For starters, Jinseie, the genin of this exam, had decided to fight on his own. This, by itself, wasn't too much, but, according to those setting the exam up, he was much more capable than the bulk of genin in Iwa, and, maybe even the entire ninja world. The audience was sure in for a surprise and thrills, even if it was one versus one.
Second, the genin's opponent was one of the Tenma. Now, in most villages, clans were a part of the village, but, in the case of the Tenma, they were apart from the village, in their own compound a half a mile or so away from the village. Because of this, the villagers and clan members weren't entirely connected to each other, having the separation excuse, while barely interacting with each other. It was still one 'village', even with the separation, but the cultures were still different, as would be expected. What was even more special was this was one of the Jinchuuriki that Iwa had captured and was the first time that that jinchuuriki was seen inside of the Iwa proper.
Additionally, this was not just a normal battle. In order to give some more excitement to the battle, the Librarian put a special collar on Ginjiro's neck. This collar's main purpose was to make Ginjiro a tad weaker (-2 in all stats, minus wit/mastery), but also as a sensor so he could always see where he was. It was a pretty nifty thing, since the young Tenma was known to run off, taking a great deal of time to find him. It could be taken off, of course, but, that was up to the librarian to decide, not the boy.
The arena was a rather large coliseum, with a good half-football field size opening for the two combatants. The ground was a nice firm and solid earthy texture with the walls towering over the two combatants, who were 30 yards or so away from each other, in the center of the field.
The Librarian was using this as a showing of the might of the Tenma clan, even if in an underhanded way of doing so. Then again, that was how the clan leader worked. Anything to show his worth, wanting more and more power for himself and his clan. Of course, the former was much more important.
Ginjiro had been told exactly what he needed to do. He would be limited by the collar, which he hated, but, it would also keep his power in check, making sure he didn't accidentally kill the kid. It was pretty helpful, since with his constantly shifting forms, it was very hard to actually hold back at any reasonable level. So, for now at least, he was fine being restrained.
Even though the Tenma was a super offensive fighter, for now, he would be a bit more defensive. If he ended the fight in a few seconds, it wouldn't let Jinseie show his abilities, which, from what Ginjiro was told, was the purpose for this little ordeal. It was a bit hard to do so, especially with all the people around. But, for now, he crouched down, with his tail wiggling in excitement. He'd show everyone that even with the collar limiting his power, he was able to show his strength.
