Physical Features:Standing at a towering height with a beast of a physique making him look huge. Icy blue eyes with large tusks sitting below his jaw. He has a bald head and his naturally large height combined with his muscular size make him imposing to be around. He has crystal blue skin which is caused by his natural icy skin. He is slightly cold to the touch almost as if his entire being is made of ice but it's only his outer layer covered in thin ice.
Clothing/Accessories: He mostly wears a hooded large fur cloak to hide himself from the outside world. Under his cloak he is shirtless and wears stone tipped fur boats that has leather straps to help tie his shoes. He also wears large fur pants with a fur kilt around his waist to giving him an almost tribal or barbaric look. Personality:

[li]General:Despite his appearance Kujira has proven to be quite the docile creature being mostly calm and soft-spoken, speaking in a strange accent which makes him sound even more soft. He is mostly reserved and quiet to himself almost hiding from the world for fear of being outcast or being mistaken as monster for his appearance. Despite all this within him hides a terrible rage rarely seen by the folk, he goes from soft-spoken and kind to loud and cruel this happens mostly when he is fighting but can happen outside of combat. Often times when he enters this enraged state often roars extremely loudly being able to be heard from far off, He is accent goes from making him docile to imposing and scary but his wrath is very temporary and simply doesn't last to long only exploding then quieting down.  [/li]
[li]Hopes/Dreams:To be respected and recognized member of Iron country, To protect and strengthen his countries standing, to find a close friend or loved one to respect and love him for who he is. [/li]

As it is an axe with a hammer head it's a weapon with utility. When Kujira got more in touch with his chakra Kujira had learned that he can grow in size on command increasing his weight in proportion to his height. This growth is based on his(Stamina+Control)/2=meters. He can choose when to stop growing allowing him to 'switch' between different sizes. The growth helps out in ways of travel most of the time being able to cross great distances with his longer legs. But can also be used to fight against summons and use the new found reach and size to destroy enemies from further away. He grows 10 meters per post,
Second Ability
Ice giant:
Due to him being an Ice giant his entire body is made of ice and Samui,Kujira is able to become one with Ice. After learning Chakra control Kujira has gained access to his Icy body and can use Icearound himself to recreate his body. This means that his body takes on the properties of Ice at all times. Any damage sustained by the body is able to be recovered by gathering more of the same element, and is incapable of bleeding. While this gives Samui,Kujira a form of almost invulnerability, if the object that holds their true self is damaged it spells out almost certain death. They are born with an anchor or Frigid core as he and other giant's calls, and it is located where Kujira's heart is. The Frigid core is in the shape of a icy blue crystal and glows with and Icy blue chakra. Because of the nature of his Ice body Kujira has a natural hardness trough his body which means that his body gets harder and stronger as he gains more control. Control=Strength

Ninjutsu: Elemental Specialist
Having devoted their lives to mastering the Elemental affinities, this shinobi is classified as an Elemental Ninjutsu Specialist. Elemental specialist are able to devote a total of 10 concentrations to elemental concentrations, unlike most people who are capped at 8. The user is not able to access any specializations that are marked for Ninjutsu Specialist, but instead, can now pick up concentrations marked for Elemental Specialists. Additionally, their two additional concentrations MUST be used for elements. They cannot use them for ninpou styles. However, they are only able to devote a max of 5 concentrations to Taijutsu, and a max of 5 concentrations to Genjutsu.

As a Ninjutsu Specialist, Kujira is able to utilize Ninjutsu concentrations reserved for specialists, but cannot utilize non-elemental ninjutsu specializations. Additionally they are able to enter the God Tier [45+] on select stats.These stats are Ninjutsu, Strength, Stamina, Control.

Fuuton has a natural cutting property to it, that exists in all jutsu unless otherwise stated. This gives fuuton a unique opportunity to strike with additional power, and to act as a offensive defense. Regardless of their purpose fuuton jutsu passively cut with no distinct pattern at 1/3rd the strength of the technique rounded down unless otherwise stated. This means if someone punched a 19 strength fuuton wall, they would get cuts on their hand applied with 6 strength. This also means that fuuton jutsu specifically designated to cut things can create devastating wound by essentially striking twice.
Suiton:
Suiton Affinity
A character with this concentration is able to utilize Suiton, and can make and use any custom or archived jutsu that require the Suiton affinity. Suiton has a passive enveloping effect.

