Description of the Organization: An organization largely formed after the great war, the Kobushi Kaishuu seeks to unite the minor people under a single banner as insurance against what happened ever happening again.
Requirements of the Organization: Members must display 'samurai spirit', a nebulous trait determined by existing members. Members of the organization are ranked not by ninja standards, but instead follow their own ranking system.

This modern marvel of technology fits snugly as a headset over most people's heads, and an extendable antenna allows communication over long distances to keep troops in line... or simply as a personal communication device. Only requiring the barest whisper and a slight change in a dial on the side to choose a channel to send the message to, these communication devices are spread throughout the soldiers of the Heart Empire, making it easy to have backup when necessary. Within the Heart Empire, or anywhere that a booster has been set up (such as active warzones, or the trains that pass through the Heart Empire), the range is theoretically infinite. Outside of the bounds of the boosters, they are still able to communicate effectively up to 500m away.

Iaido Kenjutsu
The samurai of the Land of Tea have produced a unique style of Kenjutsu called Iaido. Unlike other styles, which rely on the sword being drawn to attack, a practitioner of Iaido is always ready to attack their opponents, even when their weapon is sheathed in its scabbard. Known as a "sword drawing" technique, Iaido uses the smooth, linear motion of pulling the sword from its sheath to create abnormally fast slashes and strikes against often ignorant and unsuspecting opponents. Though the katana is preferred for this style, any curved sword single-edged sword with a complimenting scabbard is compatible with this style. Their ability to fight with both traditional swordplay and hand-to-hand combat while perfectly capable of switching to quick slashes and stabs using Iaido's hallmark techniques makes practitioners of this style unpredictable fighters.

The hallmark of Iaido is its practitioners abilities to launch an attack even when their swords are sheathed. This Discipline represents the practitioner's capacity to consistently execute a sword draw and slash all in one movement by gripping the edge of the scabbard and pulling the scabbard slightly forward before drawing the sword. This Discipline enables the practitioner to immediately draw their sword and attack at the start of combat.

Since Iaido is a style that prioritizes speed over brute strength, wise usage of the blade is paramount to the practitioner's success in the style. This Discipline represents the practitioner's knowledge of their weapon's strengths and weaknesses in combat, allowing them to use the weapon more efficiently both inside and outside of its use in Iaido techniques and avoid unnecessarily presenting their weapon's blind spots to the opponent.

After practicing for a long amount of time with the concept of using both of their hands with equal skill, the user has developed a level of ambidexterity that allows them to utilize both hands equally and as effectively without any penalty. This extends to other methods of combat or simple everyday life as well.

The practitioner has learned how to more quickly and efficiently sheath his blades. The practitioner can now seamlessly transition from drawing their blade to slash to sheathing their blade, allowing the practitioner to sheath their sword in half the time, up to a maximum speed equal to their Speed score, for the more rapid execution of Iaido techniques.

D-Rank Taijutsu Maneuver
The most iconic (and most basic) strike of Iaido, the practitioner quickly draws and cuts with their blade in a wide arc in one fluid motion. This simultaneous draw and attack straight from the scabbard makes Iaido well-suited for an initial surprise attack and for taking advantage of openings presented by the opponent.

A simple yet potent defense, especially against other weapons users, the practitioner partially draws the sword from its scabbard and blocks incoming attacks with the back of their blade. This technique is ineffective against opponents with higher Strength than the practitioner's Strength.

D-Rank Taijutsu Maneuver
A defensive technique particularly useful when an opponent is close to the practitioner or is clinching them in a grapple, the practitioner grabs the hilt of their sword with a reverse grip and rams the butt or pommel of the hilt into the opponent's body, pushing the opponent back a number of meters equal to the difference between their Strength scores. Conversely, against opponents with higher Strength than their own, the practitioner can use this technique to push themselves back a number of meters equal to their own Strength score. The speed and simplicity of the attack can push opponents away and give the practitioner the needed space to set up additional attacks.

