Puppetry Question

So I was reading from the rules page about puppet and human puppets and I read this part of the rules regarding Human puppets and them receiving no stamina stat and the actually technique stats that they do in the archive section. I'm just going to assume that the rules go updated and this technique hasn't been, yet?

Human Puppet is a Ninjutsu technique used by a Puppet Master. This technique allows the user to make a puppet which can contain and use chakra. The user does this by making a living human into a puppet. This puppet will maintain the same chakra its original body held when alive. If the original ninja was highly skilled, its puppet can retain these abilities as well. Even the ninja unique body traits will be passed on to its puppet form. Thus, the puppeteer can learn jutsu to use through the puppet utilizing that ability. These abilities are not like the standard abilities, but instead very specific things, such as an element, or a specialized ninpou that the human used. The puppet gains the stamina stat from the human, but can't be trained.
