Background:

When people think of Kirigakure, what usually comes to mind is their infamous hunting division. Known as hunter-nin throughout the country and beyond, they are a division within the Kirigakure military known primarily for tracking and brutally disposing of rogue shinobi. Over generations, HHD has developed the reputation for utterly eliminating targets and has instilled fear throughout the land especially in those foolish enough to desert the village and or commit crimes against the state. It doesn’t come as a surprise then to find that the shinobi that make up the division are some of the finest Kirigakure has to offer being able to expertly accomplish any task given.

The division is technically separated into two units and then into squads, each having up to four members. Members are often rearranged depending on the needs of the mission and or the needs of the village at the time. It isn't uncommon for a member to have worked with everyone in the organization at least once, the community is quite close knit and competitive, especially when they measure how many 'heads' each has gained during their time in the division. Each squad has an appointed squad leader that overlooks their squad during a task or mission. Squad leader's will often change based on the task at hand but is usually only reserved for those that show great leadership and or the potential to complete the tasks handed to them efficiently, effectively, and without failure.

Objective:

The primary objective of the HHD, is to provide safety and security throughout the village by carefully disposing of threats. They are the wards of those that cross the village, keeping the general populace in line through their actions of searching and destroying any and all threats that endanger the safety of the village. With that in mind they carry out a variety of tasks exclusively for the village and are usually sent in as a special forces unit to get difficult tasks done without failure. On occasion they are used to complete foreign contracts like the regular force, but that is a rarity usually only reserved for the daimyo of Water Country. There are figuratively two units within HHD that each specialize in a certain area but every member is versed in the other and able to fill when needed. These are the said units within the division:

Hunt and Disposal UnitShow

The most renowned and infamous unit of the HHD. The sole purpose of the hunt and disposal unit is the complete disposal of a target. They kill their target, taking the head as proof, and then completely dispose of the body by using various methods, cremation being the most common. This is done in order to make sure the village secrets which a ninja's body holds — such as chakra types, herbs eaten, ninjutsu, special medicine, and kekkei genkai — will not be revealed to outsiders.

Torture and Interrogation UnitShow

These are some of the most malicious and heartless bastards you will find in the village, their sole responsibility is to retrieve information from people by any means necessary. They are infamous for going beyond the norms of any other interrogation unit, often mutilating those under their care beyond recognition and or crippling their victims until they get something of value from them.

Base of Operations:

HeadquartersShow

The bulk of HHD are situated underneath the main administrative building in what could only be described as a military bunker. The division literally operates in the shadows of the village while the rest of the village goes about with their own devices above ground. This base of operations is everything an operator has ever wanted coming with a multitude of facilities required to get the task done right the first time. Included are the following: interrogation rooms, offices, sleeping quarters, training area, armory, confinement area, briefing rooms, and archives. Coming equipped with all of the above this place is the perfect place to literally vanish from the world above. With all the necessities, one doesn't truly need to leave unless required to for a task or mission. Surprisingly, many actually opt to go this route, throwing themselves wholly at their work.

The public face of the HHD rests in front of a rather large vault door leading down into the bunker. The door is littered with a multitude of complex fuuinjutsu protecting it from any external threats attempting to infiltrate downward. On the right side of this impressive door is a single desk leading to an array of offices. Here is where the majority of the day to day business is completed, which is composed mostly of recruiting, information collection, and contracts. The standard forces apply here from time to time, yet usually to their dismay as they would have already been contacted if they were worth an investment. Fortunately, not all that apply are turned away. Many tend to rise to the occasion when put through the intensive recruitment process.

Behind the door and downward is where the true face of HHD lies. There is a vast network of tunnels that lead to the multiple facilities mentioned earlier. At the center of the facility is a large room that acts as the command center of the HHD. The command center is a place for all members to gather during times of crisis and or for mission briefing and the like. This room has significant importance as it is usually the place in which mutiny is enacted if ever the commander is in need of replacement. As with the the most prestigious position in the village, Mizukage, the title of commander is also a contested one with an option provided for those willing to take control forcefully. Indeed a rarity to behold, the act has happened before, however usually only during the most strenuous of times when leadership is required beyond what has already been attempted.

Surrounding the central command chamber is where the the majority of the HHD operates. Protected by a complicated security system the whole thing can be completely flooded if compromised. Brutal interrogations and things of questionable nature are the norm here. Things are not always by the book when you're underneath the village in this facility, but the majority of village can sleep a bit better knowing that these tireless few work day and night to ensure the safety of the village. This is definitely the most secured place within the division and acts as a unifying area in which those in the division can thrive and grow to become perfect weapons in service of Kirigakure no Sato.

Requirements: All members are required to complete a recruitment thread with an active member of the organization. Additionally there are some in-character restrictions that add flavor to the organization listed below:

• Rank: Due to the nature of work done by HHD field operators, those of Chuunin rank or above are only considered for the organizations strenuous recruitment process. Genin are allowed but are restricted solely to intern placement in the offices above the facility until they are ready to take the intensive recruitment process to gain operator status within the division, which they may take as a genin when they are ready. However, a Genin intern may accompany an operator during routine village oriented missions, such as scouting, information gathering, torture and interrogation, etc.
• Standard Operator Mask: Members are given and expected to carry a white mask with the symbol of Kirigakure prominently displayed on the forehead when on official organization business. The reasoning behind this requirement is obviously to keep the identity of members hidden from outside military forces and or the many threats encountered. The masks have thin slits to see out of and are often decorated with various shapes in any preference the operator wants.

When thrown it will cause for the thrower to become invisible to the naked eye for the next four posts as long as the thrower does not exceed 1/3 of their [Speed]. The needles themselves are able to alter their course of flight to home in on their intended target for the next two posts but are unable to make radical changes in their course of flight. Able to swerve left and right up to forty-five degrees in flight to respond changes from the target and to bypass objects that come between the target and the weapon.
