The Lightning Empire
To serve a greater good; to thwart an even greater threat.

Location of the Organization's Main Base: Kumogakure City, Kumogakure Province, Lightning Empire
Description of the Organization: With its main representation government located in Kumogakure, the Lightning Empire is a resource-wealthy, highly modernized empire that possess the largest shinobi military force among the great five world powers with several academies throughout their territories. While the Lightning Empire possess a large shinobi military force, in comparison to other countries, it has a relatively low population.

Over a decade since the end of the Lightning Country Civil War, unification under the democratically elected Chancellor has brought modernization and economic prosperity to most of the Lightning Empire resulting in a relatively high standard of living, with chakra-powered equipment commonly owned by citizens through out most the territories. Along with the implementation of education for all citizens in the Lightning Empire, this has lead to a high sense of national pride and sense of duty- the Empire.

In terms of land it is comprised of 7 provinces, 1 island, and 1 territory of the eastern continent. This is commonly referred to as the Nine Realms. The people of the Lightning Empire, grow increasingly diverse with every new member state, with the majority being those from the northern, harshest territories of the known continents leading to a hardy and tough people, yet friendly all the same.

The Chancellor
The chancellor is the leader of the Empire, elected by the Senate.
Currently, the Minister of Military and Intelligence Nakajima Hayate acts as the Chancellor.

The Council
Known colloquially as "The Nine Lords of the Realms", each province hosts a designated ministry and elects a governor, referred to with the honorific Lord. These Nine Lords form the Council- and also gain autonomy over their designated regions.

Imperial Navy
The Imperial Navy makes up the bulk of the Lightning Empires soldiers with both samurai academies and shinobi academies feeding directly into the Navy. Be it ships or land, the Navy forms the most versatile fighting force and does the majority of the grunt work within the empire.

Skyguards
They Skyguards are an elite force of both samurai and shinobi focused on aerial combat- be it from the peaks of mountains, from the backs of their flying companions, or dropping down from the air to flank opponents it is a high specialized arm of the military that can mobilize quickly to take key points and provide support to the Navy.

Imperial Security Bureau
The Imperial Security Bureau is a policing and intelligence agency focused on securing the Empire from external threats within. While knowledge of the ISB is public due to transparent funding, most have never met anyone from the ISB and they are more like fairytales in the back of peoples mind, reminding them not to step too far out of line.

Capital Defenses: Kumogakure no Sato (HQ)Show

City in the Clouds
X-ranked Supportive Jutsu
Kumogakure is built upon the mountain tops, surrounded by clouds. Both a unique property of the gasses in the clouds and the result of the extremely high altitude, those who have not been in the village for more than 1 week will suffer a -5 [Speed]/[Endurance] de-buff. Periods longer than a week not within the village will reset this requirement.

X-ranked Defensive Jutsu
The earth surrounding Lightning Empire's capital Kumogakure is filled with special magnetic ores that resonate with certain Jikiton frequencies. Through the hard-work of Kumogakure's fuuinjutsu engineers, a mechanism allows the village to activate a 50 Strength magnetic field barrier around the village as a defense. The barrier sits just a few meters outside of any building or peak in the city and repels any metal that would seek to enter it inbound with 50 strength, while anything outbound is instead propelled through it.

Name of Outpost: Marineford avon Oogame
Location of Outpost: Surrounding the base of the mountains and footholds Kumogakure stands upon is the gargantuan Lake Oogame, home to the the Imperial Navy. The outpost is a series of docks built below the city.

X-ranked Supportive Jutsu
The earth surrounding Lightning Empire's capital Kumogakure is filled with special magnetic ores that resonate with certain Jikiton frequencies. Through the hard-work of Kumogakure's fuuinjutsu engineers, a low-power magnetic field extends in a 5km radius around the city in the sky that allows receivers in the city to render a rough 3D Map of the entire city at any given time. This is a very physical form of sensory, and low-detailed renderings of living things is possible but no details on chakra related aspects can be derived.

Additionally, the magnetic field disrupts the natural magnetic field of bodies causing a -5 Control/Willpower de-buff, though after 1 week natural resistance to some extent can be gained. Periods longer than a week not within the territory will reset this requirement.

Outpost 1: Akino PeakShow

Name of Outpost: Akino Peak
Location of Outpost: Central Spire of Kumogakure
Intent of Outpost: Akino Peak houses the Rakage's office, National Diet, and several other civil services along with a massive man-made nature reserve used as a park and training ground.

