed in a wide variety of ninjutsu styles.

Sitting next to her, Takeo considered her statement. It hadn’t quite hit him yet that he had been the first foreign Kage to set foot in Sunagakure in over a hundred years and the same could be said of the Konoha shinobi that had accompanied him with perhaps one or two exceptions. “That’s right, hard to believe this is my first time here after all the times you’ve visited Konoha. Truly a beautiful and wonderous village.” He smiled as she spoke of one of Sunagakure’s clans returning. “Already you’re a shining light uniting your people” he commented. He wasn’t particularly familiar with the Shuudoushi clan though from what he recalled they were largely diplomatic by nature, excellent advisers and peacemakers. Their return couldn’t have came at a better time and certainly Kiyori’s example was one they believed in, contributing to their early return.

Takeo was prepared to get down to business, appreciating the topic of the teleportation system. It was the project he had been the most invested in of the plans that had been discussed with Hito several years prior. Plans had been developed, protocols discussed, tests conducted, and resources evaluated. But with Sueatsu’s interim position there had been some further consideration before the final green light was given. “I understand, leadership in Sunagakure over the last few years has been rather tumultuous. I’m relieved that we’ll be able to get that project moving again.” He stated. “In the spirit of increased cooperation, I’d like to encourage more joint missions whenever possible, enhancing the ability of our shinobi to work alongside each other and further develop trust. Of course there will be some shared protection details of our teleportation systems but I’d like to see further transparency in sharing details of missing ninja or security threats to our nations so that we may work together to eliminate potential problems before they can mount against us. Of course, consideration into one another’s own directives for how to handle our respective rogue shinobi or other threats will always be prioritized.” He clarified, knowing that naturally, each village would have their own prerogative on whether an individual should be captured/interrogated, eliminated or reformed/otherwise used to one's advantage.

The newly ascended Kazekage would make sure to extend a greeting to the leaf shinobi as he entered the room, plates of food in hand as he took a seat at the meeting table just a few seats down from the Hokage. A laugh escaped from her as he sat with his food, he had certainly taken kindly to her village's hospitality. "Well well, I like a man who isn't afraid to accept the good will of an ally. Please, eat to your heart's content, the both of you! Consider it Sunagakure's gift to you, just another sign of our deepening alliance." Kiyori would make a loud 'clap' with her hands, and a moment later a civilian would enter from the side of the room with a freshly brewed pot of tea and several cups on a tray.

"Here in Sunagakure, the indulgence of alcohol is a very rare luxury. Only once a week every year do we allow our populace to engage in it's consumption, during a time of the year we refer to as the 'Golden Week'. It starts slow, with a reflection of our past as we tend to shrines and release lanterns to the sky, carrying our prayers to our loved ones at dusk. However, the end of the week is filled with merriment and a positive outlook towards the future, and during that time we import alcohol for the occasion. So, while I cannot offer alcohol for a toast, I would still ask that you both join me." Kiyori's long winded explanation finished, she took the cup that had been prepared for her, and the other shinobi would have been served cups of fine tea as well, before the woman serving the tea made her way from the room again without a word.

"Now then... To the future. May it grace both the leaves and the sands in equal measure, and may our peoples grow so close that we forget a time when we were not such great comrades." She would then raise the small cup and partake of the tea first, a show of faith that the tea was safe to drink. After all, she knew a bodyguard when she saw one; This newcomer was alert and attentive, and she had little doubt that he would be ready to act at a moment's notice if things went sour. But of course they wouldn't, Takeo was her dear friend. She could never think to hurt him in such a way, not even if the situation called for it. "Sorry, I didn't mean to get caught up in ceremony. I guess the moment just took of by itself! But thank you Takeo, for your compliment both to my village and to myself. I'm overjoyed to be able to finally share the beauty of my village with the leaf."

