Konohagakure no Sato The Civilians

Konohagakure no Sato is by far the largest of the five hidden shinobi villages, boasting the largest civilian population. However, in comparison to many of the other villages, Konoha has a high shinobi-to-civilian ratio. Civilians generally enjoy an easy-going life due to the village’s economic prosperity. The unemployment rate is rather low due to the abundance of shops and business scattered about the village. The civilians of Konoha – especially merchants and businessmen – typically travel often within Fire Country, adding to the village’s economic prosperity.

From a young age, every citizen of Konoha is exposed to the doctrine of The Will of Fire. Every Konoha citizen is taught that, no matter what happens - be it war, economic troubles, or personal issues - that the members of the village will be there for one another. This along with the seemingly pervasive peace has caused much of the villagers to have great pride in Konoha and Fire Country as being the best place to live. The people of Konoha are incredibly social and treat one another as brothers.

However, beneath the surface, there are many rivalries within Konoha between both civilians and shinobi. Though the villagers are typically friendly towards one another, it is not uncommon for these rivalries to sprout violence. Despite this, Konoha manages to keep these outbursts hidden from other villages.

The Shinobi

Clans within Konoha – especially the older clans – are some of the most distinctive and decorated people within Konoha. The clans live separately from other villagers and shinobi within their own clan compounds. Most of the clans are strict in regard to who can live and enter the clan compounds. Many clans have their own internal political and social hierarchy somewhat separate from that of Konoha.

In comparison to the civilians of Konoha, the lifestyle of shinobi is a bit stricter. Shinobi – especially younger shinobi – are not usually permitted to travel without permission from the Hokage or the Council.

The Academy

Konohagakure no Sato's academy begins enrollment for kids of 6 years old. However there is not a maximum age to enroll in the academy as generally those wishing to attain the rank of a Konoha shinobi are welcomed with open arms. The reason why Konoha's academy minimum age is so young is to prepare them to the utmost skill for their graduation, and to also prepare them for the Shinobi life. The typical training regiment for those in the academy consist of practicing taijutsu, ninjutsu, and genjutsu. While neither of these classes cater to specialties in that area, the teachers are always encouraging individual study into a particular area so that the academy student finds their own way.

The academy also sponsors Shinobi Kumite which the students spar against each other in a friendly manor wishing to one-up each other so that they can build upon each other. Konoha's entire schooling process is a manor of building bonds, and creating life-time friendships that encourage the students to build upon one another. The academy also arranges the tables into three man units, and prefers group projects as opposed to singular ones to build teamwork. As they near the end of the academy the students are put through more physical and mental tasking tests to prove if they're ready for their exams. These results are sent to the board of teachers that determine upon examination which students are ready for their exams. However a student can request to take the exam regardless of their teacher's determination, however it is noted if they failed they are sent back for more schooling until they are ready.

The ending tests for academy students is typically displayed in-front of the Hokage or Council, whichever is present. As the students preform several techniques, such as *[Basic Jutsu • Clone Technique], *[Basic Jutsu • Transformation Technique], and *[Basic Jutsu • Kai Release] to demonstrate their use of ninjutsu and genjutsu. For the taijutsu exam, a Chuunin teacher steps forward to spar with the student to demonstrate their use of taijutsu. If their skill in taijutsu is proficient they will move onto the next section which features survival skills such as identifying plants that are edible, and displaying proper survival skills. After going through all the trials, if the student has passed they will be asked to swear an oath to protecting Konohagakure, as well as speaking The Words from the Will of Fire as a signification of their will to serve their village. After succeeding through all they will be now pronounced a Genin, and given their headband.

The graduation process is one where the student has their picture taken for their shinobi file, kept locked up in the Konohagakure Records building. The minimum age for a student to pass is 12, and there is no max age as anyone can enroll in the academy at any age after 6, and can graduate from the academy at any age after 12. However it is a mandatory part of Konoha schooling anyone entering the academy must stay in schooling for review for at least a year. This is part of Konoha's belief that "If a student is ready, and can pass their exams. They are allowed to move on to attain the rank of Genin." This belief is in-part due to home schooling, as some shinobi families prefer to teach their kids at home, and send them for their Genin exams. This is widely accepted as sometimes the bond of family teaching is stronger than the schools teaching.

Government and Leadership

The Hokage is the head of the village and makes many of the decisions that affect Konoha as a whole. However, there is a Council, a small group of elected officials responsible for selecting the Hokage and act as the Hokage’s advisers. In addition to the Council, the Hokage often has personal advisers. These individuals are often the clan leaders of the larger, older clans of Konoha or a few of the Hokage’s most trusted friends. Since these advisers have unofficial positions, they have no real political power.

