The shaft, long and thin, was made of a strong, durable wood, dyed black for concealment in the night, while the head was tri-bladed with barbs on the ends. They were designed to slide in and not come back out, at least not without significant pain and damage dealt to the body. Cruel little bastards, they were... the fletching was made of simple feathers, dyed purple like her chakra. Yes, it was a fine tool... But it could not always be relied upon. She needed a way to make sure she was always armed, always ready... always deadly.
Placing the arrow back in it's quiver, Shizune closed her eyes and let out a slow, steady breath as she brought her hands together to begin forming seals. Her chakra gathered around her like a purple vignette of power, light and transparent, before flowing towards her now open hand and crackling to life in the form of lightning. At first, it was simply a small orb of electricity, sparking this way and that. But a moment later, this ball of energy took shape, thinning and lengthening itself into the form of an arrow. The yellow arrow jolted with power in her hands, her own fingers growing numb as she held it. A moment later, she simply released the arrow to the ground, where it fizzled out of existence with nary a sound.

The rains above continued to fall as the woman let her lightning arrow fall to the ground, another rumble of thunder ringing out overhead as if to signify her small, but welcome, victory. Touching her fingers together, the same fingers that had been holding the arrow mere moments ago, the numbness and tingling radiated down her digits and into her palm, a small wince forming beneath Shizune's leather mask. Lightning... Raiton truly had so many uses to someone with her particular goals in mind. It's destructive potential was of course to be admired, there was no doubt about it's power and ability to kill. But perhaps more useful than even that was it's ability to disable. To paralyze. To cripple.
It was in that use that Shizune found so much potential.
She wouldn't need much to truly tap into that power either - A small jolt would suffice, if she put enough of her own power behind it. Bringing her hands back together for a series of hand seals, Shizune would focus her chakra once more, enveloping herself in an aura of purple that soon traveled through her body towards her hand. The chakra would slowly gather towards her middle and index finger. Taking a deep breath in, she'd finally push this chakra to take form, and a moment later a spark jumped between her two fingertips. Focusing on this spark, she molded more chakra into the fingers, until eventually the spark grew into a small orb of pure electricity, crackling at her fingertips. A grin formed under her mask as she pointed her fingers at a nearby rock, releasing the energy in the form of a simple, yet effective, orb of lightning. As this orb moved towards the rock and made an impact, there was no sound of it's crashing into the stone, nor a sign of it's impact. But the crackling, jolting energy that dispersed over the stone was sign enough of the jutsu's power.
Were it living flesh she had made contact with, the opponent would likely have been paralyzed as the jolt ran through their nervous system. And once rendered immobile... a simple blade to the throat would take care of the rest.

These bullets will travel at [Control] speed, but will not have any physical force. Instead, they will apply light electrical burns similar to a sun burn and will apply Raiton's shocking effect.

As the bullet of lightning chakra hit the rock and dispersed, Shizune grinned as she allowed the chakra to fade from her fingertips, her next jutsu complete. She was reaching the end of the basics for her lightning arsenal, but she had another idea she wanted to try before she moved on. As she sat down on the rock she had been standing on, the rains above pattering down on her hear and dripping down her mask, her mind went to the basics of human anatomy and medicine. From her studies, which were rather basic, she knew that the brain was connected to the rest of the body through a series of electrical channels known as the Central Nervous System. Nerves laced throughout the body served as the circuit that allowed the brain to send signals through the body to do what it wanted. And it did this in the form of electricity.
If it was electrical, then she had to wonder... could she use Raiton to enhance her brain and nervous system? There was only one way to find out.
This technique would be a bit different for her. She had never dabbled in Iijutsu or any form of internal stimulation before, but there was no time like the present. And really, she could already coat herself in lightning - how different could it be to flow it through her body? She got to work, flowing through a series of seals, and focusing on her body, feeling the power course through her tenketsu. Then, the chakra leaked out of her tenketsu and into her nerves, and at first her arms and legs twitched immensely. It was uncomfortable, annoying, and for a moment her vision swam with sparks of lightning. She thought maybe she had screwed up... but eventually that passed. And as she stood, and looked up to the falling rains, her eyes darted back and forth with incredible speed and accuracy. It was like she could see every single raindrop as it fell, like they were falling in slow motion. She'd move to take a step forward, and it almost felt like her leg moved before her brain told it to. It was exciting... it was incredible...
And most importantly, it would prove incredibly useful.
