Commander: Mitsurugi, Gene
Type of Organization: Sub Organization of Konohagakure
Goals:
- Neutralize any and all threats to the Village
- Protect the Hokage by any means.
- Ensure the Village is always aware of the motivations of its neighbors.
- Ensure that the secrets of the Village are kept safe.
Description: The Ansatsu Senjutsu Tokushu Butai is a special group of Shinobi within the village of Konohagakure that reports directly to the Hokage. Filled by former members of the standard Shinobi population, ANBU scouts the most promising and trustworthy of the current Shinobi, and puts them to work performing the missions that the Village cannot openly acknowledge. These missions can come in the form of Assassinations, espionage into other Counties, and interrogations, but ANBU members can be selected to undertake any mission deemed to be of a high enough risk level. The ANBU are also personally responsible for the safety of the Hokage, and the protection of the Villages secrets.
Although any Shinobi can request to join the ANBU, they will be put through various tests, both physical and mental, to ensure that the prospective member is able to perform well enough in the field, and that they will not expose any Village secrets in the event of capture by another Hidden Village. As such, members of the ANBU are rightfully seen as the elite of Konoha Shinobi.
Requirements:
- All ANBU members are required to be of at least Chuunin rank.
- In order to join ANBU, prospective members must pass a series of tests set by another ANBU member of at least Buntaichō rank. (This takes the form of a single thread.) As well as this, the Commander of the ANBU or the Hokage must approve the member's allowance into ANBU.
The ANBU makes their headquarters in the Underground of Konohakagure. A complex of immense size, it is said that the headquarters expands under a quarter of the entire village. The central chamber and meeting hall is located directly beneath the Hokage building, where the only entrance to the complex is also located. Each ANBU member is given a single room in the headquarters, which contains a desk, a chair, and storage space for any equipment that the member may keep there. It is not unknown, however, for members to personalize their offices. The Commander of the ANBU has their office directly North of the central hall, while the Buntaichō have their offices directly beside it.
There is a central armoury within the East Wing of the complex. It is there that ANBU members can replace any ninja tools and other generic equipment that they may have lost in the field. Training arenas of various sizes can be found behind the armoury, and it is there that most ANBU training takes place.
The West Wing of the Complex is devoted to Mission Records and those of all ANBU members both past and present. The library of concentric circles is the most secure area of the facility, and has a squad of guards stationed there at all times. The risk of ANBU secrets being stolen keeps them on alert at all times. Higher clearance is needed to progress through the circles of records, with more sensitive information being held in the centre of the area. Only the ANBU commander and the Hokage have access to the central chamber, which is said to hold a single tome containing the most top secret of all ANBU reports.
There is a maze-like system that extends under the whole of Konohagakure, and which hold several entrances to and from the underground. Notable exits include one under the Hokage monument, and several along the perimeter of the Village. The only map to the maze is located within the main hall, and all members of the ANBU are required to memorize the routes. This system allows members of the ANBU to ambush any foes that make their way into the village, and enables them to make their way to wherever they may be needed.
Uniform: The ANBU does not have a single required Uniform. However, when on active duty all members are required to wear the ANBU mask, a white porcelain mask with animal styling. Members are also required to take on a codename to be used during any missions undertaken for the ANBU. These names will generally share a theme with the member's mask, though this is in no way a requirement.
All members are given long black pants (fitted), a sleeveless black shirt, grey body armor, metal arm guards, and gloves, which are required to be worn on official missions. As well as this, Buntaichō are given plain white hooded cloaks that they are expected to wear at all meetings.
The History of the ANBU begins with the founding of a shadowy organization within Konohagakure. In the year 1203 a Shinobi named Izigin began to gather the equipment and resources needed to create a group entirely outside the jurisdiction of the Hokage and Council, who were not even aware of the group’s existence.
The group, known only as ROOT, began to do the most extreme missions, missions that the Hokage would not even have allowed Shinobi to carry out, all for the betterment of the Village.