The Hokage is typically seen not only as an admired leader, but also as a member of the village. He takes part in festivities, and will make an honest effort to speak with any village member that wishes to do so. The Hokage takes part in nearly all shinobi promotions. It's a firm belief in Konoha that one should rule with love, and not with fear.

Foreign Affairs

Konohagakure is open to develop relations with the other hidden villages. However, only the relationship between Sunagakure is favorable, as they are Konoha’s only allies. Both villages call upon one another first during times of hardship. Although the two villages share this bond, the relationship is shaky due to the general attitudes of the villages being polar opposites. Suna views Konoha as inferior, while and Konoha sometimes to view Suna as brutish and uptight. Some members of Konoha are even distrusting of Suna’s intentions. Despite the differences between the two villages, Konoha is enthusiastic about maintaining the friendship.

Konoha’s relationships with the other villages, however, are either hostile or non-existent. Konoha and Iwa are all but enemies as the two villages have never seen eye to eye and war could easily break out between the two. Kiri, Iwa’s ally, wants absolutely nothing to do with the village, so other than that of tense resentment, there is not much of a relationship between the Hidden Leaf and Hidden Mist. The relationship between Kumo and Konoha does not exist at all, as Kumo completely ignores the Leaf.

Fire Country is friendly towards River Country and has a distinct alliance with Tea Country. River Country is treated as a route between Suna and Konoha. Tea Country is protected by Fire Country and Konoha, and there is a great amount of trade between the two.

Trading with Konohagakure no Sato is something a bit different compared to other villages. Because of the difficulty in navigating the Forest that surrounds the village, all trading is done through outpost towns located within Fire Country. A large squad of Jounin and Chuunin are sent to each outpost with sealed goods which are then exchanged for the goods from vendors. The merchandise is then sealed within large storage scrolls and taken back to the village.

[table=1,The Feast]A festival put on by the Akimichi clan as they invite all, shinobi and villagers alike to participate in their grand feast. This is to tighten bonds as everyone comes together for one thing, and that is to eat. The festival is to bring people together as they enjoy each other's company. They typically share stories over drinks, and some of the civilian theatres will put on shows for people to enjoy as they eat. The Hokage usually makes an appearance during the festival to shake hands with all villagers, shinobi and civilian alike. As well as enjoy a bit of barbecue with the others villagers.[/table]

November 22nd
[table=1,The Embers of The Will]The Embers of The Will is an event held every year in Konohagakure to draw families closer together, and make them feel more as one. During this day all families are pardoned from working, and all business are shut down except those who opt to stay open voluntarily. During the day families gather around in their houses to play games, and spend time with each other by having breakfast, lunch, and dinner together. Most shinobi other than those with important missions are pardoned to spend the time with their families as well, holding games, training, or other family bonding events to celebrate their connections and relationships. Not only is this limited to families, but most families will opt to celebrate it with their friends or friendly families as a unifying their ties and friendships.[/table]

December 31st
[table=1,The Paper Lantern Festival]The Paper Lantern Festival is an important village wide tradition put on by the Awai clan. As they celebrate the unification of the village, bringing together all, regardless of clan and class to celebrate the friendship and bond over the Will of Fire symbolic of the paper lanterns. These events are typically held at the end of the year as part of the tradition is putting a New Years Resolution in the lantern as they let them float freely in the sky. This tradition is typically hosted during the late times of the evening around 5:00PM to 12:00AM as it allows the night to get dark. At 11:59PM before it hits the darkest point of the night, everyone gathers around the village center to let loose their paper lanterns as they float upwards towards the sky. Their resolutions known only to themselves and the wind. The release of the paper lanterns is symbolic of the Will of Fire as it shows the entwining and collaboration of all their lanterns lighting up the sky being the light shining in the darkness.[/table]

The Will of Fire
The Will of Fire is more than just a unifying theme of Konoha, it is a way of life and the way the young are raised. It is within the Will of Fire that all of life within Konohagakure No Sato is defined. Much of it revolves around passing the passions, drives, and lives of the older and wiser shinobi down to the younger generation. And yet for every member of the village it's definition can vary.

The simplest definition of the Will of Fire is that strong drive to protect what one values most. To every member of the village this can mean something different. The most common meaning among those in the village is the necessity to protect the next generation, and to pass on one's own wisdom and knowledge to them that they might be better prepared for the future. There are a few who see the Will of Fire as their own drive to protect the village herself from any and all that might do her harm. Even others are more simplistic and have a drive closer to home, the drive to protect their own family and loved ones. The only truly common thread through it all is a level of selflessness. For every shinobi of Konoha there is something or someone they were willing to protect, even if it means the loss of their own life.