She cleared her throat once, then placed the cup back on the table before turning to Takeo again with a more serious face. "I agree wholeheartedly that our shinobi could only benefit from working together to bring our missing ninja enemies to heel. A ninja from Konoha would hardly expect a Suna ninja to come for them, and thus their knowledge of our methods and skills would be lackluster at best and nonexistent at worst. Of course, the same applies in the reverse. I would love nothing more then to have Konoha's aid in tracking down some of our more dangerous enemies. In truth, I would only ask that a high ranking member of our military, Jounin at least, would be present during these joint ops, and that they be given the lead in planning out how to best deal with the threat. At least then, if Suna is unhappy with the outcome, we have only our people to blame for it. And this would of course go both ways, I would request that you and your people ensure the presence of a high ranking Konohagakure shinobi to take the helm of any hunts related to Konoha missing ninja, so that our people would be free of blame should the wrong call be made. I find it easier to deal with failure when I can't blame a friend or comrade for it. It's still bitter, but it doesn't cause strain on the relationship."

It was clear this was something Kiyori had given thought to, or at least it was a topic she was well researched on. In truth, there were few topics she wasn't well researched on at this point... Still, she had sound reasoning, and was happy to go forward with the plan if the Hokage was willing to accept her proposal, or come to a compromise in some way. "Now, there is the matter of linking our people up for these operations of course. The teleportation system will serve well in that regard, but before that we should designate outposts on the borders of our countries as safe areas to meet up and brief on the mission at hand." She had yet to address the young shinobi down the way from Takeo, but she felt it was unfair to leave him out. Sure, it was ultimately Takeo's say, but as she had once told Nikuya; I find that addressing those lower down the totem pole as equals is important for building confidence. "What do you think of all this, friend? After all, you sit at the council table alongside two kage; surely you have some input to give regarding these talks? It's okay if you don't, but I feel it's important to ask for opinions whenever I can, especially since you may find yourself subject to decisions made here today."

Gene had to hand it to this woman, Kiyori. She'd earned the Hokage's trust and seemed to have brushed up against the right shoulders among some higher circles of Konoha making it possible for these kinds of - - political flexes, to take place. Unaware of the true extent at which his superior placed favor within this Wind Country & Sunagakure native, Gene drew only upon the written reports that were given by Konoha Shinobi about her in the past. What he'd read didn't exactly make Gene jump for joy; apparently, in some freak accident the current Kazekage had managed to stumble upon an interesting ability to control and manipulate the forces of light. While the more sensitive details were omitted out of this particular report, Gene had read that the Hokage sanctioned allowing Kiyori to maintain that power despite its origins tracing back to Konoha.

It was that decision that bothered Gene the most. For what reason was there to relinquish valuable Clan secrets to a nation who's own history was questionable at best? When the lost scrolls of the Hyuuga clan had yet to be returned or its thieves caught and brought to justice? With so many loose ends left to be tied and so few to do the tying Gene wondered if for the first time since his knowing of the bearded Warrior, if the man had been losing his instincts - aged by fatherhood and one too many political power gambits. To say that Gene was not a fan of the way things seemed to be going would have been an understatement and yet, he was both fiercely loyal to Konoha and its inhabitants & a keen tactician in his own right. Even if he did not agree with his Hokage's current agenda, what ever that might have been; neither would he speak out publicly and risk staining both the man's honor and integrity as a nation leader nor would he grant prying eyes and ears the glory of having spotted a turbulent sea within him.

Raised as a weapon and trained as one, Gene's expression throughout the passing of dialogue between both Kage remained impassive and the wheels in his mind turning until Kiyori's tone struck him like a needle, drawing his attention toward her. She wants to get an insight into my mind, find where the pieces fit...or don't. Gene knew that by referring to him as 'friend' Kiyori might have been attempting to weaken his mental fortitude; evoking some sense of comfort and familiarity in order to make negotiations easier, as well as dive into the heart of a potential adversary. This was a tactic that certainly would have been given purchase when dealing with one such as Fanho or perhaps even Nikuya who's general personality types catered best to those whom were perceived friends or "allies" but to the masked Shinobi before her, there was only one true ally.

On the other hand there was one thing that both had spoken up on that Gene did agree with. There needed to be more joint missions between the two villages but not for the sake that the two had in mind. After all, Gene was of the mentality: Keep your friends close, but your enemies even closer. The bottom line was that Sunagakure now possessed something that could one day make them a threat to Konoha's wellbeing; if Takeo had been serious about going through with the transportation system between the two villages then Gene stood to reason that Kiyori ought to have offered up one of her village's own sacred jutsu scrolls as a show of good faith. However, because his role was to protect and serve Konoha under the direct order of the Hokage to the Hidden Leaf, such a suggestion was neither at his discretion or wise to blurt out without heavy consideration.