Izigin would always be in charge of the group, but was scarcely heard from and always remained hidden, even from the members of his own organization. In order to fill the gap left by his absence, a group of experienced members helped keep the group established, and ensured the quality of any further recruits. Among these shinobi was the ANBU’s current Commander: Natsuki Takeo.
After the attack at the hands of the Missing-nin Fushinkou Yaku and Enma, a great many members of ROOT were killed. Izigin himself was presumed dead when his body could not be found in the following weeks. In the aftermath of the attack, Takeo realized that the group would never be able to operate at full effectiveness hidden from Council and Kage. Instead he worked to turn ROOT into a new organization, the ANBU, that worked under the Hokage instead of operating without the Village’s knowledge. Despite this, however, Takeo refused to work under the Council, and so in the end the ANBU was established to answer only to the Hokage.
The new ANBU Commander succeeded in rebuilding the organization with a new generation of operatives. However, it was not long after the reformation of the ANBU that Takeo undertook the Hokage trials. Soon afterwards the man became the Juunanadaime Hokage of Konoha, leaving the position of Commander unfilled. As a result, the first election of a new Commander in the group’s history was held among the five Buntaichō, leading to the appointment of Kouzumi, Kuodachi as ANBU's new Commander.
Such an arrangement was not to last, however, as ANBU's second Commander was badly wounded in the process of hunting down a Missing-nin of the village. After he fell into a coma, it was quickly decided by the remainder of the ANBU leadership that Ibakuro, Yosuke would assume the position as the third Commander of the ANBU. Not long after, the leadership changed hands to Mitsurugi, Gene, the fourth Commander of the ANBU.
With the organization under his command, Gene now intends to bolster Konoha's swift response divisions and increase the spectrum of which Anbu maintain's influence. Moreover, he has begun working closely with Mamorinuku to sure up boarder and domestic security following in the example of the Third ANBU commander before him. Moreover, the modernization of the organization by way of inducting newer policies too help handle engagements as well as the recruiting of new prospects where possible are all part of the up and coming ANBU agenda. Per usual the hunt for those missing from the village continues but has seemingly taken a back seat to that of developing the organizations defenses, outpost regions and secondary Headquarters with which has yet to have its future location be determined. In addition to working directly along side the Hokage; Gene has opted to take counsel (albeit unofficial advice) from the Organizations previous Commander in hopes to learn from the successes and failures of the man before him - promising only the best possible results for the Organization as a whole.

Commander
In the eyes of the ANBU, the only man more powerful in Konoha is the Hokage himself. The ANBU commander holds his organization’s allegiance absolutely, and it is he who is responsible for sending the Squads out on their missions. The ANBU may answer to the Hokage, but it is the ANBU Commander who truly rules them.
The Commander also acts as the Buntaichō of squad 1, meaning that he will often be found leading his squad, seen as the elite even among the elite, on the most dangerous missions undertaken by the ANBU. When a Commander dies or otherwise leaves the ANBU, the other 4 Buntaichō, as well as the replacement Buntaichō for Squad 1, meet in the central hall and do not leave until a new Commander is chosen from among them. The new Commander must then be approved by the Hokage before he can take up the position.
Buntaichō
The Buntaichō are the 5 most experienced leaders among the ANBU, chosen for their strategic and tactical prowess, if not for necessarily for their combat skills. The Buntaichō share some of the responsibilities of leading the ANBU with the Commander, and as such will frequently meet with the current Commander in the main hall to discuss any concerns or threats that they may need to deal with. With that said, the Commander does not necessarily need to agree with the Buntaichō, and can choose to overrule them if he so wishes. The Buntaichō only serve as advisors to the ANBU Commander.
In the event of the death, promotion, or retirement of a Buntaichō, a replacement will generally be chosen from his squad, though the replacement can also be chosen from another squad if the members of the Buntaichō’s own squad are not deemed to be suitable replacements.

Ordinary members of the ANBU range from relatively skilled Chuunin that show the right amount of promise, to the most hardened of Jounin. They are chosen as much on potential and trustworthiness as on pure combat abilities, and so it is not unheard of for mid-tier Shinobi to serve in the ANBU, as long as the Commander believes that he will develop into a great asset as a result of his being a member of the organization.
