The barrier itself does not prevent or stop movement from any person into and out of it but while in this barrier, Jinchuuriki with Mastery less than the users Control will be unable to enter their Forms while those with equal or greater Mastery will be unable to enter their highest-most form. This barrier lasts for 5 posts.

I just want to note that you should probably incur a cost every time you cancel a technique with these 'X' to 'Y' techs. As typically doing this as they're being cast would cost each time, I don't think setting a zone should let you circumvent that cost.
