So initially we had said that you could increase the prerequisites for jutsu, increasing the stats you can distribute to them. The issue we were having with that was that people were taking their jounin and top-loading all their D/C rank jutsu. This was universally :| 'd at. There were various arguments for allowing, or not allowing this, so we said "No" while it was discussed.
Well, I listened to input from a lot of people. Like I said, wish I could have gotten more, but this shouldn't wait much longer.
So, the new ruling is probably the easiest way to broach the issue.
Anyone can set the prerequisites for their jutsu to whatever they want. The following guidelines have been added:
- Prerequisites cannot exceed the minimum requirement for the next rank up
- Increased prerequisites increase the chakra cost and the time it takes to complete the hand seals for that jutsu
- At any point, you can post a mod to swap out your jutsu with the same jutsu to increase the prerequisites for it, allowing you to redistribute the stats. You may not decrease them, so be mindful of the decisions you make.
This applies only to Ninjutsu. Genjutsu remains you can only increase the prerequisites for S-ranks.
