Currently, someone can't even have ALL of the archive Tenkujutsu techniques on a singular character without taking a paid ability.
That's kinda blegh to be honest.
So.
We should create a NEW specialization that allows them to take the needed concentrations but restricts them to use ONLY in tenkjutsu.
OR
we create a non-paid ability that allows people to use those "concentrations" within the ability but only for tenkjutsu.
OR

Onu:And then he tried to bang me and I asked if we could just cuddle so he knows I’m still upset about it
Kao:Do you have one of him looking at daddy angrily
Kao:boo fucking hoo

This Delightful Exchange:Sinpoder: Where can I find a mentor?
Sinpoder: or is that Sia?
Nick: Sia is more of a palpatine than a mentor
Valkier:Sia's the opposite, they know the system better than any of us but then ignores it to try do/allow whatever regardless
Hayate:Your intention doesn't matter if your action creates pain
Validusrex, Size of 15 Ryo Puppet Boat:Half a kayak, large enough to fit one person bent-over or crossed-legged.
Siatupid:There is peace in being trash.
Wright:calling people pussies, bitches or whatever and threatening to hurt people makes you very much less than a man and much like a young boy
Onu:You intentionally handicapping yourself is not a reason to change the system.
Onu:It is not the mods job to build ideas for you, its our job to make them systematically acceptable. If there is a core concept to it that isn't acceptable, there is nothing any mod can say that will magically make it work.
Onu:"Over half of the questions asked in the box can be answered by reading the rules."
Sia:"Everything is banned until balanced."
Kabuto:"Tourneys bring out the worst in people."
Tydie:And part of why I scooped him is cus I wanted to make him a Toukai and people told me they thought it was a bad idea :/
so now Ryoga is a constant reminder to always do what I WANT to do, not what others think I should do
Tydie:saigen is like the dysfunctional family you choose to be part of
Methtastic:Crazy how elaborate the system is for a group of people who only finish a fight a tenth of the time after 2 months of arguing over 3 seconds of combat
Varian:If you want to speed up the process you can just talk to one of the other staff members about it.
Most of them have been around longer than Director and can actually read.

I'm not too knowledgeable on the subject of Tenkujutsu but from what I did read, an avatar is free to use any of the Tenkujutsu techniques and they don't actually require an ability to do so. However, for things such as Overlay and other such special effects one would have to specialize - which, a Ninjutsu specialist or even any kind of specialist for that matter, could unlock access to all of the Tenku techniques without having to jump through hoops. It is when one is a generalist that the road blocks begin to pile up and even then, those can be circumvented pretty easily.

I understand that the argument is that tenku is considered it's own jutsu type so it shouldn't have to be a spec of another jutsu type in order to utilize it, but the same would be true of any of the other jutsu types that tried to utilize the a specialization of another jutsu type. If you had a hypothetical TaiGen tech that advance channeled a genjutsu that activated upon the completion of a taijutsu maneuver, you'd still need to be a gen spec in order to have the technique. Same if you were advance channeling an element for a NinTai, you'd need to be an ele spec. Regardless of the jutsu type, if you try to use a spec attribute of another jutsu type you will need to either be that specialization or have a paid ability.
And keep in mind that you don't have to spec in order to have tenku nor to make it effective. Choosing to spec in a specific style simply makes it more potentially versatile. It may be ~ odd to have ones that require a specialization in the archives, but you can still get a full pyramid of tenku without having to spec in anything and you're free, and encouraged, to make your own jutsu. The ones that require you to spec are simply there to show you what you could do with tenku if you spec in another jutsu type.

It is weird genjutsu is the only example (if I am not mistaken) which makes it appear limited but yeah you could do other things like Yura said;
Imagine a Heavenly Tenkujutsu where you charge your fist with a bit of chakra and do a powerful punch that compresses the air and launches at a spirit or host, that not only damages them heavily but peels away forms.