In fact Gene had pondered the concepts mentioned so heavily with what he'd already come to know that he'd even begun to see many potential alternatives to the proposition. Having Sunagakure Shinobi stalking around Konoha's borders might unsettle some of the longstanding natives to the land but it would undoubtedly reduce the amount of crime taking place and possibly stop missing - ninja traffic altogether. Now, the matter of how to best deal with these fugitives was another matter entirely as the bodies of ninja carried important secrets that lost or stolen, could come back around to haunt that village. Frankly, it was a sensitive point that forced Kiyori's current skillset into the front of Gene's mind which naturally would be a problem for other, less than diplomatic characters. If word somehow got out about her abilities then the very integrity of Konoha could have been at steak. Could the administration handle such a serious blow so soon?

Finally, after a moment to consider Gene looked over to Takeo and then asked with a plain expression: "Well? What do you think?" Obviously he couldn't go into any sort of specifics but assuming that the man had been fully invested in the conversation it shouldn't have been hard to form a response. How did the Hokage feel about foreign ninja perusing his border, traveling to and from places within his domain as they so chose and handling the ninja born of his village as they so pleased? That would decide the rest. Ironically enough, it wouldn't don on Gene until after this event that he'd abstained from addressing the Kazekage with any form of honorific - an honest blunder as Gene's knack for politics even now was well...lacking.

[Kage Meeting] Of Wind and Fire

The Hokage was intimately aware of the various cultural differences between the leaf and the sand. He respected one’s choice in religion and was an advocate of maintaining cultural identity and traditions. Learning another’s ways and respecting them was critical to the growth of his people. He accepted the tea graciously, of course Takeo frequently drank alcohol and was a man who enjoyed the pleasures of life greatly, before he settled down and got married he had been well known for tempting many young women, from noble families to nearly every clan in Konoha and even commoners across Fire Country, growing some tensions from the Hyuuga clan elders in particular with their more pure and traditional mindset. The rowdiness and adrenaline seeking, brawling nature of the Inuzuka clan he had been raised among had seeped deep into his being and even now he often let the thrill of a good fight or a dangerous encounter drive his decisions.

The man’s finely tuned nose was adept at identifying subtle aroma’s and even his ears were sharp enough to hear nearby heartbeats and rate of breathing. These things allowed him to passively pick up on the type of apprehension or hostile intent others might have, allowing him to be more relaxed especially in company he trusted. He was always prepared to pick out oddities though nothing had given him any reason to suspect foul play in any of the food or drink prepared. He would drink and eat, still taking small bites and sips at first and waiting at least a minute before consuming more, such things were deeply ingrained habits from his days as a commander of ANBU and not any sign of distrust or disrespect. “To the future” he repeated, raising the cup and taking a slow sip. His caution was not just for his own safety after all but also for Kiyori’s. He knew there would be those within the sand village that didn’t trust the leaf or Kiyori’s more progressive outlooks. In his mind she was as valuable to the future of his people as he was and he couldn’t allow anything to happen to her.

Takeo listened to Kiyori’s input, as usual her keen mind was well suited to diplomacy, especially pertaining to the minimizing of potential conflict or blame. Contrary to someone like himself who was more task oriented the two seemed to balance each other out well. “I agree, that is a good precaution” he assessed. He nodded at her next suggestion, “There are several suitable locations. It’s always good to have more than one so as to not be predictable. For many years our shinobi have conducted business through the neutral Oasis Country, at least one of the meeting locations can be conducted there.” He pointed out. The bearded warrior genuinely wasn’t sure whether or not Gene would be forthcoming in his opinion when asked by Kiyori. He knew the young operative had a keen strategic mind and often the two had discussed security measures with one another, though publicly he was quite taciturn, always observing and keeping his thoughts to himself. Often even Takeo and his keen attention to body language, micro-expressions, and even the ability to analyze chakra patterns couldn’t read his true thoughts.