Suiton's effect is enveloping, meaning that suiton passively surrounds anything that it makes contact with. Suiton techniques that do not last over periods of times (i.e, exploding techniques) drench their opponents, but long term techniques will envelop anything they come in contact with and maintain a hold on it with the 3/4th strength of the technique, rounded down. This means that if a suiton wave is shot forward with 17 strength, it will envelope and move anything with it that does not have more than 12 strength to resist it. This allows Suiton to fill a very powerful role in eliminating tools from opponent's access and capturing targets.

A character with this concentration is able to utilize Kōri, and can make and use any custom or archived jutsu that require the Kōri affinity. Kōri has a passive Freezing effect.

Kōri's effect is Freezing, meaning that Kōri passively freezes anything that it makes contact. Slowing anything down that be it techniques or people. This is dependent on the Strength requirement.

[li]1-10 Strength Requirement: Areas of the body contacted by Kōri become red and irritated, mostly being incredibly distracting. And any object will be cold to the touch (First degree frostbite) -1 Speed to target.[/li]
[li]11-20 Strength Requirement:Areas of the contacted by Kōri become frozen down deep, turning white (Second degree frostbite). Flesh affected will usually have multiple blisters appear. Flesh is cold enough to actually feel warm rather than cold, but becomes incredibly itchy and irritated. And any object will be cold to the touch and I will have a slight amount of frost. -5 Speed to target. [/li]
[li]21-35 Strength Requirement: Areas of the body contacted by Kōri Become frozen down to their fatty tissue. Flesh affected will begin to turn black from the severe cold, and all feeling will be lost after 2 posts of gestation (Third degree frostbite.) And any object will be very cold to the touch and I will have a large amount of frost  -8 Speed to target [/li]
[li]36+ Strength Requirement:Areas of the body contacted by Kōri become completely frozen up and if coming to contact with flesh freezing so rapidly that flesh does not have time to react and turn black as the previous stage, but rather turning just about anything into a Popsicle. Flesh affected will usually have multiple blisters appear. Areas affected immediately become completely without feeling, though areas connected will feel an intense burning/itching pain. And any object will be freezing cold to the touch and I will be completely frozen. -10 Speed to the target.[/li]

Elemental Ninjutsu: Advanced Channeling:
Elemental Advanced Channeling
This user has superb chakra control, and has learned to perform jutsu by channeling, without the use of hand seals. The user can channel any ninjutsu that is designed to be channel, and there are no specified parameters in which a jutsu must fall to be channeled by this method. To get this concentration the user must be an Elemental Ninjutsu Specialist, and have picked Control as one of their specialized stats.

After channeling, the jutsu the user can create a small wind around their weapon to cut their opponents with the strong winds. These winds extend about 1 inch from the weapon.

After channeling the jutsu, the user covers a projectile they are holding in fuuton empowered wind. Then, when the weapon has been thrown as normal, the user is able to change it's direction by up to 90 degrees once with no drop in momentum on the projectiles part. This technique only lasts one post.

After doing the needed hand seals, the user gathers wind around their feet. Then, the user will use the wind to blast them from the ground, enabling them to leap into the air an extra 10 meters at 3 extra speed. The user also has 3 less Taijutsu until they once again touch the ground. Those with less than 5 Taijutsu (after deduction) will stumble and fall when trying to land. The Fuuton passive is not applied in this technique.

After doing the needed hand seals or channeling the jutsu, the user can gather wind from the ground in a 5 meter area. And blast anyone that stands above the area, launching them 10 meters in the air.

After forming the necessary hand seals or channeling the jutsu, Kujira coats his axe-hammer head in a vortex of wind not adding anything to its weight for 5 posts. It also causes the weapon to gain an edge as sharp as your average sword. This also applies the fuuton passive with a strength of 10 on contact with an opponent. Allowing him to both crush and cut with his giant axe-hammer.

