A thick layer of snow blanketed Iwagakure, sparkling in the light of the afternoon sun that shined between the breaks of thick clouds. Kotaru had woken up rather late, especially considering the gravity of the day ahead. The Akari household was buzzing in excitement by the time he opened his eyes, and to his chagrin he realized that it was the sound of his door bursting open that had awakened him. The boy was ready to curse up a storm, but when he saw that it was Tatsuo's mom who woke him up he immediately reeled in his irritation. It took him less than half an hour to get ready; his clothes for the day had been laid out the night before, and he quickly washed his face and brushed his teeth before saying a quick goodbye to his foster family.

Tatsuo had already left, so he walked through the compound and through the village on his own. Every breath hung in front of him in a thick cloud, and he found himself tugging at the fur collar of his coat and tightening his fluffy grey scarf to cover the bottom half of his face. It wasn't very cold by Iwagakure standards, and the weather wasn't the reason the boy constantly fidgeted with his clothes.

He was nervous.

So much had happened recently that he barely had time to think. Immediately after the "adventure" in the Catacombs he had found himself neck deep in responsibility, and at times he had to deal with things without the help of his best friends and teammates. At some points it seemed overwhelming, but somehow he managed to complete his duties - no matter how much he wanted to tell everyone to fuck off and let him sleep. Apparently he and his friends were so successful after the formation of Jousai that it earned them praise and attention from the village council.

Kotaru was the last to arrive at the meeting house. North of the village was the area known as the Walk of Legends, and settled a ways before that path near the center of the nearest district was small meeting hall. Simple enough in design, the building consisted of only three rooms: a lobby, a sitting room, and a larger meeting room, each separated by a short corridor. The jounin was greeted in the lobby by a young woman who immediately bowed deeply and gestured toward the larger meeting hall. "Everyone is waiting for you, Kotaru-san." The boy said nothing in response, but simply walked in the direction indicated. Two guards opened the double doors and he strode inside, and he immediately paused.

At the head of the room was the entirety of the village council. Recent events had thinned their numbers, so instead of the usual ten members, there were only five. The Tsuchikage sat in the middle, while the other council members sat on either side of him. Despite the fact that they were down by five members, each council member looked rather pleased that he had finally arrived.

"There he is!" a woman to Ishidai's left chirped when Kotaru walked inside. "The youngest member of this extraordinary group. Come in and sit. There is much to discuss."

"Be honest, this is all just a formality." The stern looking man who sat to the Tsuchikage's immediate right perked up as Kotaru lingered in the doorway. The man set his golden eyes on Kotaru, and the bright orange ring around his pupil along with the Enkouten emblem that was prominent on his sash led the boy to glance at his friend. "Sit next to your comrades and we'll get this started."

After Kotaru took his seat, the council simultaneously turned their eyes toward the two older members of Jousai. The tsuchikage leaned forward in his chair to address them all. "I'll start by congratulating the three of you on your efforts. You each have shown a surprisingly tremendous amount of growth in the past year and several months, and your work in the Catacombs go beyond what we would expect of shinobi your age. We didn't come to this decision lightly, but it's clearly time to promote the three of you past the rank of jounin." The information shouldn't have come as a shock to the three boys. As Enkouten Kaizen said, this meeting was merely a formality. The preparations for their ceremony had already been made, the villagers had been notified for the occasion, and they would all be officially promoted after these talks. "I should probably mention that there was a bit of...concern from other jounin, particularly considering how young you all are. A fourteen year old bannin doesn't sit well with everyone. A sixteen and seventeen year old isn't much better. But with your organization on the rise.... " The kage paused thoughtfully and added, "I assume that is still going well?"

Tatsuo, swathed in his normal mission set up with an additional black scarf wrapped around his neck due to the colder weather, had sat still in his chair for what felt like hours until Kotaru finally arrived and signaled the start of the day. His buttocks felt numb at this point, sitting on the cold stone chair. Rolling his shoulders, Tatsuo sat ramrod straight as the Tsuchikage began to talk to them.

"If they cannot respect our age, they're more than welcome to test our strength, Tsuchikage-sama." Tatsuo answered respectfully, keeping his usual hotheaded personality under wraps for such a meeting. "Jousai is going well. Our expeditions into the Catacombs to contain and, in more extreme cases, eliminate the more wily spirits have been going well. The colony is doing good as well, they continue to cooperate and act as another base for Iwagakure shinobi to resupply and rest as they explore the vast expanses of the cave network. We've seen an increase in membership as Jousai's name grows although I'm still not satisfied with the current member count." Tatsuo looked to Mitsuo before opening his mouth once again. "Anything else to add? I believe I covered everything important."