When a shinobi of Konoha loses their drive to protect, it is then that they may feel out of sync with their own village and search for answers, it is these that become hardened shinobi who either retire from the life... or walk away from their own village. The loss or corruption of one's Will of Fire is the worst thing that can happen to a shinobi of Konoha.
The Words
It is in the deepest of darkness that we fight.
In the most dense of forests we thrive.
Our Spirit, though troubled, cannot be conquered.
Our Heart, though heavy, cannot be broken.
Our Mind, though clouded, cannot be deceived.
It is by sheer force of Will that we live, and that we die.
A Fire burns within, a flame you cannot extinguish.
Spirit, Heart, Mind, Fire, via these are we protectors.
By these are we saviors.
By this we swear, we are the Shinobi of the Leaf.
These 'words' are spoken by every shinobi at some point in their career. It is a fairly simple mantra of sorts that is truly known only as 'The Words' or 'The Words of Fire'. The first time a shinobi utters them is at their graduation ceremony from the academy, the day they become Genin and receive their first headband or village insignia to show proof they are now a shinobi. This is considered a sacred oath to those of Konoha, not to be mocked, nor taken lightly. These words are the closest to a definition one will ever find of the 'Will of Fire' and these words influence the life of a village shinobi, to the point that they carry a great weight even as a shinobi achieves the highest of ranks, to include that of the Hokage.

Spirit
While the Will of Fire presents three aspects, the first mentioned in the 'Words of Fire' is 'Spirit'. The simplest explanation of Spirit in the Will of Fire is simply to call it the sense of Hope. No matter how downtrodden members of the village may become, there is always hope. Members of the village often try to be there for one another, reminding one another of this fact, that there is always hope, there is always next time, or however they may choose to phrase it. If a member of the village is down on their luck there will always be someone to lift them up. If a member of the village feels weak, there will be someone to give them strength. If one does not have food, the village or a member there of will provide. If one does not have a family, the village will take on that role. If one is in bad health, the village will see to it that they get the help they need. The village of Konoha, in their Will of Fire, always has a sense of Spirit, or a sense of Hope.
Heart
The Will of Fire mentions the Heart, and as such the prospective Hokage candidate must show a drive to better the village, and do something productive for it. Whether it be to strike down a enemy, threat, or danger looming over the village. To benefiting it by establishing a defensive measure, group, or teaching others to defend against certain dangers. This is meant to push the candidate to the limits, testing the physical limits on whether or not they can better the village despite their own physical boundaries. This should be the most physically challenging task, requiring the candidate to exercise everything they have learned, and exercise every strength in their body to forage forward showing they are capable of what no one else can do or commit to. This task should be seen as a required mandate for the candidate to display such an amount of strength to overcome any obstacles.
Mind
'Mind' may be the third and final mentioned aspect of the 'Words of Fire', but it certainly is not the least. All in the interests of protecting what they love the most, Mind is possibly the most important aspect of the Will of Fire. Some may assume this is an aspect only because of the presence of the Yamanaka Clan, given their abilities, but the aspect of Mind goes far deeper than that. Having the strength of Mind is having the strength to withstand the questionings and torture of those who bear ill intent towards one's village or towards what one strives to protect the most. Strength of Mind is a very vital part of the Will of Fire for shinobi of the village, that they might protect the village from betrayal not just of others, but of themselves.

Sakugu Akemi
Sakugu Akemi is a very beautiful woman, a trait she uses to her advantage in any and all of her dealings. This does not mean she flirts or sleeps around, rather this means she's not afraid to smile and bat her eyelashes at the unwary. Her hands are soft and gentle, and yet when angered her eyes light up with a fire that puts fear into the hearts of most men and if she feels she isn't being taken seriously she isn't afraid to use her own rather disgusting clan habits to catch people off guard... namely vomiting up scrolls of various agreements and treaties.

If anything, the woman always makes an impression on those she deals with, one way or another. She is excellent at the task of brokering deals and working with politics, while at the same time her temper rivals almost anyone else, she is something to fear when her wrath is awoken.
Head of Village Mercantile
Hibiki Ryo
Hibiki Ryo is a very soft spoken man, often choosing to converse in whispers that are almost always accompanied by these knowing smirks that drive those around him crazy. People always wonder why he looks like the cat who ate the rat, like a man who knows more than he's telling. He has a love of music and is able to play almost any instrument, though he is most often seen with a violin as he walks the merchant quarters, ensuring everything is running smoothly.