After forming the necessary hand seals or channeling the jutsu, the user points his index and midlle finger forward and having every single other finger pulled in. Then a small wind bullet the size of a tennis ball shoots out. This bullet flies with a speed of 10 and explodes with a force of 1 explosive tags. This bullet has a max range of 20 meters.

After doing the needed hand seals or channeling the jutsu, the user stretches out their hand and send out a strong gust of wind from their palm in a fan shape. Pushing with a strength of 30 and  flying out with a speed of 10. This wave is 10 meters wide and has a range of 30 meters.

After performing the required hand seals, the user stirs a great amount of wind around their person. A tornado with a 10m radius will form around them at 20 speed, extending up to 30m in the air. This wall of wind is perfect for defense or trapping an opponent in an enclosed area. Anything that tries to pass through the winds will be sliced viciously with 20 strength blades of wind as sharp as katana blades. This technique lasts for 4 posts, unless released earlier.

After doing the needed hand seals or channeling the jutsu, the user takes a deep breath then send out a heavy gust of wind by blowing out of their mouth in a cone shape for 40 meters. Pushing with a strength 30 and cutting with 10 strength. And flying out with a speed of 20. This cone is 20 meters in diameter. D-rank

After performing the correct hand seals the user will spray water created from the inside of their chest through their mouth. Once the water is expelled, it will form an umbrella shape that is concave to the user and about two meters in diameter. This defense is somewhat solid and can be formed in any direction the user can spit, up to five meters away. The defense is shot at a speed of 5 and has a strength of 5 and unless completely destroyed it lasts for three posts before falling lifelessly to the ground.

After performing the correct hand seals the user will form a dense ball of water approximately 6 centimeters in diameter in their hands. Upon lurching forward, they will release the ball towards an opponent up to 10 meters away at a speed of 6 and with a strength of 4.

After channeling the jutsu, The user will focus water out of their hand. Creating a large orb around the hand that gradually get smaller and completely disappears after 4 posts.
Kujira can uses this orb to splash water at his foes in close range with the water flying at 5 speed and hitting at 5 strength and has a range of 5 meters and the water spreads in a 5 meter area. This is mostly used as distraction to set up for taijutsu.

After channeling the jutsu, Kujira will send out a 2 meter water dolphin which flies at a speed of 4 and hits with a C-rank

After channeling the jutsu, Kujira will send out a 5 meter water Narwhal
which flies at a speed of 10 and explodes with a C-rank explosion. Scattering water around. This had a range of 10 meters.

After performing the correct hand seals the user expels a massive conicalwater torrent that drenches an area thoroughly, capable of soaking a meter down nearly instantly for soil and like materials. The cone has a base width of 15 meters and a range of 15 meters and travels at a speed of 10, pushing things back with a strength of 10.

After performing the correct hand seals the user expels a massive tidal wave of water 10 meters wide and nearly 5 meters tall. This wave travels forward at a speed of 10 and with a strength of 10 for up to 15 meters before losing it's steam and failing. B-rank

After channeling the jutsu, Kujira will send out a 8 meter water Orca
which flies at a speed of 16 and cause a 12 strength explosion on impact. Scattering water around. This had a range of 20 meters. During the course of it's travel, the user may alter the course of the Orca trough channeling.

B-Rank Ninjutsu
After performing the correct hand seals the user will expel a large amount of water from their body as a sweeping defense against hostile techniques. The water from the technique forms a cylinder around the user at a speed of 15, and flows around the user. It is approximately 7 meters around and 2 meters thick, leaving only the top unprotected. The wall has the ability to deflect things with a strength of 25, but even if something break through, the walls thick nature makes traversing through the water fully troublesome. The wall lasts up to three posts unless dispelled earlier by the user or destroyed. A-rank

After channeling the jutsu by using his ice body. Kujira will shot out a tiny ray of cold from his palm this ray will fly with a strength of 5 and speed of 5. The ray has a range of 5 meters and can be maintained for 2 posts.

