“Gentlemen,” Naohiro pushed the clipped pages of a report back on to the low table and leaned back in his chair, entwining the fingers of his hands together as he gazed around, one by one, at the semicircle of men sat before him. Sweat beaded on many brows, and more than a couple swallowed nervously under his scrutiny. They waited for his judgement like condemned men before a block. He let the silence stretch for a moment before breaking it with a smile. “You have achieved a great and noble work here. You have exceeded expectations. My companions, I’m sure, will be just as pleased as I.” A chorus of exhalations answered him, and a few smiles even broke through the tension, though none were aimed at the Aisu. One man, a senior figure in city planning, clapped the head engineer of the project on his shoulder, though his hand still shook and his grip remained a little too long, and too tight, for true relief.

“This is a commendation!” Naohiro reassured them, and reaching beneath the table, pulled out tray of small glasses and a sealed bottle of crystal clear liquor. “Please, rest assured your contract is fulfilled and payment will be made in full, along with a substantial bonus to each of you and your families. Kirigakure thanks you for your service.” This time his sincerity reached them, and two of the senior craftsmen took the initiative to begin clapping. The tension broke suddenly, like a spell ended, and soon they all joined in and were smiling openly while Naohiro poured glasses of liquor and sat one before each man. Finally, he sat the bottle down in the middle of the table, stood, and raised his own glass high.

“To your dedication and skill. To the Division, and to Kirigakure.” He spoke the words calmly, but all caught on and joined in with vigour, raising their own glasses and cheering.

“Kirigakure and endless sea!”

Giddiness had quickly replaced their anxiety, relief mixing with adrenaline and spreading like a contagion from face to grinning face. Naohiro joined their laughter, then continued. “Now, enjoy yourselves! You’ve earned it!” He set his untouched glass down and clapped his hands. Immediately a set of double doors on one side of the small room burst open to admit a flood of jovial attendants. Musicians, already mid-strum and mid-verse as they sashayed in, flanked by dancers half-clad in an array of exotic colours. Servants, each prettier than the last in sheer white gowns, streamed in bearing platters of drinks and food enough to satiate a score of exacting kings. Soon the room was a bustling sea of laughter and vice, all worries forgotten beneath a blanket of wine, food, and all manner of entertainments. Naohiro stood to one side, grinning as one of the scientists among the initial group of men tangled his own legs and tripped—probably drunk already—while staring at a passing dancer and crashed headlong into a trolley of desserts to a clamour of cheers and applause from the rest of the room. In the chaos, he quietly slipped out the opposite door.

The door clicked behind him and suddenly the mirth vanished from his face, replaced with practised emptiness. He let his mind sink into his Heart of Ice, a technique which had once troubled and tested him, but which had since become second nature. A necessity for a man like him. A tool like him. The office room, containing the many partying architects and engineers, was the last vestige of comfort in this building; ahead lay only stark corridors and utilitarian chambers, each deeper and more foreboding than the last. A single corridor ran straight ahead of him, white-walled and surgically clean, interrupted only by blank-faced doors and overhead lamps powered by compact and hidden fuuinjutsu to emit cold white light. Even the sounds of the wild party vanished with the closing door, and he began striding purposefully down the hall.

The facility was a maze, easy to enter and confounding to exit, but Naohiro was its master. Many turns, staircases, halls, and chambers later he stood before a very different room than the first, this one hidden far deeper in the most secure bowels of the installation. Several miles beneath Kirigakure now, the chamber and the halls beyond were part of a submerged complex resting on the lakebed beneath the hidden village. With thick reinforced walls, labyrinthine layout, and the crushing pressure of the depths beyond, the facility was designed to not only be impregnable to common men, but beyond the capacity of even skilled ninja to reach, much less escape.
Despite all this, the first chamber - a great, vaulted room with an entrance via a raised - was filled with many more people even than in the office above. Workmen and labourers leaned against tall stone columns and lounged on the neatly tiled floor. Slaves and servants still scurried between, taking orders and polishing reflective mirrors and white marble panels along the walls. All in all, close to a thousand bodies filled the room: the assembled workforce, to a man, of the Head Hunter Division’s latest construction project. All waiting for his pleasure. He smiled, preparing to grant it, and closed his hands around the hilts of two razor-sharp kunai.