The Akari would wait a moment for Mitsuo's response before turning back to the council and refocusing his attention on them. "What other subjects are on the itinerary to discuss for today, if you do not mind me asking?"

"Only that we're only just getting started, I suppose." Mitsuo added when given the opportunity. He had arrived only shortly before Kota, dressed in more professional attire compared to his tanktop and loose fitting jacket. Wearing a dark red long sleeve shirt covered by a formal gray cloak with the Enkouten clan symbol emblazoned in red on the back, Mituso sat up straight and spoke clearly and even toned as he interacted with the council. "Right now we are primarily focused on strengthening the village's defenses in general, exploring the Catacombs more and increasing our membership, but in the coming months and years we have plans to expand Jousai outside of our walls to strengthen the country as a whole which in turn will bring power and protection to Iwagakure itself. We intend to follow the strategy of 'Defense in Depth' so once we have the numbers and the talent to do so, we plan on establishing as many layers of defense as reasonably possibly. Once everything is in place, anyone that wishes to do us harm will have to go to great lengths in order to do so, by which time we will likely have already mounted a counter strategy."

Satisfied with his own answer, Mitsuo sat back slightly and allowed the conversation to continue, though he found himself glancing toward Tatsuo as he spoke. He feared that his teammate was being a tad too direct with the council, something that he had noticed in his earlier statements but that was now a bit more blatant. He didn't think his friend had meant anything by it or course, Tatsuo was probably just eager to be done with the talk, but Mitsuo wasn't sure if the council would overlook it.

Kotaru sat in silence as his friends discussed Jousai's purpose and strategies. Truthfully, the boy had nothing to add. Developing plans and organizing missions within the Catacombs and beyond Iwagakure's walls was Tatsuo and Mitsuo's jobs; he simply followed whatever orders they gave him, whether it be for the purposes of Ninomaru or Honmaru. He supposed he could discuss the work he had done in Eastern Rock Country, but the council likely had already saw his reports. The boy was quickly becoming bored and for a moment tuned out of the conversation.

"Good," Ishidai responded when Mitsuo finished speaking. "Concise and direct. You both speak as efficiently as your track record suggests of your work. We all agree that there's a great need to expand our defenses. If we become complacent it could lead to our own destruction." There was a brief pause, and a few of the council members looked as though they wanted to speak up. Finally the woman to the Tsuchikage's left, Sakata Kanna, cleared her throat.

"There is the matter of Eto Masaru. I worked closely with him, and we both conducted a great amount of research regarding fuuinjutsu. We suffered a great loss with his death, and some - specifically my subordinates...and myself, honestly, to an extent - believe the fact that he died in your care is a sign that you are not ready. Granted, that occurred months ago and your growth since then has been exponential, but it will serve you well if you find a fuuinjutsu user to assist you in your endeavors. As a show of good faith, of course. Some tenkujutsu masters are also essential if you continue to police matters in the Catacombs." Kotaru grimaced at this. He could feel Kanna talking directly to him, and the Tsuchikage's heavy gaze had settled on his shoulders. Masaru's death was basically his fault; he had been tasked with keeping the man safe, but he had essentially abandoned him to assist Tatsuo and Mitsuo. Sure, he thought he had been in a safe spot and his friends had been in more direct danger, but he should have known nowhere was safe at that time.

One of the council members, an old man by the name of Iwasa Yuzuru, must have sensed Kotaru's tension. "Relax your shoulders, my boy. Sometimes people must die in order for progress to be made. The council's thinned numbers is a testament to that." He spoke matter-of-factly, with no sadness or regret that half of the council was either dead or incapacitated. It was a minor setback, as far as he was concerned. Kanna glared at him, looking as though she wanted to argue, but this wasn't the time or place.

After giving the two young leaders of Jousai time to respond to Kanna's suggestion if they saw fit, the kage cleared his throat. "There is one other thing," Ishidai spoke up, his attention still on Kotaru. "The event with Kirigakure was a success, and we would be remiss to leave Kotaru's efforts in that regard unrecognized. Not to mention the reports, however brief, about the two you met while there. Chiane and Shio, was it?" Kotaru nodded hesitantly, not sure where this was going. The Akari wasn't really in it for the recognition. "Continue to keep the lines of communication open with Kiri, Kotaru. All three of you would do well to develop closer relationships with our allies in the Mist."