Prerequisite(s): [i]8 Speed[/i]
A simple technique meant to cripple the target's vision, the practitioner draws the sword from its scabbard and aims a quick slash at the eyes. This technique can be done in any single direction to either target one or both of the opponent's eyes.

C-Rank Taijutsu Discipline
Losing the use of one's hand or arm in a fight can be a death sentence, but Iaido has found a simple, elegant response to this desperate situation. Using their free hand, the practitioner momentarily braces the edge of their sword against the inside of the scabbard before drawing. While it does not confer the instant acceleration benefit of its parent technique, this Discipline does allow the practitioner to use Iaido techniques at their normal speed even with only one hand.

The practitioner has learned how to more quickly and efficiently sheath his blades even without the use of both hands. The practitioner can now sheath the blade just as quickly with one hand as could be done with two hands, and so long as the scabbard remains on their person, the practitioner will always have an exact knowledge of the position of their scabbard.

C-Rank Taijutsu Discipline
Using Iaido to its fullest requires a keen eye and quick reactions, enabling its users to target weaknesses and openings that their opponents present almost instantaneously. This Discipline represents the practitioner's ability to attack openings that present themselves, the practitioner now able to reflexively attack an opening in almost the same moment that it is observed. This Discipline reduces the gap of time between a practitioner recognizing a potential opening for attack and launching the attack to exploit said opening to almost nil.

Drawing upon the superlative speed of Iaido, the practitioner momentarily torques the muscles in their body to draw their sword from its scabbard and deliver a blindingly fast slash before sheathing their blade. Properly reading this attack requires the opponent to have a Perception technique of equal or higher rank than this technique. Otherwise, they cannot accurately read the attack and will be unlikely to completely avoid the attack, if at all.

An abnormally aggressive technique in Iaido, this technique serves as a preemptive counter, attacking the opponent in the split moment between drawing back to prepare an attack and launching said attack. Violently torquing the muscles in their legs, the practitioner more quickly accelerates to their maximum speed (or instantly accelerating to their max speed if their Strength is equal or higher than their Speed) than with normal movement. With this movement, the practitioner bolts toward the opponent and launches an attack, cutting the opponent as they pass to their side. This technique can be used while moving to immediately change direction instead before launching the attack. Properly reading this attack requires the opponent to have a Perception technique of equal or higher rank than this technique.

C-Rank Taijutsu Maneuver
Prerequisite(s): [i]15 Speed[/i]
A technique refining the concept of targeting multiple opponents with a single draw, the practitioner uses their sheath hand to reverse grip the hilt. Using the one hand, the practitioner quickly torques their body and cuts with a reverse hand slash a full 360 degrees before immediately sheathing the blade. This technique can strike multiple opponents at once, and the reverse grip of the sword allows the practitioner to more easily defend against counterattacks immediately after.

S-Rank Taijutsu Discipline
Prerequisite: [Perception]
Without being particularly more sensitive, even the slightest bit of change from another slight bit of change can be read and interpreted in a split second by the user of this technique. This first jutsu in the series makes their nose good enough to be able to track someone by scent better than a bloodhound up to five miles away, and notice any sudden changes in scents easily. With the two senses so strongly interconnected, this also effects the users sense of taste, allowing them to detect differences in blood or soil samples, or taste even otherwise tasteless poisons in his food.

Eyes of Sincerity
S-Rank Taijutsu Discipline
Prerequisite: [Perception]
This second jutsu in the series makes the user an excellent visual tracker, able to control their eyes independently to better follow multiple moving targets, or noticing even the slightest changes in the scenery, whether it be the way dust particles move around in the wind, or the slightest breeze barely nudging grass. This effect can go outwards up to two miles, with their regular vision still being effective past that.

This third jutsu in the series makes the user an excellent auditory conduit. Able to hear the slightest pitch changes in someone's voice, the whistle of an arrow over a mile away, or make out a distinct conversation even in the din of a workshop or busy market from up to 200m away.

Feelings of Courage
S-Rank Taijutsu Discipline
Prerequisite: [Perception]
This final jutsu in the series gives the user an ultimate sense of touch on all things. Their sense of touch is so great that they can even feel vibrations on the ground of people moving nearby, even in thick snow or rugged sand. This vibration sense has a 150m range, and while they can't tell exactly what each vibration is caused by unless they've felt them before, they can get a distinct impression on the number, weight, and size of objects and people within range.