After channeling the jutsu by using his ice body. This will create a 3 inch icy mist around the weapon he is using. Anything struck by the weapon will get first degree frostbite.

After channeling the jutsu by using his ice body. Kujira will breathe out cold air and cause a 5 metersnowy mist to appear in front of him masking his body. Mostly used to setup for attacks to catch his enemy of guard.

After channeling the jutsu by using his ice body. Kujira will create an ice ball in his hands. Which explodes with a strength of 2 explosive tags and flies at a speed of 6 this has a range of 10 meters

After channeling the jutsu by using his ice body. Kujira will hold out his arm as multiple icicles shot out his palms. The senbon fly at a strength of 1 and at a speed of 10. By channeling the jutsu the user can concentrate this attack and continue for up to 3 posts. And has a range of 10 meters.

After channeling the jutsu by using his ice body. Kujira will create a thick layer of Ice on any part of his body capable of blocking and deflecting attacks up to 15 strength. This layer of ice forms at a speed of 5. If struck by flesh in close range the ice will cause frostbite and slowdown. But when used against jutsu will deflect the attack instead. The Layer of ice last for 3 posts

After channeling the jutsu by using his ice body. Kujira will shot out a ray of cold 1 meter in dimeter from his palm this ray will fly with a strength of 10 and speed of 10. The ray has a range of 10 meters and can be maintained for 3 posts.

After channeling the jutsu by using his ice body. Kujira will create four different partisans that fly trough the air. These partisans fly at a speed of 10 and a strength of 10 with a max range of 20 meters.

After channeling the jutsu by using his ice body. Kujira will move his arm up as a 8 meter wall of ice will form in front of him with a with 8 meters at a speed of 13 and will reflect anything with a strength of 25. This wall lasts for 6 posts if not destroyed  

Kōriton •  Ice Statue
B-Rank Ninjutsu
After channeling the jutsu by using his ice body. Kujira will step back as an Ice statue equal to his size is formed. This statue is brittle and will instead form around the target if attacked to freeze them in place needing 25 strength to break out of and 15 speed to form and freeze around the target. If hit by multiple targets then it will take up more chakra per person to freeze the targets. The Icy prison lasts for 4 posts.

A-Rank Ninjutsu
After channeling the jutsu by using his ice body. Kujira will pull back his hands behind him where he will then cup his hands as if he was holding a basketball this will then gather Ice in this area creating a basket ball sized orb. When shot out of the hands the ball moves at a speed of 20 and Instead of hitting the opponent it will freeze around them keeping them in place needing 30 strength to break out of the icy prison. The Icy prison lasts for 6 posts.

A-rank Ninjutsu
After performing a A-rank Suiton jutsu, Kujira will channel the jutsu, rapidly freezing that technique. While the technique may lose it’s ability to permeate and envelope, it will become solid in quality, gaining +15 strength in impact force. This technique is useful for trapping in the event the suiton technique has already enveloped something. This can also be used to stop suiton attacks essentially canceling out any A-rank jutsu that doesn't have a strength equal or more then the users control.

After channeling the jutsu by using his ice body. Kujira hold his arm up for one post before a giant 20 meter in length and 10 meter in diameter Icicle will come from the sky crashing towards the ground at a speed of 30 and a Strikes with a strength of 40. This has a total range of 50 meters being able to be target wherever the user likes with in that range.

When an enemy is close enough he can lift the opponent over his shoulder, turn the enemy around then slam him/her to the ground on their back. This attack requires Kujira to have higher strength then the opponent

If Kujira is in range he will grab the opponent by the legs, If grabbed by the legs Kujira will spin around them then release sending the enemy hurling trough the air. If grabbing someone by the chest Kujira will pullback his arm then throw the enemy sending them flying. This attack requires Kujira to have higher strength then the opponent

At a moment where Kujira is close enough Kujira can grab his opponents legs and violently pullback towards his body. This will trip the opponent forcing them on their back, This attack requires Kujira to have higher strength then the opponent.