The leader of Iwagakure sighed then stood to his feet. "Well if there is nothing else." The rest of the council stood as well, a few of them stretching their necks and shoulders, and right on cue the two double doors opened behind them. "Follow us, and we'll get the ceremony underway." The council briefly talked among themselves, and Kotaru turned to his friends, his expression betraying his nervousness.

"Should I have said something? About Masaru? I should have said something. She didn't seem too happy with me."

Tatsuo remained quiet and stone faced while the council talked at them, resisting the urge to roll his eyes at Kanna's mini-interrogation of Kotaru. Once the council finally finished, with the Tsuchikage praising Kotaru for his efforts on strengthening their bond with their ally, Kirigakure, and asking him to continue his efforts, Tatsuo stood after both the Tsuchikage and council did so. He listened to Kotaru's worries but countered them with a wistful smile.

"Another council member shut her down PLUS the Tsuchikage praised you. She wasn't there, didn't see the scene and how we almost died as well. Take her words as a learning experience in not letting another comrade die but quit fretting." Tatsuo whispered to his adopted little brother, finishing up with a series of pats on his back. This Tatsuo, compared to the version of him they had seen in recent months, was much more open and friendly; more his usual self.

Waiting for the Tsuchikage and council to exit first, Tatsuo followed suit, ready to get this party started.

Mitsuo breathed a sigh of relief as his detailed explanation and further statements were accepted seemingly without question by the council. He wasn't necessarily worried that they wouldn't be, but given the formal meeting he expected to be further questioned regarding Jousai and his/their missions over the years. For the council not to go so indepth meant that they were likely quite confident in the trio's abilities.

Standing up to follow the council, Mitsuo looked over at Kota and noticed the glum look on the boy's face. They never really discussed it at length, but Mits knew that deep down Kota felt at least somewhat responsible for Masaru's death in the Catacombs. He had been tasked with keeping the man safe after all. Did that mean that he regretted his decision? Likely not. If he had escaped with Masaru, there's no telling what would have happened to Mits and Tats during the fight with the worm.

"It's like Tats said, they weren't there. If they were, they would have had to have been the ones to choose between saving one life or several. No point in letting it eat at you." Mitsuo whispered to Kota, "Now let's go party." He added with a smile before following after Tatsuo.

His friends' words didn't do much to comfort him. He muttered some affirmation ending with "if you say so," that he didn't believe and looked away, silently waiting for the council to finish up whatever they were whispering about. The woman Kanna looked agitated as she exchanged words with Yuzuru, who looked wholly unbothered by whatever it was she had to say. The old man twisted a giant sapphire ring on his left hand and her facial expression gradually became more annoyed. Finally a younger man stepped between them, one who had remained silent throughout the brief talks. By the looks of his attire beneath his ash grey robes he was a samurai, and he seemed to be one of the youngest members in the council. He smiled at them both as he spoke, seemingly diffusing the situation almost instantly. Kotaru made a mental note of the dynamic as the council dispersed into a single line with the Tsuchikage leading the way.

The group made their way out of the small building, three guards flanking the council on either side. Team 18 was instructed to walk side by side with Tatsuo in the middle while Mitsuo and Kotaru were situated slightly behind them on his right and left sides respectively. The plaza was filled with onlookers corralled behind low barriers and as soon as the procession came into view the low chattering erupted into loud cheering. It had been a while since there was a public event in Iwagakure of this magnitude, and it was rare for something to be so important that it required a ceremony at the Walk of Legends.

The path was long, purposefully so, as the trio were paraded for the citizens of the village to see. Unlike the council, who were flanked by their guards, the young founding members of Jousai were unobstructed. The boys were in full view of everyone in attendance. No one would miss the village's three new bannin, the youngest the village had ever seen. They strolled by the statues of the previous Tsuchikage, their pace somewhat slowed by their ascent up the long staircase that led to the temple and the people that choked the sides of the path. As it narrowed the crowd became thinner, and eventually the sound of the roaring crowd became faint like distant thunder.

The path to the temple was quieter with far less people flanking, the crowd now mostly consisting of Iwagakure's more important civilians and shinobi who ranked special jounin or higher. In the courtyard in front of the temple was Iwagakure's upper echelon: family members of the council, seasoned shinobi, and a few guests who represented the daimyo. The daimyo's representatives sat at the front beneath large parasols shading them from the sun, , their elaborate formal robes billowing in the chilly breeze. Behind them were the boys' families, beaming with pride as they walked past. To Kotaru's shock, even his parents were there, their expressions somewhat stern as they locked eyes with their estranged son. The boy swallowed the myraid of quickly building and boiling emotions and looked away as if he didn't know them, and instead acknowledged Tatsuo's family as his own, giving a slight, if not uncomfortable, nod in their direction.