Heart of Honor
S-Rank Taijutsu Discipline
Prerequisite: [Perception], S rank perception jutsu covering all 5 senses
Whether it be blinded by rage, blinded by bright lights, deaf by loud noises, or any other such things, the user will always found ways out of the situation. Rumors say this technique is done by fighting with only their heart, but the truth is that because their senses are so highly tuned, that as long as one of their 5 senses are available (or six, should the need arise), that they can continue fighting with as much skill, speed, and precision as ever. Even the otherwise minor sense of taste can be fully utilized to fight opponents, a truly impossible feat that nobody would believe, and as such, fighting with his heart is a much easier answer.

Working in tandem with the Heart Empires extensive sensory network, select volunteers from each small village, hamlet, or otherwise are given enchanted weapons suited to their skills. At a moment's notice, or if the sensory network prompts a defensive reaction, the weapons will flood their wielders with intense amounts of chakra, amplifying their skills and talents, allowing them to become A-rank defenders for the duration of the dangerous event.

Name of Outpost: Doushikai Academy
Location of Outpost: Outskirts of Xincha, Capital of Tea Country
Intent of Outpost: The new, prestigious Doushikai academy, where all forms of students gather, from those wishing to learn to use ninjutsu, samurai fighting styles, or even more traditional academics such as reading, math, and the sciences. Its doors are open to any natives of the Heart Empire, and foreigners upon examination by a board of locals.

Thanks to a series of hundreds of enchanted weapons located throughout the Heart Empire, some hidden in walls, and others proudly displayed over entryways or attached to statues, the Kobushi Kaishuu are able to monitor chakra signatures that come and go. This monitoring is extremely precise and powerful, and looks for non-natives, especially strong chakra signatures, and any abnormalities. This allows Heart Empire samurai to be dispatched at a moment's notice should anything or anyone out of the norm appear even near its borders, or at least allow them to be safely monitored through visual and chakra sensory means should no action need to be taken. This mostly tracks those that enter and leave the borders temporarily, rather than keeping track of every citizen and expat, though especially noteworthy individuals can be marked for precise tracking should they catch special attention.

Intent of Outpost: Once run by Kaguya, Aimi, Ōnamazu has since been brought into the fold of the Heart Empire, giving them a strong economic powerhouse, as well as acting as a buffer zone against some of the great villages.

Working in tandem with the Heart Empires extensive sensory network to flag targets and assist with aiming, Kisama, Oban and her clan have brought steam-powered cannons to protect the Empire. These cannons are precise out to a range of 500 meters, protecting Ōnamazu from would-be invaders. The ammunition used is provided by the Kinoko clan and filled with a special variety of their spores, exploding on impact to fill a 35m radius area with a cloud that will debuff intruders 10 speed for up to six posts after leaving the cloud, assisting in their capture or elimination.

Location of Outpost: River Country
Intent of Outpost: River Country's location and skilled shipwrights makes it a prime trading hub and naval base, acting as a stopoff point for the Heart Empire's navy, as well as being an invaluable economic booster by taxing those who would take shortcuts through it to avoid going around its long cape.

While the Heart Empire has some of the best boats, and access to trains, sometimes samurai need to move even faster. Thanks to the skilled Shipwrights of River Country, the economic boost of Gold Country, and the technical Knowhow of Kisama, Oban and her clan, the Empire has figured out how to transport soldiers and supplies even faster. Using steam power, large ships can be launched into the air and held aloft by powerful propellors, gas-filled bladders, and sometimes users of fuuton kinesis.

These ships come in two varieties, Sunflower class and Tulip class. At any given time, the Heart Empire can field 5 Sunflower class ships, and 15 Tulip class ships. Soldiers on board these ships have received specialized training for defense aboard the ship, as well as how to leave the ship rapidly and safely. These ships are unique in their deployment and use, and have the following stats associated with them.
