Mikadzuki Rengō

The Crescent Coalition
The people of Mikadzuki rengō were at first conflicted. Two of the countries that were peace-loving and optimistic got dragged into a war. This, combined with the refuge in the Land of Mercy, seeded many doubts about the country's future. However, through clever policies and cooperation, new systems were introduced and caused a massive economic boom because of the coalition's unique ability to use their combined efforts to build the three countries, mostly Dwarf and Miracle, which made it easy for people to warm up to their new rule over the years.

Libertalis Located deep in the southwestern savannah, part of the coalition. Libertalis is the bastion of the coalition, a marvelous stronghold of masonry and ingenuity, a beautiful city with flowing waters from bountiful rivers of the mainland, many leading to the ocean on the coast of Dwarf's capital and, by proxy, Colorwood village which is also connected to the fabled ravine. Fitted with aqueducts and other quality-of-life changes in architecture, the most intelligent of builders and architects were assigned to build such a marvelous city.

Libertalis is the capital city designed to protect the country whilst educating and training those who are eligible for conscription in the basic shinobi arts such as Ninjutsu, Taijutsu, Genjutsu and Kenjutsu. On the surface, the entire area may seem like a large military state within the country of Mikadzuki Rengō, which can be true as the sheer scale of the reserves and the constant disciplined military training makes sure that they are always in tip top shape. They have massive demonstrations to ensure that crime rates stay low and that invaders or potential attackers think twice before engaging with Mikadzuki. This is, after all, where the bulk of the army is trained. However, it is also just like any other capital that so happens to lean into its militaristic side.

Libertalis is still a sprawling city filled with tradesmen, craftspeople, and diplomats alongside the large army that had been built over the years. No matter where one looks, the city looks filled with on and off-duty soldiers, easily identifiable by the one or multiple articles of military clothing that are required to be worn, even by off-duty soldiers. This can make it so that the village is almost filled with an unorthodox number of Legionnaires around, giving the feeling of being almost surrounded by soldiers, giving an aura of safety to the citizens but unease for those that plot against Mikadzuki Rengō.

Hitogakure no Sato
Literally, "Village hidden by the people" as it's technically visible but completely restricted to access to the regular citizens, thus being obscured and "hidden" by the surrounding people. The village is only accessible to those that have clearance to pass, which is the most promising, loyal or other highly valuable qualifiers are allowed, Seeing as an absolute necessity to keep certain high valued information, equipment or individuals safe. This section is located and walled off by being built lower altitude but with massive walls, due to the dugout it allows for parts of the river to be turned into a free flowing waterfall of the natural rivers and allow them access to aqueducts andwater irrigation systems. The walls are constantly patrolled and observed for anyone fly above the restricted zone, and will be shot down if they are unidentified, essentially making the village a "no-fly zone"

Hitogakure's purpose is not only to protect high-value information, more direct and important briefings and battle plans, and such as country secrets, but also to train legionnaires from mere samurai-like professional soldiers to more ninja-like Immunis enforcers. Those that do particularly well are sent to Blackpoint for further training to prepare for the exams. Those that succeed are sent back home to live in Hitogakure and freely allowed to explore the world as they see fit, so long as it doesn't interfere with their enforcer obligations. The inside Hitogakure resembles Libertalis in many ways, with multiple smaller homes designed for one or multiple enforcers with multiple training rooms, mess halls, and anything else one needs to create a successful ninja village.

Geography & Resources:

The united countries that allied themselves or were captured by Setsuzoku were already diverse in their own right, so the unification of the different states made the entire country as a whole very diverse, depending on which cardinal direction resides. Starting from the general and center of the coalition mostly comprises tempered coniferous forests. The northeast and the center area are also close to Miracle Country and its sprawling beautiful cities of trade.

Starting at the northernmost point of the coalition, it is where the Land of Sakura resides. With its rich cherry blossom forests and prominent samurai culture, the Land of Sakura was the only country that went to war and was defeated by Setsuzoku. It retained its Samurai culture with the exception of its Daimyo. Because of its history, Land of Sakura primarily deals with blacksmiths, armorsmiths, and swordsmanship academies.

While also providing highly trained warriors for the country. The Samurai and people of Sakura were at first very spiteful towards the new regime, but with the new policies and economic boom. People's opinions have shaped towards more positive views over the years, seeing Setsuzoku as saviors of a dying country.