The trio was led past them onto the platform erected in front of the temple and were instructed to face the small yet intimidating crowd. The Tsuchikage waited for them there, adjusting his white robes while the rest of the council moved several paces behind him to their designated seats. At his side was a small table, on top of which lie the thick, folded robes he would personally give to the three jounin. The village leader would call them one at a time, starting with Tatsuo. Mitsuo would follow, causing the Enkouten councilman, Kaizen, to straighten with pride that a fellow clan member would receive such an honor. He would end with the Kotaru, the youngest and smallest, and once he helped each of them into their robes the brief yet monumental ceremony would be near its conclusion.

Tatsuo followed orders without issue as he was placed where he needed to be in the formation for the walk. Standing up tall and proud with his chest puffed off, a gentle smile on his face, and a twinkle in his eye Tatsuo followed the group down through the village and to the Walk of Legends.

The young Akari gave his parents a slight nod as they passed the final spectators and began the ceremony.

Tatsuo was expecting it but his name being called out in the Tsuchikage's deep booming voice surprised him more than he thought it would. With pride and distinction, he faced the aging Kage and was adorned in the maroon colored ceremonial robes. He bowed to his leader before walking back to his position and awaiting both Mitsuo and Kotaru to also be adorned in their robes.

As Mitsuo took his place alongside Tatsuo, he followed the procession out of the room, finding himself unprepared for the crowds of citizens that awaited them outside. He stared at them in awe as the they called out and cheered for the trio, some seemingly congratulating while others seemed to simply be making nonsensical sounds that could barely pass as cheers. Still, all of the commotion was a surprise to Mitsuo as he had never really considered the reputation that the three of them had amongst the common villagers, often assuming that while their names might ring a bell, the citizens of Iwagakure wouldn’t be able to differentiate them from any other shinobi. While that still might be the case, Mitsuo was truly starting to get a sense as to just how well known they were throughout the village.

As the procession entered the next area, the cheers from the citizens began to fade away, but what met them in the this area was far greater than the crowd of citizens. Off to the side behind some formal delagates that Mitsuo had never met, he saw the faces of his parents peaking through, his mother with tears in her eyes, barely keeping it together while his father’s face beamed with pride for his boy. A wide, joyful grin quickly began to sweep across Mitsuo’s face and as he looked around the room more, he noticed Tatsuo’s family as well, gaining him a nod from Tatsuo’s father and even a wink from the elder of Tatsuo’s younger sisters, the latter of which causing a mild blush to creep across Mitsuo’s cheeks.

By the time that it was Mitsuo’s turn to stand in front of the Tsuchikage, Mitsuo had managed to pull himself together, his face more serious yet prideful as he bowed and allowed himself to be adorned with a formal robe of red, orange and beige. He noticed the look of pride on the Enkouten councilman’s face which only deepened his own sense of pride for the occasion; he wasn’t only making his family look good, he was making his clan look good. With the robe adorned, Mitsuo once again bowed to the Tsuchikage and stepped back, allowing Kota to step forward to take possession of the final robe.

When it was Kotaru's turn to stand before the Tsuchikage he straightened his back and stiffened his shoulders, trying to do his best to appear strong and confident in front of the villagers. The recognition and attention was still foreign to him, and the urge to linger back still tugged at his gut. But despite his discomfort and his nervousness he stepped forward and bowed, and the village leader bestowed upon him robes of teal and grey. The robes carried the weight of his new position, the responsibility to his teammates and his village, but Kotaru knew that with his friends at his side, he could bear it.

He bowed once more before Ishidai and then returned to his position at friends' sides, a satisfied smirk spreading across his face despite himself. The three boys had come far since the day they had come together in Fur Country. Back then Tatsuo and Kotaru were genin from a clan that would have them oppose each other, while Mitsuo was a chuunin who had once been the glue that repaired the younger boy's friendship. They were different in many ways, but the strength of their bond and the strength of their skills linked them together. He turned to the trio and stepped slightly to the side, sweeping his arm in a wide arc toward the crowd. It was their turn to step forward, to stand where the past leaders and the strongest of Iwagakure had once stood. It was time for them to stand before the village with pride and accept their new title. "And so I present to you: Akari Tatsuo, Enkouten Mitsuo, and Akari Kotaru. The founders of Jousai. The newest bannin of Iwagakure no Sato!"

And with that, the crowd cheered.