X-ranked Defensive Jutsu
Akino Peak is lined with fuuinjutsu that when activated emit a field of Jikiton that can control up to 32 objects simultaneously with 50 [Speed] and [Strength]. The technique can be controlled by a console inside of the Raikage's Spire that activates when a hand is placed on it. Additionally, the main walk way up to the Raikage's Office in Akino peak is lined with 16 metal statues of fallen legendary heroes from Kumogakure's mythos. A fuuinjutsu on the back of each of them allows the statues to speak with personalities that shadow the hero they represent.

The 8 RaikageShow

Yasuke, the First Raikage
Lord Yasuke was a former Iwagakure slave whose charisma helped him rally a rebellion on his plantation, including several rogue Iwagakure shinobi. Under his guidance his rebellion migrated North-East to where present day Lightning Empire is. Made the Lord of Kumogakure Province under then Feudal Lord Hojo Eisaku, he became the first Raikage. Though his own repertoire of ninjutsu was small, he was a legendary swordsmen and extremely wise man who helped build the initial infrastructure for the village and establish the academies. He was known for carrying a long Odachi as tall as himself (198cm) and had a long beard. Lord Yasuke tended to talk in riddles and parables.

Kyoukan Kyoko, the Second Raikage
Kyoko was the adopted daughter of Lord Yasuke and an incredible Suiton user. The first Kyoukan to swear fealty to Kumogakure, she carried a 2-meter long staff and was said to be a protector of all things weak. Known for her cheery disposition, she was considered the "matriarch" of the village. She stood at 190cm tall and had a supple figure.

Jinrai Momoka, the Third Raikage
The head of the Jinrai household who swore fealty to Kumogakure, Momoka was also said to be the first to ever use Jikiton. Momoka was a powerful kunoichi had famously sealed the Hell Genma utilizing iron dust. Momoka carries a gourd of iron dust and stands relatively short at 150cm tall. She was petite and a shrewd, untrusting warrior with a cold, strategical mindset fit for a warrior. It was said she died at a relatively young age in a fight against Uchiwa, her rival.

Namimura Dogoza, the Fourth Raikage
After the death of Momoka, her master Dogoza was elected as Raikage. Famed for his mastery of earth release, Lord Fourth was a heavy drinker and a friendly man. At 180cm tall and 130kg he was a plump fellow who famously built man of the cave networks in the village with his trusty pick-axe. Described as very dedicated, he was a loyal man who loves to talk about "life".

Kobayashi Ki, the Fifth Raikage
Lord Ki was famed most for his salt jutsu. He held a 3x3m wire net and a 1.5m long trident and helped establish the first shipping routes and crews for Kumogakure, known to be the father of the Kumogakure's naval prowess. At 180cm tall, he was a stocky man with a funny personality- never one to shy away from a joke.

Ishiguro Fuu, the Sixth Raikage
Lord Fuu was the disciple of Lord Third, and a small man at only 160cm tall. He had an impressive goatee and wore a straw kasa hat. Famed for building some of the early Kumogakure defenses, he was known for being somewhat of an angry old geezer with a heart of gold. Though elected at a relatively old age following Ki's untimely death, Fuu greatly strengthened the defensive capabilities of the village. Fuu died in war against Kirigakure. He holds a 1 meter long cane and has a hunched back.

Shinkizou Samu, the Seventh Raikage
Famed for his mastery of strong fist, Samu was 185cm tall and 80kg with a very athletic build and pure of muscle. His body was a temple and as a monk he was a very level headed man with a calm personality. His statue was built such that every limb can extend up to 25 meters away with intricate spring coiling.

Kyoukan Akino, the Eighth Raikage
Famed for his mastery of Iijutsu, Akino was a hulking man who stood at 210cm tall and well over 115kg. Considered the shield of Kumogakure, he defended the village as it's true stalwart guardian, healing and buffing them with his auras. Killed by The Unamed Betrayer and his attack on Kumogakure with the spirit Raijin, he gave his last breath passing his power to Nakajima Hayate, who would go on to become Lord Ninth. Akino used iron knuckles and was said to have the brightest and most self-less personality of any Raikage- dedicated on empowering those around him rather than himself.