Traveling down to the southwest which is where Dwarf State resides.
Southwest Mikadzuki rengō/West DwarfShow
West Dwarf resides in Mediterranean forests and woodland and is the location of the capital city in the state of Dwarf Country: Colorwood Village. The western coast of Dwarf now houses one of the main coastal trading areas. Expanding from a humble fishery village where opportunities for young sailors existed. It's now a location for import and export trade, expanding the economy and culture greatly. East Dwarf is home to tropical coniferous forests contrasting the woodlands of the western region of Dwarf.

East Dwarf has a completely different type of terrain than West Dwarf, and is, for the most part, less inhabited. Because of the fact that there are fewer people, the East Dwarf's natural resources were mostly untouched save for the westernmost region of it; this has changed as the demands have increased in order to support the necessary infrastructure due to the expansion. Where a specific tree called the Kokirot is harvested for various purposes, but mostly for its excellent candlewick-making properties.

Located towards the west, southwest, and center of the coalition rests Miracle State,
Central most western part of Mikadzuki rengō/Miracle StateShow
where the sunset is a bit lengthier and more gold-looking than anywhere else. Much of the north and central areas of the land are made up of temperate coniferous forests around gorges and ravines, making it ideal to discover plenty of the world's most common minerals and vegetation. Due to the altitude, most of the towns live in the south, where there are more subtropical savannas. They reside at lower altitudes in order to produce more reachable trade centers and maintain border patrol. With so much flat land, there's a lot to see, making it difficult for surprise attacks because the vast flatland will inform them of what's happening ahead of time. Even though most towns reside in the south, most of the people live northward because less of their well-preserved culture has been influenced by nearby nations. Choosing to live in more forested areas at high altitudes.
Southeast Mikadzuki rengō/East DwarfShow
Traveling to the southeast is where the Dwarf resides. As stated before, this is where the west and east of the dwarf differ, with the west part being Mediterranean forests and woodland. East Dwarf is the area with Tropical Coniferous Forests. The East Dwarf experiences very low levels of precipitation and generally has a moderate temperature that hardly ever changes. While mostly mapped out and explored, the East Dwarf is filled with rich and complex biodiversity. While most people in Dwarf Country tend not to live in the harsher environments of the Eastern tropical forests, researchers frequent the area and are constantly making new discoveries about species of animals--most commonly on species of insects.

Due to their already economic power, history, and biodiversity, the crescent coalition in its entirety is incredibly rich with resources and different geography, leading to the massive economic boom both during and after the war. Trading became larger with the help of the three countries, mostly Miracle and Dwarf. The infrastructure expanded and more opportunities for people rose. Finding opportunities and jobs is more a matter of choice than a lack of one. Eliminating any doubts about the leader's competence to be able to run after the great war stopped.

Ecology/Climate:

The northernmost part of the crescent coalition is where the Land of Sakura resides, being the only country that officially waged war ending in their defeat. This area is known for its unusually abundant cherry blossom trees with extended flowering and blooming periods. Giving it an almost ethereal landscape.

The Northeast and Center of the coalition are mostly forestry plateaus with gorge-based landscapes. Generally, the mornings are misty and the evenings are longer in areas closer to the westward horizon (the ocean), licked with remarkable golden highlights. It has warm summers and vaporous but cool winters and falls. In the spring there's plenty of cold rain to go around, which is perfect for its temperate coniferous forests. Having a very high altitude, and being within the section of the world where warmth happens to be more prevalent, Miracle Country is truly in a miraculously blessed position. Here the sunset is a bit lengthier and more gold-looking than anywhere else. This part of the country is ideal for discovering plenty of the world's most common minerals and vegetation.

Most of the animals are short and forest-based, which can range from Bears, Moose, Owls, and Wolverines. The northern center of the land contains caves, both found and uncharted, that appear either on the cliff-side against the open ocean or littered within the teeth of the nation's thickest ravine, the Fabled Ravine, located in the southwest area. Due to the richness of their resources, with creek-making waterfalls, import happens to not be that important, further increasing the economic power of the coalition. Since ancient times, there have been explorers who sought after and left plenty of treasures inside arcane ruins. Most tend to be in the cul de sacs of valleys, while many are located alongcliff-sides by the ocean and inside caves hidden within the land's gorges.

The Southwest of Miracle houses a Subtropical savannah. This is also where most towns reside, with the people opting to live in the more densely populated northern part of the Miracle state due to the harsher environment and animals typical to savannah biomes.

