Yeah... there is no chance of these guys coming from Kirigakure, they have already purged bloodlines in the past and all clans are heavily tied within the families that rule Kirigakure I am gonna ask you to remove any mention of them having come from Kirigakure, as for the rest.

The definition of a clan is something unique to their bloodline that only they can do, what you are trying to do can already mostly be achieved with space time not including the passive ability which is not really a clan ability and from what I can gather from the wording is just normal eye initiation genjutsu which can be done with genjutsu.