When Kujira is in indoor or close to a large sturdy structure he will run towards and enemy pick them up by the shoulder run and smash them against the wall. Otherwise it also works to slam them in to the ground. Stunning the opponent for 2 posts. This attack requires Kujira to have higher strength then the opponent

If close to a ceiling with an enemy close Kujira will grab the opponent under the armpits and smash their head in to the ceiling then in to the ground then again in to the ceiling again. Stunning the opponent for 2 posts. This attack requires Kujira to have higher strength then the opponent

In this technique Kujira runs up to an enemy grabs them with one hand on the shoulders, neck or head He then lifts them up slightly and slams them in to the ground causing pain on the knees and making it for the opponent to move their legs. he then lifts them to head height and punches the opponent in the chest causing them to fly back, This causes the opponent to suffers minor fractures in the chest If they have 5 less strength then Kujira.

After performing the slam Kujira will perform a arched suplex and then a body drop By grabbing the opponent after the suplex by the waist and then smashing them to the ground. Causing loss of breath for 4 posts, This attack requires Kujira to have higher strength then the opponent

At an early point in life Kujira figured out that because he is a giant he could shoutreally loud and as such force people to react to the noise. If a Kujira's (Strength/Stamina)/2 is higher then his opponents (Strength/Stamina)/2 at a 5 meter range he can stun his opponents for 1 posts

If his opponents are in further range he can throw his axe-hammer in a sideways or forwards manner to sending it flying.

Kujira if close enough with a bit of timing or preemptive striking Kujira can smash his hammer down on an opponents weapon pinning it to the ground then follow up with a strike disarming the enemy. This only works if Kujira has higher strength then his opponent.

When Kujira sees and opportunity he will Slash/smash an enemy in the chest sending them flying at a range of 5 meters. This only works if Kujira has 5 higher strength then his opponent

A brutal attack Kujira rushes in with a downward chop over the head then bring it up on the same path smashing the jaw. This causes the opponent to suffers minor fractures in the skull and jaw If they have 5 less strength then Kujira.

When Kujira is in range he will use his axe to chop his opponents knee causing pain and trouble walking. Minor fractures in the knee If they have 5 less strength then Kujira.

After Kujira smashes his axe-hammer in to the ground he will violently bring it up causing debris to fly in front of him. Flying with a half of his speed and strength. In a fan that is 5 meters wide with a total range of 20 meters. These rocks are the size of tennis balls and the amount of rocks is dependent by his strength/2

All jutsu have to choose either handseals or channeling, not both.

Fuuton • Storm fist
C-Rank Ninjutsu
After forming the necessary hand seals or channeling the jutsu, Kujira will focus wind in to his hand which explodes at a force of 4 explosive tags in a fan shape. << This would be a bomb technique, and a C-rank bomb technique only gets 2 tags worth of strength to it.

Fuuton • Exploding gust bullet
C-Rank Ninjutsu
After forming the necessary hand seals or channeling the jutsu, the user points his index and midlle finger forward and having every single other finger pulled in. Then a small wind bullet the size of a tennis ball shoots out. This bullet flies with a speed of 10 and explodes with a force of 2 explosive tags. This bullet has a max range of 20 meters. << This would be a more traditional explosive technique, and would have a total force of 5 strength in explosives, which is only 1 exploding tag.

B-Rank Ninjutsu
After doing the needed hand seals or channeling the jutsu, the user stretches out their hand and send out a strong gust of wind from their palm in a fan shape. Pushing with a strength of 30, cutting with a 10 strength and flying out with a speed of 10. << Don't need to specify that it cuts with a strength of 10, that's implied by the passive. Also needs a range.

Suiton • Water splash
D-Rank Ninjutsu
After performing the correct hand seals or channeling the jutsu, The user will focus water out of their hand. Creating a large orb around the hand that gradually get smaller and completely disappears after 4 posts.
Kujira can uses this orb to splash water at his foes in close range with the water flying at 5 speed and hitting at 5 strength. This is mostly used as distraction to set up for taijutsu. >> Range.