The 8 HeroesShow

Nakajima Youbo
One of the original settlers of Kumogakure, Youbo was a farmer who produced the first successful yield in the mountain gardens of the village. Of average size, his statue holds a 1m long shovel in one hand and a 1.5 meter long hoe in the other. He was said to have a fatherly personality.

Uehara Sen
A famed sensor, Sen was also known for his mastery over shuriken and his quick mind for battle. Of average size, he was known for having a short-guy complex and being feisty. Sen has a large sack on his back filled with 100 hundred shuriken.

Uchiwa Arakajirama
Said to have died fighting the Third Raikage to a stalemate that lasted 7 days, Arakajirama was a legendary shinobi who had been one of the strongest Kumogakure shinobi. Famed for his use of a giant shinobi fan, he had an angry personality but overall was loyal to the village and only fought Lord Third out of his belief that the Third Raikage's warrior personality drive the village into a needless war.

Yo
Yo was a legendary black smith who lived to the age of 120. A very smart man he ran the forges that produced the weaponry for Kumogakure and served four separate Raikage in his life. Standing at approximately 175cm tall and with a portly build, he holds a typical blacksmith hammer and tongs in his hands.

Ryakketsu Senji
Dead far too young- Ryakketsu Senji was a legendary StratOS shinobi and bannin of the village. A master strategist with a bright, fun personality, he succumbed to wounds during the great war. At a relatively shorter than average stature, but not too small, he wore decadent wizardly clothes. He has curious demeanor in conversation.

Imanaga Sosuke
Famed for his mastery of the spear, the statue of Sosuke has a long 200cm naginata with a 15cm blade. He was one of the many men who died protecting the Eight Raikage in the failed coup ran by the Nakajima. Said to have a sharp tongue and wit he had a big grin and always liked a challenge.

Douteki Soku
A large man famed for his mastery of an 8 blade style, Soku was known for being enigmatic and a mystery in the village. He was one of the longest serving hosts of the Hell Genma in history and said to be a very faithful man. He speaks very little, but delivers deadly stings with his 8 half-meter blades.

The Unnamed One
The statue of the Unamed is based upon a bannin who betrayed the village, the Raikage, and ultimately brought pain upon the village equal to all the good he had sewn. A commander of black ops, he holds a sack of masks and a 1 meter katana at his waist. This statue is missing his head, but otherwise would of been a large man of at least 195cm in height. Unable to speak his own name, the statue serves as a reminder that there is nothing worth sacrificing "for the greater good", and even those with good intentions can end on a vile path.

Outpost 2: Akino CanalShow

Name of Outpost: Akino Canal
Location of Outpost: Border of Whirlpool Country & Lightning, Former Tree Country
Intent of Outpost: A canal that allows safe and quick passage through calmer waters rather than requiring ships to sail north of the peninsula into virulent conditions.

Established as a commercial trade port for political gain with other countries, it also is an immigration point and helps with surveillance and keeping an eye on entry to the LE peninsula from the mainland.

Radar Field
X-ranked Supportive Jutsu
The many territories of the Lightning Empire are outfitted with a distributed network of hidden "tuning forks" designed by the Jinrai clan and the R&D division of the military. These tuning forks act as "radar nodes" that cover small regions, such as a village or town. They permanently vibrate at a frequency that is virtually impossible to pick up by those without advanced (S+) hearing perception techniques actively trying, enabling a form of sensory that allows the empire to keep a watchful eye on their territories.

For those who have spent more than a week in the Empire's territories, their bodies will attune to the frequency of the tuning forks and adjust such that their body resonates with them. However, anyone who has been in the empire for less than a week will resonate at a slightly different frequency, triggering an alarm for that node's area. Periods longer than a week not within the territory will reset this requirement. The level of granularity of this sensory is just that a given signature has entered an area- but further granularity past this is not available.

0 ryo on start up. Villages aren't special from other orgs in that they do not receive any start up ryo. Once the org is approved, topics with Kumo shinobi are eligible for the 1/3rd ryo reward.

@ Stormbreaker Artillery - I'll use the same ruling that Heart was given for their defensive cannon jutsu: They should be contained to a single location (e.g. around Kumogakure, or around the particular outpost/HQ this defence is placed on), and not be an innumerable country-spanning thing please (protecting all the coasts would presumably also require more Arashiyama to power them than exist in the clan! Since each fuuin would be reliant on a Ranton source to charge). Can you please also add a range to each cannon?