On the outside, Kiyori was calm, collected, warm and inviting, nodding and focusing intently on the duo before her while she smiled. Deep inside however, the woman was incredibly curious about the Hokage's tagalong. She was intimately familiar with the wolf of Konoha; she was practically extended family at this point, considered an aunt to the man's children and a great friend to both him and his wife Aina. However, this newcomer was an anomaly, and he wasn't offering much in the way of social interaction thus far. Was that the point? Did he merely wish to observe the interaction between her and Takeo, a witness and nothing more? He hadn't even given her his name yet... While she wasn't one who particularly enjoyed standing on ceremony, she couldn't help but feel a slight bit of disrespect from the mysterious leaf shinobi.

However, she would show none of that on the outside, not yet at least. She would give him more chances to prove her wrong first. Plus, honestly, there was far too much at stake here for her to risk upsetting Takeo over his choice in company without a good reason. She decided instead to move on to Takeo with a nod of affirmation, pleased that he was accepting of her proposal. "Fantastic! This sort of thing always goes smoothly when both parties find they are in agreement. There are of course a number of locations within Wind Country for our shinobi to meet as well, we have outposts along the borders that I would be happy to share the locations of. We have yet to expand beyond our borders however; over a century of isolation has left many of our people content with our lands, and I would not seek to conquer anyone. If we are to gain new territories, I would much rather it be through the stabilization of anarchy and bringing order to lawless lands. I'm sure opportunities will present themselves in the future, and as long as I am Kazekage, Sunagakure will rise to the occasion if it means saving the lives of the innocent and granting them security and improved quality of life."

She was an idealist, that much was certain. What some saw as order and security, others saw as oppression and tyranny. But at the very least, her intentions were never in question; she wanted what she felt was best for everyone, not just the majority. She wanted a perfect world, something that few if any believed could ever be achieved. But then, it was that altruism that attracted so many to her, Takeo included. "There are other matters I wish to discuss of course, Hokage-sama. However, there is an... elephant in the room. One that sorely needs addressed." In an instant, Kiyori's warm glow faded and turned cold. Her smile faded away, revealing an almost sad expression in it's stead. Her body tensed, as if preparing to rip off a band aid or take a needle to the arm. It was clear that she was apprehensive; this was clearly something that she didn't want to talk about, but her sense of duty drove her.

"Takeo... why have you been meeting with Nakajima, Hayate?" The man's name had been a hot topic over the past decade; some believed him responsible for many deaths over in Lightning country. Indeed, reports suggested that he was responsible for the spark that ignited Kumogakure's civil war, and that he played an instrumental role in deciding the victor of that war. Not to mention, he was now the Raikage of not only the village, but the entire country, as Kumogakure had assumed control of the Daimyo's seat and begun teaching chakra to those outside of Kumogakure. To many, this man was an enemy of the shinobi way of life; his progressive approach to education of chakra was seen as an affront to the secrets shinobi had kept secret for over a millennium. To many... Hayate was wanted, dead or alive.

"There are those in my village who take issue with Hayate and his actions over the past few years as Raikage. And our reports suggest that the two of you have met at least once in those years, if not more. I think it goes without saying that I trust you entirely, Takeo-sama, but Hayate... I know nothing of him or his intentions. He is a wild card, and if rumor is to be believed, a dangerous one at that. It isn't my business to question the company you keep Takeo, but as your ally and as your friend, I urge you to tread carefully. I don't want to see you on the wrong end of a raw deal, you mean far too much to me." As Kiyori finished, she would reach across the table, aiming to take one of Takeo's hands into hers as a show of concern. Her face showed nothing but worry, both for her friend and for what this might mean for Sunagakure and Konohagakure's alliance going forward. She didn't believe it was as bad as she had heard, but her position required her to consider the worst case of every scenario. And in this particular case?

The worst case scenario was the end of their alliance with the leaf. She could not let that happen, no matter the cost.

Gene eased back in his chair at a sloths pace, taking his time to settle in while the dining nearby continued. It amazed him that Lord Nanadaime could eat or drink at all. Here they were in the heart of the Zentoyuubou Desert; a region renowned for its reputation of being impassable, among a people who had for years viewed those of the leaf as having an inferior military. It had not been lost to Gene that this meeting took place in the aftermath of a spirit outbreak and by Lord Nanadaime's own admission a change in Sunagakure's leadership.

