Description of the Organization: The Battosai squadron is an elite collection of four 3-man cells that operate under a common goal. Battosai's objective is to protect the nation from all shinobi threats on the horizon. Battosai is trained to neutralize ninja tactics and apprehend rogue shinobi forces. Each member has an exceptionally high potential to perform extraordinarily. The captain of Battosai works with a mysterious council of Heart's elite to cultivate the squadron early in life. Despite being extremely prolific, the squadron's members operate anonymously in the field. No one on the outside knows who is within the ranks of Battosai, and even some members are kept confidential among the group. The squadron specializes in assassinations, counter-intelligence, espionage, interrogation, high profile bodyguarding, tracking missing ninja, developing ninja technology to combat evolving Shinobi warfare, assault operations, and rescue missions. Samurai who work with Battosai are impressed by their sure-footedness in the field, and the council members who direct Battosai work to maintain safety for the Heart Empire, at all costs.
Requirements of the Organization: All members of Battosai must be at least Fuyubushi and specialize in 2 of the following: assassinations, counter-intelligence, espionage, interrogation, high profile bodyguarding, tracking missing ninja, developing ninja technology to combat evolving Shinobi warfare, assault operations, or rescue missions.

Botan Shrine On the corner of Yusukan Avenue and Giya Street, there is a large, one story shrine house dedicated to the Vrashni gods. It is held together by strong, treated wood, and the building has been a part of the neighborhood for decades. People know it as Botan Shrine, and they say it is haunted, for the shrine is always maintained, and yet no one is ever seen keeping up with the building.
Botan Shrine is not, in fact, haunted. It is a government council chamber where several councilman of Heart Empire's constiutent states meet. Their meeting are largely held under wraps, so much so that even the grounds of Botan Shrine are maintained by invisible samurai. No one ever sees people leaving Botan Shrine either, as there is a deep underground network of tunnels that one can maneuver around Xincha from. It is an incredibly mysterious shrine, and few events that go on there are recorded. Among the ones that have been is the formation of Battosai.
The council members of Heart put together Battosai for several reasons. On the outside, they needed to protect the samurai nation from ninja alliances ganging up on them. The formative talks of Battosai were very patriotic, and the people of Heart supported the squadron's conception. Beneath this national favor though, the council was orchestrating a hidden function of Battosai. The samurai would serve to protect the nation, but in doing so, they would be the front lines of the darkest wars that Heart engaged in. Battosai would be committing war crimes. It was best that this was unknown to the public though, and the council set up a carefully constructed organization to handle Battosai's public and private business.
Councilman Shiro, a code name, is the public face for Battosai. He ensures they have a favorable reputation among the people and perform outwardly good deeds for the nation. Behind him, is a collection of an unknown number of council people. They have a democratic sort of function in regards to Battosai, and control what the squadron does on the field. Due to Battosai typically engaging in war crimes, only the captain meets with Councilman Shiro in Botan Shrine, for Intel on missions.
Formalities
Founded as a military arm of the Heart Empire, Battosai falls under the jusidiction of Tea's laws. This means that what Battosai is able to publicly achieve, and privately partake in, are governed by the political scene of Tea. While Tea does answer to Heart Empire's federal government, they have overall say so when it comes to martial law in Xincha, where Battosai is located, and that gives the state more freedom than what Heart Empire might publicly engage in.
Funded by both private backers and the federal government, Battosai has a nearly unlimited budget. Most of their funding goes to bribery and other nefarious deeds, but a good portion is funneled into the squadron for research on ninja technology. Battosai is the leading black ops unit on technology, the squadron greatly benefiting from the Kisama clan of Heart. All of the members of Battosai are instructed on how to use the most cutting edge of Fuuinjutsu technology.
While each member of Battosai is kept secret under a code name, there are members of the squadron who possess super star status in the world. These member's identities are kept closely guarded. There are no written records of any names, mission briefings, or receipts. Battosai members are completely safe to engage with the public under no scrutiny. However, if they somehow expose their position, they will be silenced.
Hierarchy
From the top down, Battosai passes information in a specific order.
The Council -> The Captain of Battosai -> The Relevant Cell Leader -> The Team
There is no deviation from this. If information is passed to any party outside of the relevant one listed, it will be assumed to be treason.
The Council is a group of political leaders in Heart. They may be party advocates, Shogun's, Shogun's retainers, doctors, business men, or another person with a noble position in the Heart Empire. These people are listeners to the constituent parties of Heart, and they direct the Captain on matters that must be dealt with in a covert, military fashion. No one knows any of the Councilman.
The Captain of Battosai is known as Mushoku, or Colorless. They receive intelligence directly from the Council, and instruct the Cell Leader's on missions. The Captain of Battosai is one of the highest military positions in the Heart Empire. They are able to produce massive life altering missions from outside the Heart Empire's public intelligence, and influence the direction of the nations homeland security. The Mushoku essentially operates outside of the law, and yet maintains jurisdiction within the law at the same time. Among Battosai, their word is absolute, and they hold quite a bit of power on the streets too.
Cell Leader's are directors of three man units that are loosely held together within Battosai by compatibility and potential. Cell Leader's are in charge of 2 members of Battosai. They help the cell train and function as members of the military. As well, in the field, Cell Leader's are in charge of missions. Cell Leader's face the most stress of any position in Battosai, swallowing both the anxiety of life and death situations and the middle management positions bureaucratic weight. Cell Leader's are arranged by code names of the 4 Cardinal Spirit's. Genbu of the North (Black), Seiryu of the East (Blue), Suzaku of the South (Red), and Byakko of the West (White). These Cell Leader's are given a signature color to represent their place on the team, though it is not always displayed. When a cell is arranged of more than 1 Cell Leader, it is called a Taikakusen Cell.
The Team is every member of Battosai that is not operating as a Cell Leader, nor is the Captain. The team composes Battosai's backbone and is expected to maintain in top condition, spiritually, mentally and physically. Each Team member of Battosai contributes in their own special way, and as such they are greatly rewarded for their service. Extremely favorable conditions are rewarded to samurai who graduate from Battosai's rank's, and it is without a doubt one of the most rarest honor's to be bestowed in Heart. This honor is given to Battosai retiree's in the form of a purple Heart medal, called the Violet Heart.