Politics, Culture and People:

People are now referred to as Jiyūjin/Freedomites or People of freedom when talking about the people, but when talking about them individually or state wise, they say which state they were originally born as a whole was conflicted at first. The people of Miracle and Dwarf had mixed feelings. While they did feel safer because of the security Setsuzoku brought, they also had doubts about the country's legitimacy when they went to war, which conflicted with their own ideologies. The Samurai of Sakura, bruised from their conflict with Setsuzoku, harbored resentment. However, a massive paradigm shift has begun to shift people's views over the years as the country’s collective security, power, and wealth increase with the combined efforts of every state. New opportunities arose for humble people. Thus, diverse opinions on the country started to shift as an economic superpower grew mostly from the combined efforts of miracles and dwarfs, as their landscape was effectively self-sustaining with an abundance of resources, able to export an immense amount of resources with little worry about import due to the self-sustaining nature of the country's landscape.

Due to the shift in power, a new regime has brought with it new politics. Setsuzoku acts as the main overseer of the country, equivalent to a board room, taking suggestions and approving of what the "speaker" brings as suggestions on how to proceed. Enzaragi is the main leader and general of the legionary army with the title of Tsukikage, with a second hidden kage, who oversees Hitogakure, Blackpoint, and the enforcer division; mercenary work. This kage is hidden from the citizens as a second measure to essentially have two kage should one die, but it also spreads the authority to make sure no one completely takes over, as it can allow them to do anything as they please without question. Chikara, being the current leader, keeps a watchful eye on Hitogakure with his doujutsu.

The people are allowed to vote for an elected leader known as “The Speaker", a man known as Shinzo who acts as a spokesperson for the people. This "speaker" has a five-year term before an election is held. Proposing ideas, new laws, country-wide plans, etc. The speaker has assistance from their council. These counselors are also leaders of their own state within the country. This means Setsuzoku still has the final word to some extent but has to consider what the speaker and citizen say before presenting, meaning that any problem is approached with caution. Meaning the individual still has massive sway and agency within the country. Ensuring that even if the country is technically mostly militarily run, the people still have the ability to self-govern.

Complete religious freedom exists within the country and has even built monasteries for Enzaragi's new and reformed Jashin. "Empathic Jashin", as he calls it, is based more upon relieving pain, empathy through shared suffering, and learning to be resilient to pain. These monasteries are protected due to the stigma surrounding Jashinism.

The country is open and free to both Missing Ninja, Village Ninja, Samurais and Ronins, but it’s strictly outlawed to exchange information or attack each other. Should this happen, the military will immediately arrest information exchangers or arrest the individuals involved with fighting. Upon arrest, the Supreme Court composed of Setsuzoku will send an official and determine the sentence of the assailants. This only goes for incredibly serious matters, such as the killing of a village ninja, and courts are run statewide for smaller matters and more internal matters. Should a killer escape, a contract will be placed offering bonuses to whoever brings them back dead or alive. Also, a permanent ban on the country will be placed.

Food, medicine, housing that isn’t sold or being used in hospitals, and such are given to those in need of the country's welfare and prosperity system, where there is also a program that provides assistance in finding jobs, skills, and education necessary to help contribute to the better meaning of society. Should no jobs be found, joining the military is also a popular option as there are benefits to joining. The elderly are provided state-funded pensions, allowing the elderly who have helped the country to retire in peace.

During summers they have the opportunity to experience country-wide festivals, one during the summer solstice and one at the end of the summer, both are spearheaded by Chikara, while other festivals are thrown to celebrate academy graduates. These festivals promote fertility and unity, to make sure that the country not only prospers but also allows musicians working with the military to spread information to the crowd without sounding too many alarms.

These festivals are performed all over the country, while the largest festival is performed in the heart of Libertalis, inside the massive coliseum. This is also where they have gladiator fights and various events, because nothing pleases the masses more than live events to break away from mundane life. Music events are held each weekend, while the bigger shows are held once a month.

Due to the country's open creation, many citizens have their own celebrations, which are slowly turned into national ones and allow their citizens to take in more holidays. This is to promote freedom within the different states and to allow the citizens to not only grow closer but give them the opportunity to learn from other cultures as the countries are built around the prosperity of growth.