He emerged from the chamber a half hour later, his footsteps trailing a slick red. His breathing was slightly quickened, and one of the peasants had matted blood into his hair. Many of them, probably; he’d whirled among them as expertly as a courtesan in a Daimyo’s ballroom, dispensing death with every step. It was a pity to spend such resources, but such was the price of security. All of them, to a man, would have been proud to die for the glory of Kirigakure. Naohiro had been their deliverance. Cold, calm, and careful. Not a soul remained who was not a sworn member of the Division.

He paused briefly outside the doors, blood tap-tap-tapping in a steady rolling drumbeat from his clothes, face, and hair, just long enough to perform a set of hand seals. Blood flicked across the walls from the blurred motion of his fingers. A small spout of water, just as high as himself, burst from around the soles of his feet and surged upwards, engulfing him in a powerful cleansing jet. He let it rinse him for a moment, then with a flick of a hand sent the now-thoroughly-pink wave washing back into and through the doors behind him. Then he began walking, repeating the technique with one of cool fuuton to dry himself as he went. His placid mask almost faltered, for the barest fraction of a second, when he pulled a fine bonework comb from a pocket and began smoothing out and retying his hair.

By the time he arrived at his next destination, a few levels deeper still, he looked as pristine as he had first thing that morning. Down here the complex encompassed many smaller chambers, each a dedicated holding cell suited for the best and worst souls the world could muster. Each cell contained a small black obelisk embedded into one wall, but was otherwise bare and featureless. No lights shone overhead, and with the door closed, the angular walls created a void of perfect silence. So absolute was the quiet that a pin drop inside sounded like the ringing of a gong, and so dark that there was no way to orient oneself. The psychological effect, he was told, was quite dramatic, but there would soon be a second practicality to it, too. Naohiro began this labour first, delicately carving lines upon lines of fuuinjutsu into the exterior and interior walls of each cell in the depths of the containment complex, then tweaking and readying many mechanical circuits and traps which enhanced the overall effectiveness of the facility.

Each chamber was actually disconnected from the rest of the building around it, though its walls appeared seamless and its doorway matched exactly to the corridor beyond. The cells both hung, on a series of super-reinforced cables and cranes, and perched upon a delicate array of pressure plates tared with incredible accuracy. This created a two-factor system of weight detection in each cell, and the vacuum-isolated nature of the cell’s double-wall construction also meant that no sound penetrated between the cells and the rest of the facility. Sounds within the cells however, enhanced as they were from the building of the internal walls, reverberated through the first layer of walls to where a he inlaid a web of fuuinjutsu set to detect both noise and vibration within. Inside the cells he set yet more methods to detect occupants; fuuinjutsu here to detect visually, sensing light, motion, and heat, and there, behind small porous surfaces along the edges and corners of the room, some inlaid to detect scent. On dull metallic bars holding plates running along the walls he inscribed fuuinjutsu designed to detect any and all sources of chakra.

But that wasn’t all. After a break to recover from the tasks, he went to work again and added a second matrix of seals between and around the first, enhancing the terror of each cell, each more insidious than those before. Instead of detection methods, this set acted to target and remove the senses of those within. Some caused total blindness or removed ones sense of smell and taste, others stripped away sensory energy so that chakra simply couldn’t be felt. Others were worse, removing not only hearing, but the ability to feel vibrations at all, eliciting total numbness. Another set of seals wrapping around the chambers, of which he was particularly proud, caused those inside to lose all sense of balance and orientation, making it feel like the subject was constantly falling and spinning—and likely suffering all the related nausea and confusion. Each cell would therefore become a complete sensory blackspot.