It is because of him that the merchants have had so few disputes as of late, and it is from him that almost every mission comes that details an incident among the merchants or shops in the village. He has done very well at keeping the peace, even with his all knowing little smirks and eyes sparkling with an unknown mischief.
Head of Village Military
Yuuma Aoi
Yuuma Aoi is most well known for two things, his callous and unfeeling nature, and his unreturned interests in Sakugu Akemi. Though some think the man appears effeminate and weak physically, if they were to spar him they'd quickly find his strength can rival any Jounin, and even some of the banin of the village. He prides himself on his physical appearance and prowess in taijutsu. But most of all, and most important to his position, is his tactical mind and ability to think at least three steps ahead of any opponent.

In meetings he often stays quiet, keeping his hood up and his blue eyes sparkling from within, smoldering with almost an innate boredom and disinterest. Yet when he does speak it's often vital to the conversation, though he has no talent for politics, and as such while he is a military adviser he is never called on to 'smooth over relations'.
Head of Clan Interests & Relations
Ayaka Hana
Ayaka Hana is a very kind hearted woman and one of the few members of the council with zero experience as a shinobi. Both of her parents and all of her siblings have served, but Hana herself chose to run a business in town for some time and became rather well known for her ability to stall and stop arguments and disputes. Though it was useful as a merchant, it was decided her talents would be best used to settle disputes between the clans. Because of her lack of a shinobi backround she's actually seen as being able to present a far less biased opinion on matters than others.

Her eyes are both kind and understanding, her smiles reassuring, and though some may think she appears meek she isn't afraid to put her foot down when absolutely necessary. All of these things being very important to her work with the clans, and vital in her day to day life on the council.
Head of Foreign Relations
Haruki Minato
Haruki Minato is a kind man who is always on the move, not only because he loves to travel but because of his role on the council. His job is maintaining and building foreign relations and as such he's very good at working himself both into and out of difficult situations. His voice is smooth as silk and his words, like honey, attract all. But the man is excellent with a blade and a great fighter, a necessity for a job such as his given how much he travels.

He always travels with his best friend, a grey dragon named Suzume, she is his ever present guardian and is only away from his side when he's within village limits, summoned the moment he leaves home. He never travels alone, always having at least four or five with him for his own safety, and he has little to no patience for meetings, always seeming annoyed or frustrated as he sits with arms crossed and a frown on his face.

The Hokage Trials
The Hokage of Konohagakure No Sato is meant to embody every aspect of the village in every way, in particular the Will of Fire. For it is he that that leads the entire village, not as a dictator, but as the father, brother, son of every member of that village. The Hokage Trials are meant to test his loyalties to the village itself, and more so, his commitment to the Will of Fire and everything it stands for. As such every trial is aptly named for an aspect of if, as stated in the 'Words of Fire'.
Trial of SpiritIn the Trial of Spirit the potential Hokage must demonstrate his/her ability to bring both hope and caring to the people of Konoha. Just how this is done can happen in a variety of ways. The individual could be asked to care for an orphan for a period of time, or perhaps to help a family whose life has fallen in disarray. It can be that simple, or it can be more complicated. The ways this can be done are not limited, in fact the only limitation is the wishes of the village council.
The Trial of HeartThere are many who stumble on the Trial of Heart, for in this trial the one being tested is expected to inspire others into action. It may sound simple in theory but sometimes people who have been wronged over and over again cannot be convinced to take action for others as they are so wrapped up in themselves and their own selfishness, they see nothing else. Often this is done on a larger scale, either involving an entire clan, or a neighboring village that has recently met with hardship. The greatest difficulty is that the individual being tested and specifically told not to take action themselves, their only purpose is to help others find the drive within to act with determination.
The Trial of MindMuch like the aspect of the Mind of the Will of Fire is not the least important, it is often the most difficult trial of all. The Village Council will choose someone with exceptional skill in the arts of interrogation and torture and the one seeking the position of Hokage will be put through any test imaginable by that person. Many are confident of their mental strength, but so few are able to hold to it under the right pressures. Yet the Hokage is expected to be exceptional in all aspects of the Will of Fire, to include the aspect of Mind.

Existing for nearly a millennium, Konohagakure no Sato has a storied history filled with various heroes, leaders, traitors and enemies. Of these people, those who stand out most are those who held the prestigious title of Hokage. The Fire Shadow, the man (or woman) who leads the village and its council, who acts as the parents to all it's people, and who carries the burdens of all of their decisions.

Unfortunately, for the first 200 years the village existed, the title of Kage did not exist. Instead leadership lay solely in the hand of a council which often had individual, distinguished members who would often take the helm on decisions. During one of the first peace summits between the three initial villages (Konohagakure, Iwagakure and Sunagakure), the daimyo of their respective villages agreed that a singular leader, rather than entire councils, would better serve their needs. As such, the title of Kages, men who would shadow their villages with raw power, act as their shield, and their sword, would be chosen.

As such, this post will detail all 16 Hokage that the village has had, as well as some significant individuals in the initial councils.
