Some members of S.T.R.A.T.O.S are stripped from the records of Kumogakure, they essentially have no rank. As such, the only ones who have authority over members of S.T.R.A.T.O.S are the Outpost leaders who hand out missions and assignments, the leader of the entire organisation (Nonki, Hotaru). All other members are to operate on a respect basis and respect the decisions and opinions of the other members. (Note: Though they essentially have no rank, the work done by members who join S.T.R.A.T.O.S is still recognised by S.T.R.A.T.O.S leader (Hotaru aka Yoho). This allows them to still rank up, only instead of Rping with the Kage, they would RP with the Black Ops leader.) |
| [Overview] SpoilerShow The S.T.R.A.T.O.S are a force that does not work directly for the village, but work for the country as a whole. These members are certain villagers that have proven that they are ninja that can get the job done no matter the cost, and are willing to give their life for the mission. These members though have been sworn to secrecy due to their occasional breaking of the rules in the attempt to keep peace within the village and country. Once one becomes a member their history is wiped from the village archives, and they are forbidden to talk to any one other then higher ups or fellow black op members in private qourters about their missions. If they do then the ninja in question will be killed on the spot. As mentioned above, when a person joins S.T.R.A.T.O.S their entire existence is wiped from the records of Kumogakure. This is to provide S.T.R.A.T.O.S members with better security with their identity. At the same time, a reason for the sudden disappearance of the ninja from the village will be given. In many cases, the ninja is 'sent on a dangerous mission' where they are killed or disappear. This is done to as a way to explain the sudden disappearance of the villager. | [Job Description] SpoilerShow The members of S.T.R.A.T.O.S are all about stealth. They are all about keeping things quiet as opposed to causing a scene. As such, S.T.R.A.T.O.S member work behind the scene, gathering intel from across the country in an effort to not only provide the village with a greater defense against outer threats, but also protect them from any internal threats. S.T.R.A.T.O.S are also the ones who will be assigned assassination missions if an assassination was to be carried out. Often times they will also be on the hunt for rouge ninja in the country since they are able to move around the country and gain information from people easier than the typical ninja of Kumogakure. Every now and then, they may even be sent on a mission in which they help out villagers. S.T.R.A.T.O.S work under the 3 Rings system, where Chuunin are placed within the first ring (Kumogakure no Sato) in plain clothes, working as undercover agents to stop illegal activities and infiltrate gang activities. Second Ring are for more seasoned S.T.R.A.T.O.S members and are generally reserved for Special Jounin that operate outside of L/C, on tracking, recon, intelligence operations, etc. Third ring is the most classified of them all and are generally reserved for Jounin+, If a S.T.R.A.T.O.S member accepts to join the third ring they willingly accept that they are branded traitors of Kumogakure, in order to work more efficiently on the outside part of the world. | [S.T.R.A.T.O.S Assignment] SpoilerShow TS.T.R.A.T.O.S have 'outposts' located in the North, the South, the East, and the West of the country. The exact location of these outposts is unknown to any but those who are assigned to them, including other members of S.T.R.A.T.O.S. Once a ninja has become a member of S.T.R.A.T.O.S, they will be assigned to one of these outposts. Which outpost they are assigned to determines what part of the country S.T.R.A.T.O.S member is in charge of patrolling and protecting. Typically, S.T.R.A.T.O.S members gather every month or so as a group in their specified outposts to discuss mission distribution and other issues that deserve their attention. After the countless hours of patrolling these areas, the member should become relatively familiar with the land and it's people, potentially making it easier to gather information. When a new member is added to S.T.R.A.T.O.S, regardless of the Outpost they are assigned to, all agents are made aware of their identities. Also, though their assigned outpost should be the primary area they patrol, they are not confined to only that area when they have a specified mission that requires them to travel to a different part of the country and may sometimes interact with S.T.R.A.T.O.S members of other outposts. |
Dress codeShow
The agents dress code is less about what TO wear and more about what NOT to wear. Members of the group are forbidden to wear any item of clothing that identifies their loyalty to Kumogakure. This includes, but is not limited to, forehead protectors, tattoos of the Kumogakure cloud symbol, and shirts/pants that display the Kumogakure cloud symbol.
Members should also do their best to 'blend in' to the people of the villages and should avoid carrying around excessive amounts of weaponry. Though this is not required, it will assist the member in playing the part of a common person rather than a ninja.

Stealth Suit
Stealth Suit is a black head to toe armour made of weaved material that masks the users noise, although currently at this level all it does is hide the users features and makes them harder to spot in dark spots/at night. |

After [name] joins S.T.R.A.T.O.S this seal is placed under his/her tongue. By putting this fuuin on his/her tongue, if he/she would ever start to say his/her real name, rank, or anything directly related to the work of Black Ops, to anybody who does not have the seal on their tongue as well, his/her body instantly freezes and his/her mouth shuts, cutting off what he/she would say. This does not keep them from using their fake name however.

This is a simple technique that allows Black Ops members to communicate in silence, with this simple technique the ninjas are able to perform short commands via hand signals. This also allows them to freely communicate without fearing that the enemy will understand what they are signalling as only Black Ops members know the signals.

A technique that allows black ops members to have full communication without words, these are mostly used when trying to relay a longer message as it takes longer to perform but can also be used for deep cover as a mute character.

A simple technique that allows the user to stare straight into the eyes of the target as they lie instead of looking to the side, this technique also allows the users to remove the majority of their tell signs of lying.

C-Rank Maneuver Taijutsu
This is one of the most basic techniques the spy has in thier archive, first it requires that the user knows where to plant the item (1 post) on the person, then bumps into them and attempt to place it in the targets pocket, if the target has lower Speed than the users Speed then they won't notice. This works on object smaller than a pouch.
Hide and Seek
C-Rank Maneuver Taijutsu
Basic technique that allows the user to hide in unconventional places but to such a degree that the target either needs to find them via perception techniques or physically stumble upon them, this technique works well with other techniques such as Henge and etc.
Leave no Traces Behind
B-Rank Discipline Taijutsu
The user remembers to leave as little to no possible evidence, whether it's when they are tracking or when they get the chance to return to a location. The user is able to conceal tracks equal to their Taijutsu and will remain concealed unless the target enhances, otherwise they need equal or higher instinct than the user.

| Full Metal Full Metal is a protective vest made of weaved material that combines special threads that holds up the black vest. From first glance the vest appear nothing out of the ordinary for ninja to wear. The secret lies in the technique of the sewing, the vest is able to stop forces that fail to exceed 15 strength and protects the user from harm. It covers the front, back and rib cages. This vest is slim fitted and can be worn underneath outfits that aren't Skin Tight. |