Cell Configuration
The arrangement of cell's is dictated by the individual member's intrinsic talents and concentrations. Their style's are paired up to be the most effective, and then the members are trained in specific protocols for various missions. According to their training, the cell member is given two specialties at which they excel, for which they are considered for when missions are given to Cell Leaders. That is to say, if Nibui is exceptional in Assassination missions, it will be his specialty, and when these missions come up he will be considered by the Cell Leader taking on the mission, whether or not he fits the team being put together. This means that members of Battosai, not Cell Leaders, are not fixed to their Cell. They can be pulled by another cell leader for a mission. The member's home cell is purely to reflect their talent's and concentrations.
Cell Line-Up
Aka Cell
The first cell of Battosai is known as the Red Cell, or Aka Cell. It is led by Suzaku, and leads the majority of international assault missions for Battosai. Aka Cell member's are elite combatant's in the crucible of war, and they possess undeniable passion for the samurai arts. The members of Aa Cell partake in rigorous training camps across the world, testing their bodies endurance and their mind's Willpower against all manner's of natural disaster. Aka Cell memer's are worldly samurai, and often Garner fame as samurai in the Heart Empire. Functionally speaking, Aka has a map of target's that the Heart Empire intends to lay siege to. Suzaku and his cell operate outside of the law to assassinate and destroy these high priority entities. Aka Cell is known around the world more than the rest of Battosai. When someone hears of Battosai, they think of the members of the Aka Cell, which means that Aka is the public face for Battosai.

Kuro Cell
The second cell of Battosai is known as the Black Cell, or Kuro Cell. It is led by the Genbu, and manages the information network of Heart Empire's most elite. Kuro Cell member's become exceptionally aware of the happenings in their nation, and they know more than they would be willing to admit. The members of Kuro Cell are equipped with the most elite communications and surveillance equipment that the Heart Empire can afford. They control the roads and water's of Heart Empire. Kuro Cell maintain's naval command of Heart Empire's most technologically advanced, steam ships. This fleet is composed of 6 ships, and known as Chiyodagata. Functionally speaking, Kuro maintains the information highway that flows through Heart, ensuring that only approved sources are heard, and only trusted people are listening. They do this with a network of correspondents throughout the nation, and their power steps into international circles. Kuro is known for being the most personally guarded of Cells, it's member's are highly protective of their lives due to the depraved words they have heard at work for Battosai.

Ao Cell
The third cell of Battosai is known as the Blue Cell, or Ao Cell. It is led by the Seiryu, and operates the bulk of homeland security missions for Battosai. Ao Cell members become very familiar with the inner workings of the Heart Empires political network. They are most notable for their horses, which are maintained by private backers of Battosai. The Ao Cell members each have a horse that they ride across the nation. Functionally speaking, Ao handles body guarding high priority targets, sweeping terrorist bases in Heart and maintaining the network of broadcasting towers that Heart uses for their radio system. Ao is known for being a highly flexible cell, with it's leader having the esteemed capability to adapt on the fly with high pressure mission objectives.

Shiro Cell
The fourth cell of Battosai is known as the White Cell, or Shiro Cell. It is led by the Byakko, and operates the air force of Battosai. Shiro Cell member's become very understanding of the ever improving steam technology of the Heart Empire. They live and breathe gears, and all of the member's know their way around a map. Shiro Cell member's are incredibly adept with long termed missions, and often are unseen for several years at a time. Functionally speaking, Shiro handles air strikes and various reconnaissance that the Heart Empire undertakes with the aid of aerospace technology. Shiro is known for possessing the brightest member's of Battosai, in some way or another. Often the member's of Shiro are quirky, but their patriotism remains absolute. No one is let down when Shiro Cell is flying.