Perhaps this gathering had been an attempt to show the ninja village's strength and tenacity in overcoming adverse circumstances - a sentiment echoed by the leaf village people who themselves were no stranger to conflict. Or...maybe this meeting had been a telling sign indicative that the great ninja village had finally been starting to lose its hold on its own economy. After all, Fire country and any of the villages within, seldom would want for food, shelter, clothing, jobs and other essentials simply based off what the land itself produced. Wind country on the other hand stood as a collective of deserts who's crop growth potential was significantly lower than that of its neighbor not to mention largely inhabitable. Where the village relied upon an artificial spring beneath for its water, fire country was rich and abundant with rivers, streams, lakes and even an ocean that would serve its people for generations.


In other words, Konoha's political, economical, and geographical strengths could not be ignored so when Kiyori had made the serious mistake of allowing the words conquer to escape her lips in regards to any of the leaf controlled territories, the silver haired jounin's left foot tensed. How presumptuous...as if any territory in the land of fire would be just handed over. Either this woman has her confidence on highly or she's been damaged by too much time in this Kami forsaken desert! A voice both low and rugged sounded off in the youth's mind and for a moment, he'd been surprised that it'd been his own.

In defering to Takeo for input the Katon construct had staved the blow being drawn into the first of Kiyori's intellectual wind storms, emerging on the other side much calmer and more prepared to ask and be asked questions. Moreover, his silence had given him the chance to hear his Kage speak directly which enabled Gene to draw analytical reasoning from a more practical and strategic state of mind.

Lord Juunanadaime isn't approaching this with a narrow minded view. Gene observed, taking in the scent of dry air with a soldier's indifference. Since traveling both to waterfall country and then to fur country, arid climates like that of wind country were not among Gene's favorite. Even with the entirety of the village being sunken for protection, the air was still fowl to the nostrils of a foreigner and while he did his best to show restraint even Gene couldnt help but fan himself every now and again. It was no wonder the women dressed so..so...freely.

Several times before they'd arrived to the place where the now meeting took place did Gene see women alone or in groups clad in the clothing of belly dancers. While most were pleasant, some stole his breath away. Needless to say, the culture and beliefs of this country became apparent after they'd crossed beyond the border via camel and encountered the first of many small villages.

They'd known who the envoy was representing and yet...


several days earlier
The envoy had been only a few hours ride inside the border of wind country headed west north west along a coordinated route that had been graphed by a coalition of Suna's best and Konoha's brightest. There were some...tweaks to better accomadate the seasoned fief leader's most basic and intermediate needs of safety but in large all the men chosen for the journey were shinobi of repute. Because the journey was supposed to be enough route to an allied super power what the group encountered when they'd arrived at small outlier village had been nothing short of surprising.

Few if any of the natives had been willing to cooperate and in the end, the envoy had been forced to wait for an escort despite notice of travel having been sent several weeks in advance. "Some welcoming party," Gene, the only member of the group besides the Hokage who hadn't been wearing an AnBu mask spoke with rising apprehension. One of the Hokage's other guards, a man who seemed wise, spoke up. "When traveling in a foreign territory one is subject to the cultures of that lands people also. Be alert and aware young ninja, we've entered an entirely new domain."

It wouldn't be long after that the group got a chance to see first hand in one of the smaller nameless villages the realities of being led by a zealot. A man had been stoned to death for a crime while people chanted and jeered in the sand roads, all the while a camel carriage and its occupants passed harmlessly by as if to be a floating leaf. For the problems of one daimyo and Kage were neigh the concerns of a body guard detail.



the present The words of Senju Toshiaki played in Gene's mind as constant as the beat of his own heart. This was a different kind of place...a different kind of people. To approach them with the kind of logic derived from centuries of forest dwelling well, it was asking for disaster. Speaking of which...it was time for a test of sorts.