The overall effect was simple and absolute: No thing and no person, invited or uninvited, large or small, could exist within a Head Hunter Division holding cell without activating one or many of the fuuinjutsu wards he was setting. And all of those wards were in turn just a trigger for the last set of trap techniques. Across floors, ceilings and walls within each chamber he began inscribing seals built to launch waves of reinforced binding chains with enough precision to strike a mote of dust from the air, and enough speed to capture lightning. There were multiple sets of these, each aimed to encompass the entire area within each cell, ensuring that anyone caught would be wholly wrapped in numerous binding techniques and held indefinitely in place, limbs pinned and unable to move so much as an inch. Each chain could thereafter be electrified, ignited, or detonated into shrapnel by external fuuinjutsu arrays outside the chambers. Some cells contained alternative techniques aimed at targeting spiritual and exotic chakra types, too, for cases when the HHD obtained “special guests”.
And lastly, on and around the exit door from the chamber but aimed inwards, he inscribed a series of deadly homing charge ninjutsu designed to detonate and scour all life from inside the cell in the event of an escape attempt, or upon activation by someone outside.

All in all, the work took Naohiro several long days. Each technique was tremendously draining, even for him, and had to be repeated numerous times to ensure every cell was covered with multiple of each technique and all worked in unison. He added manual triggers and overrides for some techniques, tuned to only work with authenticated Captains of the Division such as he, and worked until exhaustion forced him to stop lest he grow careless and make fatal mistakes. Then he rested, slept, ate, and began anew until the works were done. By the end of the third day, he thought he had some idea of what it would feel like to be truly trapped in one of these cells, wholly isolated and powerless to the whims of the Division. Perfect. Finally, he completed each cell by engraving the anchor seal of the HHD’s Black Network teleportation route into the obelisks within each cell, making sure that the Crypolect used was as complicated and mind-bending as possible. Then, locking each chamber and activating each set of wards in careful turn, he turned away and took his leave.

He walked briskly back the way he’d come, face impassive, all the way back to the entrance to the outpost, pausing only briefly to add a quicker final fuuinjutsu seal in a safe office space much nearer the surface of the outpost, tuned to his own HHD operator seal. Then he was off again, backtracking to the beginning of the installation. His stride did not falter as he passed the red-washed chamber, slowly being scrubbed by Division initiates. Nor as he stepped over the pile of blue-faced, open-mouthed corpses in the first office. Nor when he unlocked its nail-scored doors to the exit.

Containment Site Eta, submerged deep beneath Kirigakure, was now truly secure.

This augmentation turns the connected surface(s) or seal(s) into a waiting ‘Kai’ trigger, which automatically activates any connected Fuuinjutsu techniques when this technique detects a valid target. This technique uses a combination of Hyouton and Sensory chakra to monitor the temperatures and chakra signatures present within the enclosed area, up to 60 x 60 x 60 metres in size. The technique maintains the area at a precise sub-zero temperature. Any sources of heat over 0°C, or any sources of chakra within the area will be immediately detected by this technique.

After writing out the encrypted sealing formula the user focuses and channels a large amount of chakra into the array to prepare it. When activated, the formula will flare to life and imbue the target object or area with a reinforcement strength equal to [control]. This reinforcement is permanent so long as the fuuinjutsu remains intact. Furthermore, all physical surfaces enclosed by or inside the fuuinjutsu area will shimmer with a glowing blue light, and will reflect back up to [Control] damage dealt to them. Once this reflection property is triggered or overcome it ceases to function, however the reinforcement strength remains until the whole technique is ended.

After writing out the encrypted sealing formula the user focuses and channels a large amount of chakra into the array to charge it. When activated, an 80x80x80 meter web of super-hardened chains erupt from the seal and fire outwards with 50 speed. The chains reach out and attempt to seize the nearest target, wrapping around them and binding their head, torso, and limbs at 50 strength, securing them and pulling them taut in all directions to the nearest hard surface(s) until they are spread-eagled, typically suspended in mid-air, and unable to move. The chains are lined with razor-edged barbs and hooks designed to pierce, slice, and grip into flesh or other materials. In addition to restraining, the chains actively paralyse anything they bind, constantly running a current through the target’s motor system to prevent conscious movement and maintain full-body paralysis, excluding subconscious processes such as breathing. Once created, these chains remain until broken or the fuuinjutsu is destroyed.

