Description: The user will either perform a series of hand seals, or they will channel chakra into their hand/s, or mouth, and will be able to shoot out a splinter that is five inches long, and a quarter of an inch in girth; both the ends of the splinter are needle-sharp. The splinters speed and strength is based on the users [Control]. The amount of splinters the user can shoot out a maximum of ten, one at a time. Jutsu lasts a maximum of 3 rotations. Multi-Projectile rules apply. Ninjutsu range rules apply.

This is probably a D-rank, most E-ranks are for utilty use. Needs a range other than that seems fine.

"For these, this is the base word count. Every character gets a reduction, based on their stat total. To calculate your reduction, simply multiply your stat total by 10. So, if you have 55 stats, an E ranked taijutsu would take 450 words. However, this is to a minimum of 400 words.

If a person were to train jutsu of a concentration same as their Primary Affinity, their minimum for that affinity is 300 words instead of the traditional 400."

I’m confused? how can someone have 70 in a stat to get their 700 word discount? the 200 still applies 50x10=500+200=700?

It's based on your total stats, not a single stat (though it used to be in the old system). In Noeru's case you have 76 stats so his training discount is -760 words.
D rank: 1400 - 760 = 640 word requirement. The primary affinity bonus doesn't grant an additional 200 words towards the requirement -- rather it sets the 'minimum' word count bar lower for trainings of that element. For example if you had a training discount of 1800 words, a D rank (1400 word base - 1800 discount) would still require 400 words to train, but if it's your primary affinity that minimum gets dropped to 300. In this case, your discount isn't enough to take you down to the 400 word level anyway so it doesn't come into play.

But this is all moot since your training post is plenty long enough regardless! No issues there.

Only thing I'm not sure about is what you mean by "Jutsu lasts a maximum of 3 rotations". What's a rotation?