"Uh...hey, so not to interrupt the flow here but is there a bathroom that I can use? Bad time I know but when Nature calls, it's best to answer Before she throws a fit." This would come only moments after Kiyori's question and before Takeo's answer. With any luck the sudden shift in dialogue might have given the bearded warrior the respite necessary to form a good response...because he certainly would need one. Up until just then Gene had been largely unaware of any meeting between the two world leaders and hated the fact that such information was sprang up on him at the last minute. Only, had he thoroughly vetted the lastest and final report from the organizations previous commander like he had intended to do before being assigned a genin team, he would have been up to date.

Moreover, he'd hoped that Takeo had the presence of mind to recognize that at that exact moment, Kiyori had unintentionally exposed one of her hands. Now, there could be no denying that there were sand ninja scouting about in fire country but to what extent did that go?

Presuming that someone would give him directions (if and when they did) the construct would leave the room where its chakra then was removed from it in a relatively small scale detonation that the Jounin would explain away simply as "bad gas." Since officially, he'd never actually left the room and just needed a reason to get the clone out and himself back in, Gene would simply approach the group as though he'd found another way in later.

Gene was no stranger to strange behavior after all. Where Kiyori applied pressure with her words and cunning and passion, Gene's musings and lackadaisical body language made him odd if not down right unsettling to be around and if she could be distracted then so be it. More importantly and perhaps the mosg unsettling thing of all was that despite his docile and taciturn nature, Gene had just blatantly revealed to the Kazekage that she had been sitting with one man and a clone up until that point. This was her home turf, her village.

Naturally, Gene imagined that upon realizing just that alone Kiyori may have been inclined to take him more serious as a ninja. Taking his seat, the young operative continued to listen as a silent observer to the events taking place. ...Why do I feel like this could take a while? Gene thought absently, may as well get comfortable.

Takeo nodded slowly, satisfied by the mutual trust in Sunagakure revealing some of their outposts as staging grounds for joint operations. Greater collaboration would be necessary in the coming years, they had to unify and present a strong front to discourage war. This was about protecting the people of Fire country from those who might see his choice to liberate Whirlpool country as a land grab to expand territory and military influence. Of course creating a greater buffer and early detection from any possible movements from Kumogakure forces were also part of his strategy, that and drawing in trade and new revenue options into the revitalised country as well as displaying good will toward any suffering minor country residents who may want a fresh start in a land that would treat them well. It was safer to provide Whirlpool country for immigration rather than risk security threats or have to go through the Fire country Daimyo for large scale policy changes in his homeland. Whirlpool country was under more or less direct control of Konoha forces until they could become self sufficient in a few years time.

Kiyori made a subtle reference to Takeo’s initiatives in Whirlpool and the wolf smirked knowingly. He hadn’t expected her to be so sly in her suggestions though he supposed it made sense given her more passive and intelligent nature. He was already beginning to see signs that he would have to take her seriously as a political leader and make a separation between their friendship and business arrangements. “Of course, I have no intention of giving any cause for war. I wish only to improve the quality of life for those who live outside of shinobi villages, we owe that much to the world. I encourage your people to assist in our efforts to restore Whirlpool country as a trading hub not unlike Oasis country but more than that as a land of new beginnings for refugees fleeing from countries of unfavorable conditions. Under our protection I wish to create a thriving country that can live in harmony with the support of shinobi nations, to show the citizens of minor countries our good will.” He explained, eyes warm and voice passionate as he shared some of his ambition with Kiyori. Takeo had made incredible strides in securing Fire country, driving out bandits and slavers on a scale that hadn’t been seen in generations through relentless assaults. He too had fought personally to drive out organized crime from Whirlpool country over the last few years. Now he hoped all that slaughter would reap a reward, that others could benefit from his heavy-handed ways, that they wouldn’t have to suffer. That was the kind of leader he was. He wished to always put himself in the frontlines, get his hands dirty so that others wouldn’t have to.