Suiton • Water Orca
B-Rank Ninjutsu
After performing the correct hand seals or channeling the jutsu, Kujira will send out a 8 meter water Orca
which flies at a speed of 15 and explodes with the strength of 8 Tags. Scattering water around. This had a range of 20 meters. During the course of it's travel, the user may alter the course of the Orca trough channeling. << Explosive rules, 12 explosive strength, but it also puts it at an odd number, so you could make it 16 speed instead.

Suiton • Water Humpback whale
A-Rank Ninjutsu
After performing the correct hand seals or channeling the jutsu, Kujira will send out a 16 meter water Humpback whalewhich flies at a speed of 25 and explodes with the strength of 16 Tags Tags. Scattering water around. This had a range of 40 meters. During the course of it's travel, the user may alter the course of the Whale trough channeling. << Same thing, actually. 12 explosive strength, 1 stat point left over.

Kōriton • Icicle blast
D-Rank Ninjutsu
After performing the needed hand seals or channeling the jutsu by using his ice body. Kujira can create ice on either his weapon or fist freezing it solid. Then upon impact with an object the ice will shatter out and 5 icy senbon will fly out and hit with 5 strength each. These senbon will fly with 5 speed << This would use multi-projectile rules, meaning each senbon would only have the strength and speed of an E rank jutsu (5 points to distribute).

Kōriton • Chill ray
D-Rank Ninjutsu
After performing the needed hand seals or channeling the jutsu by using his ice body. Kujira will shot out a tiny ray of ice this ray will fly with a strength of 5 and speed of 5. << Is this just an icicle, or is it more like a beam of cold that you are constantly shooting out? Either way, this needs a range, and if it IS constantly being shot out, it needs a number of posts it can be maintained.

Kōriton • Frost bomb
C-Rank Ninjutsu
After performing the needed hand seals or channeling the jutsu by using his ice body. Kujira will create an ice ball in his hands. Which explodes with a strength of 5 explosive tags and flies at a speed of 5 this has a range of 10 meters. << 2 explosive strength, point left over.

Kōriton • Stabbing blizzard
C-Rank Ninjutsu
After performing the needed hand seals or channeling the jutsu by using his ice body. Kujira will hold out his arm as multiple icicles shot out his palms. The senbon fly at a strength of 1 and at a speed of 10. By channeling the jutsu the user can concentrate this attack and continue for up to 5 posts. << Multi projectile rules. Strength of 1, speed of 9. Probably should lower it to 3 posts. Needs a range.

EDIT: Fixed the jutsus, however the pyramid isn't fixed an I am pretty sure I don't have enough points. EDIT EDIT: In fact I believe I am 79 points over the 200 one gets EDIT EDIT EDIT: Nevermind was just ten points off. So I got rid of 1 B-rank from the Executioner style and 1 B-rank from the Devourer style.

Growth <- What's the speed of growth? Instant? A certain amount over a period of time?

As mentioned before by Gunshanks, you'll need to specify either channeling or handseals. Please look through your jutsu and fix those portions.

Fuuton • Chipping winds <- Needs some specific indication of size

Fuuton • Force push <- This would need something that indicates the scale/size of the wave

Fuuton • Huff and puff <- same as above

Suiton • Water splash <- same as above

Suiton • Water Humpback whale <- should be 3 tags and 15 strength

Kōriton • Icicle blast <- sentence cuts off at the end

Kōriton • Cooling weapon <- how far out does this expand? is it only on the surface of the weapon?

Kōriton • Freezing reflect <- what's the width?

Growth probably should include something about the increase in his weight, at present it is written as only growth in height which means you would end up being a 52.4 meter tall person who only weighs 223 kgs.

In the passive for Kōriton the 36+ strength requirement has a typo in it you may want to fix too "10- speed"

Checked this with director because I was inclined to argue the archives but we came to the decision you are good to have this jutsu but you will need to put a duration of posts on it as it can include equipment strength not just Jutsu Strength should also make a note that this can't debuff people.

The first two lines of your ice giant ability are super difficult to understand and seem to have a lot of repetitiveness to them. This is most likely due to typos, so if you could give that a once-over and rewrite what you mean, it should be good.