When activated, a 100x100x100 meter web of glowing ethereal chains erupt from the seal and fire outwards with 50 speed. The chains reach out and attempt to seize the nearest target, wrapping around them and binding their head, torso, and limbs at 50 strength, securing them and pulling them taut in all directions to the nearest hard surface(s) until they are spread-eagled, typically suspended in mid-air, and unable to move. The chains are formed of tenkujutsu chakra, able to connect with and restrain spiritual entities, and actively drain the power of anything they bind, in the form of a static -15 to [Mastery], or to [Control] if the target lacks a specialist stat. The chains reach out and attempt to seize the nearest target, wrapping around them and binding their head, torso, and limbs at 50 strength, securing them and pulling them taut in all directions to the nearest hard surface(s) until they are spread-eagled, typically suspended in mid-air, and unable to move. The chains are formed of hardened ninpou chakra, and in addition to restraining, actively target and drain exotic powers of anything they bind, in the form of a static -15 to [Specialist Stats], or to [Strength] if the target lacks a specialist stat. Once created, these chains remain until broken or the fuuinjutsu is destroyed.

A-Rank Augment Fuuinjutsu
Prerequisite: [Hunter’s Cryptolect], [Operator Authentication Seal], [Open Space: Black Network]

A complex encrypted sealing matrix used solely by Kirigakure's Head Hunter Division, this technique can only be decoded, altered, or removed using the [Hunter's Cryptolect] in addition to advanced fuuinjutsu removal knowledge of equal or greater rank. The Black Network Anchor serves as an anchoring technique for the organisation's secure teleportation highway, the Black Network. After placing this seal on a surface, the user embeds it with Jikukan chakra using the [Open Space: Black Network] technique, thus connecting the anchored location to the rest of the HHD network. The seal is permanent until removed. Each [Black Network Anchor] can only be activated once every three posts both as a security measure and to prevent the excessive strain of multiple rapid teleportations on a traveller’s body.
A [Black Network Anchor] can be activated by persons touching the seal while channeling a small amount of chakra into a ‘Kai’ release while focusing their mind on a destination [Black Network Anchor] fuuinjutsu. The anchor incorporates a feedback loop which then sends a pulse of chakra back to the Kai caster focused on their [Authentication Seal]. If their authentication seal is valid, matching the encrypted information set within the anchor, the Black Network operates as the caster intended, allowing safe passage to their chosen destination. If their seal is invalid or non-existent, or if the feedback loop is interrupted or interfered with by a different chakra source, the Black Network still activates but will divert the passage, only transporting the caster to a single pre-determined vacant location in a secure holding cell within the HHD’s Containment Site Eta.
Bearers of a [Captain Authentication Seal] can additionally extract information from the linked [Open Space: Black Network], learning the chakra signatures and passage details of those who have used the network. Only bearers of the Captain seal can grant safe passage through the Network to those who do not possess valid [Operator Authentication Seal]s.

A-Rank Jikukan Ninjutsu
Prerequisite: [Hunter’s Cryptolect], [Black Network Anchor], [Operator Authentication Seal]

The user channels a large amount of chakra into themselves and/or an object or person they are touching while focusing their mind on a [Black Network Anchor] fuuinjutsu. Once the channeling is complete the Black Network activates, instantly breaking down the body of anything imbued with this Jikukan chakra and teleporting it to the destination [Black Network Anchor], whereupon all persons and objects are instantly reassembled. Persons being teleported can be willing participants, or if unwilling must have a Willpower equal to or greater than the user’s Control to resist the teleportation. The Black Network additionally stores a record of the chakra signatures of those who use it and the details of their passage through the network.

After writing out the complex and encrypted sealing formula in a safe area, the user focuses on their own Authentication Seal and channels chakra into the array to imbue it with the Open Space: Black Network Summons] technique and prepare it for activation. The seal passively links with the [Authentication Seal] of the caster, regardless of distance. In the unfortunate event that their [Authentication Seal] ever emits an emergency signal — such as if they are killed or the seal is tampered with or damaged, the [Black Network Tether] will activate and immediately reverse summon the user back to safety to the location of the charged fuuinjutsu.