Takeo’s eyes seemed almost guarded as Kiyori spoke of other matters. The man had taken much more strongly to politics than he could have ever anticipated. Being able to make an impact on the world, meeting with others, and discussing plans while also being able to enforce his policies personally. It was an incredible feeling of power and self-actualization, he was a figure he never would have aspired to be if it were not for his friends encouraging him to make his mark, to lead. And yet he had to remain guarded in such matters, there was more at stake than friendships, his position was bigger than that and it took on a life of its own. His duty was to the people of Fire country but more than that it was to Konoha, the way of the shinobi that he had been exposed to all his life. A time may come where he would have to put aside personal feelings for the sake of his village. Fortunately, he was prepared to speak with the new Kazekage about any matter that may concern her. As always Takeo was a master of adapting, his strategic mind was always working the angles, but one man could never account for everything. That was why he valued the insight of others such as Gene and Fanho, balancing the mind of an elite operative with that of an ambitious prospective leader. In a way they seemed two sides of the same coin that Takeo was and he had to find that fine balance and always allow for criticism to keep him grounded in his decision making.

The Hokage showed no sign of surprise as Kiyori spoke of his secret meeting with the Raikage. At the time the only ones present were the previous commander of ANBU, Yosuke as well as the Bannin Aizawa Yoru. However, that had occurred over 2 years ago and he had in fact been in contact with Hayate several times since. He had even authorized another Bannin, Awai Fanho to travel to Kumogakure to touch in with the man and ensure relations were still progressing. Even as the two spoke construction of the railroad through Lightning country, forest country and into Whirlpool country was underway as it had been for many months. It was therefore not entirely unexpected that she would have some knowledge of some kind of collaboration, even if she didn’t know specific details. There too was a much more direct possible link and one that could in fact lead to much darker secrets though that was not something he would be forthcoming about if Hito hadn’t already told her of a separate peculiar meeting.

Gene excused himself and Takeo naturally saw through the thinly veiled stalling tactic. He too was aware of course that this Gene was only a clone, he could smell the difference in the scent between the fire elemental and the smaller details of a person such as the scent of recently eaten food on their breath or subtle signs of sweat and body odour that an elemental clone struggled to replicate. The man had been raised among Inuzuka after all, he had been called a hound and now a wolf for good reason. He had been prepared for a deeper threat though Kiyori had been sure to soften her words and reach out to his hand. Takeo was well known for his weaknesses when it came to women, even before becoming Hokage there had been a number of women that had attempted to kill him through seduction and often he enjoyed their efforts, only killing them after they attacked him even when he had read their intentions much earlier. He had even slept with a rogue shinobi made entirely of lava and still had a few burn scars to prove it. However, despite his attraction he knew feelings from Kiyori were platonic.

His rough, powerful hand squeezed Kiyori’s firmly but not enough to cause pain. His physical prowess was beyond what most could comprehend, he could create bursts of wind and change landscapes with a single kick or punch and crush steel or stone alike with ease, but he also had remarkable control of his strength.
His piercing blue eyes and rugged face remained guarded, softening only slightly. “Kiyori, I trust you wouldn’t send spies into Fire country, even as an ally that would be a dangerously bold action to take, you need only ask me directly of any concerns as you have done now.” Of course, he knew that she had only become Kazekage, likely it would have been Suaetsu who might be warier, and he had said as much to him personally. “Nonetheless, I have spoken of this issue with both Hito and Sueatsu and I am happy to disclose my intentions with you as well. Hayate shares our interest in improving the quality of life of average citizens, not just in our countries but in other lands as well. There have been many rumors of his actions, many of them false. Please don’t take me lightly, I remain wary of any signs of betrayal or change in policy but as of now Lightning country has only opened new academies and provided chakra tools to their citizens, contrary to belief they are not teaching chakra manipulation to anyone who isn’t enrolled in their academies. Imagine the quality of life improvements for citizens to have better infrastructure, able to enjoy Fuuinjutsu powered electricity, increased mobility and greater access to assistance from shinobi including medical centers throughout the country. This is why we are building a railway, to help average people travel and encourage economic growth, connecting the world in peace and unity. As I had discussed with Hito this would extend to increasing resources for literacy for the common citizen so that they may learn of other cultures, world history, new technologies. Of course, as shinobi we must still guard the secrets of jutsu in order to maintain balance over the world but that doesn’t mean we have to neglect others completely and enjoy entirely separate standards of living. That will only fuel hatred and contempt towards us, giving rogue shinobi a greater platform to turn minor countries against us. We must not use our power to suppress minor nations through fear but rather grow together toward a new world” he explained passionately. If anyone were to understand his and Hayate’s shared vision he hoped it would be Kiyori.