Military

Setsuzoku is the true head of power, acting as the leader of the main professional army and mercenaries that are spread throughout the country. Benefits are given to those who attend and it’s highly encouraged. On-duty soldiers are allowed to have other trades and work so long as it doesn't interfere with their military schedules and routines. Even mercenary work is allowed so long as it doesn't interfere with the interests of the Crescent coalition. Crossing this line is considered treason as they are professional soldiers of Mikadzuki rengō but are then agents that can be employed by other countries and individuals.

Off-duty soldiers are required to wear at the very least something to indicate that they are a soldier, mostly patches or other things such as boots and sandals that are quite comfortable and help with daily life.

The recent changes that have come to the country and its need to quickly grow its army without compromising the lives of Jiyūjin. Every single healthy person aged 16 and upwards, man or woman, is eligible for conscription for about a year of training before being released into civil life whilst still being part of the legionnaire reserves should a particularly desperate need for mobilization be required. Every year for a short period, usually 3 to 6 months, the residents are retrained and have certain military demonstrations paraded to show the strength of the coalition.

Every single soldier gets great benefits for actively choosing to be part of the army. This even extends to convicts and criminals. They are allowed the choice between serving their sentence as usual or being a free man but having to serve mandatory military service for half their sentence. These convicted legionnaires are kept watch with a close eye should they try to escape or further commit crimes, possibly leading to execution if a particularly heavy offense has been committed.

The two main branches of the army are the standard Legionnaire route acting as police and soldiers within the country being the main bulk of the army. Those that are low-ranking help patrol towns and cities, mid-ranks keep supplies in check, and high-ranking deal with borders and large cities such as Heaven City and Libertalis.

First division: Legionnaire

Safety is key for the Jiyūjin, seeing as that was the reason they joined in the first place. The legionnaire has a training regiment closer to samurai teaching with mostly taijutsu, and kenjutsu teaching with minor chakra manipulation from the teachings in Libertalis. To accommodate for the shorter dwarven conscripts. They are issued more specialized equipment, such as large shields with a small slope to protect them from overhead strikes with small windows to allow for better vision. Using dwarven ingenuity and master craft skills to their advantage. For more offensive weapons and longer to medium-ranged spears and other longer polearms to make up for the reach. These can be used with either one or two hands. Those that use one hand are always equipped with a shield. However, every dwarven soldier is equipped with daggers for sidearms and closer engagements, using their shorter stature for grappling to deliver vicious attacks at close range. Those that aren't mainly from dwarves have more standard equipment and tactics.
UniformsShow
Second division: Immunis Enforcer

The second division of soldiers is known as the Immunis Enforcer division. The enforcer division is closer to classic ninja teachings with a focus on tactics employed by ninjas. Those who are trained at Hitogakure no Sato after becoming a Legionnaire first or showing greater potential with chakra control. Minor missions unbeknownst to the enforcer's trainees are orchestrated in order to test the resolve of those undergoing training, ensuring that they are worthy of joining that division. Those who succeed are then sent for further training at Blackpoint, where the most intense training for graduation to prepare for the academy is done.

Kage Trials

How one takes on the position of either Tsukikage or Hibitokage has to not only be equivalent to not only to S-rank as a start, but has been shown to have a long career that demonstrates his loyalty to Mikadzuki rengō to even think about considering taking on either position. To begin qualifying through a series of trials that seek to test every aspect of the person that seeks to claim either title.

The first Tsukikage test is the trial of spirit, will take place, which is essentially a meeting for the council to get a deeper analysis on the prospect and after a series of questions, both kages must approve before proceeding to the next line of trials.

The second is the trial of the mind where they will meet with the current speaker and the rest of the governors of each country to discuss policies and other political questions, which are done to ensure that the candidate has their wits about them, that they are able to compromise, negotiate and generally steer the country towards a clear direction, so they know they won't throw the country into turmoil. At the end of the second trial, they go through a simulated battleplan to see if they possess the abilities to command an army.

The third and final test is the trial of the body. Really straightforward. It is a duel to test the power of the candidate. Everything is allowed. The goal is to win by any means necessary. It's expected that the candidate must be able to put up a competitive fight. If war or a battle should ever break out, the coalition can not be left in the hands of an overtly weak leader that can be killed at a moment's notice. Should they succeed, then, like Tsukikage, they would have a large inauguration party.

If they are going for the Hibitokage role, then they only need to complete the simulated battleplan, get the approval of the organization and fight the previous Hibitokage for the role. The last part is to be accepted by the standing Tsukikage. The new Hibitokages inauguration will only be seen by those within Hibitogakure no Sato.