@ Radar Tech - I noticed the highlighted part of "The level of granularity of this sensory is just that an unknown individual has entered an area- but where within the area or further granularity is not available." from the last accepted version has been removed. I think you're just tightening up the wording there, right, and the tech is functionally the same as before? If so, that's fine. If you're looking to revise it to add more specific location reading then we're back to no, per the previous mods.

Just tightening wording. Functionally it's the same. We can know node 2 in South Phillyninjatown had a trip, we don't know where in south philly ninja town still, that doesn't change.

@Radar - adding a requirement to pass through immigration does not seem OK to me, because it's a step that non-Kumo shinobi or their allies cannot realistically achieve. It's the same feedback given to you regarding fuuin seals to bypass the effects of the Denjiton tech we worked on previously. It adds an effectively insurmountable barrier for invaders to overcome which is not what we want to introduce.

@Stormbreaker - noted, the Armored Divisions tech probably should have been given a limitation on quantity (a la Heart airships) or location (a la static defense techs) too. Unfortunately we can't update that in this mod, but we can try to make sure your version is correct and won't need nerfing later. Also, yes, the reactive armour of the tanks wouldn't be able to be regenerated on-the-fly either unless a qualified Shoshiki were present with the vehicles, but that's irrelevant since the vehicles are still functional and can operate without the reactive armour or when it is destroyed. In the case of the Stormbreaker tech, however, it actively requires Arashiyama to load and fire them. Without an arashiyama there are no projectiles to fire so the jutsu won't work effectively, ergo it's much more demanding on the clan.

Okay, I've changed it. As Nick, Iza, and others have pointed out this is a damn near useless defense given foreigners enter LE everyday, there'd be too many plops on a map to hav meaning.

To justify this, I've instead said there is still a unique pattern for each persons "frequency". Assumedly, when you go through immigrations this is registered; but this also means people can RP espionage or black mail or some way around immigration if they are willing to do it.

As for invasion; well, this won't be very useful if an entire military force is invading us. There's not much to gain in that case.

This seems like overly... macro. Couldn't they just have heaps of scrolls laying pre-sealed?

I think the sensory thing is probably fine as is. Or at least not problematic enough to hold this up longer.

The artillery no longer works re: most recent announcement. The other villages with similar stuff are going to have to adjust too because the whole X-ranked jutsu stuff was getting to abstract/confusing to be able to be properly moderated which is why this waited for so long. I would reference Kenosha or Kiri as ways that these jutsu should look, as both of them have defenses that would be relevant in our how war-stuff is set up.

Okay- I went for another weak-sensory form instead since it's a wide-spread defense. We will save any debuffs or more powerful stuff for "fortress" level or particulary places like Kumo.

BTW, what do I get at default to work with for items/jutsu/npcs etc? I know I get 3 Bannin but beyond that it wasn't clear what the village "gets"

All constructs operate on a 35 stat but are limited to a [Chakra Pool] of 15.

And it is basically 16 npcs each with 138 ryo of jutsu on them (I looked at two of the 16 listed here. Jikiton and raiton)

It is not, in fact, a jutsu but is more like the tanks, ships, planes, trains and automobiles which have been rejected.

Tldr: Make it into a jutsu.

Because clones, constructs aren't jutsu? Okay

@Onu Okay- work with me because I want this for theme. What bothers you most is the access to an archive? (Hint this question is looking for us to ignore the archive thing and focus on the rest of it first)

I agree with Chiaki's assessment that this is not dissimilar from ships, tanks, etc. I'm not on board with your defense being the spontaneous creation of what is effectively 16 190 stat NPCs.

Because I already get that's not okay and I will edit it to not do that- so theres no point in wasting time on one singular point and having multiple mods rehash the same thing that is already agreed on, and already understood.

Efficiency? Let me put it another way "pretend that isn't there and tell me what else you think so we can productively move somewhere instead of a uh no"

What if it was just multi-Doton clone or constructs that couldn't do jutsu? I'm confused how Clones are 100% a jutsu anyone can have from C-Rank onwards, but for some reason we're applying different rules here.

I understand we're against the archives thing and that's fair, but I want to know why clones is somehow being treated as not a jutsu here.

Some folks do village size 50 str jutsu, why cant I just do a smaller scale multi-clone jutsu?

Fallen of Olympus <- I'd agree that this is probably a no-go as written. I would suggest to cut down on the number and maybe make it a jutsu that has to be cast directly rather than activated via Fuuin.
