- Face/head: Saito’s face is fairly recognizable in a crowd from the mix of off-setting colors; pure white hair, cerulean colored irises, and an arabesque skin tone. His head is oval shaped with his current single blemish being a thin, short scar under his right eye. His hair falls just past his shoulders on either side in two large, uneven waves with the rest of it gathering in smaller unkempt masses of varying length jutting off in messy spikes.
- Body: His body is of a lithe, sylphlike build with the same arabesque tone. His muscles are clearly defined denoting an athletic physique, though without excess bulkiness. Standing above average in height with a thinner muscular build, lanky is an accurate term to describe his overall visage.
- Notable Features: Saito’s most notable features on initial appearance are surrounding his face, as his pure white hair mixed with a tanned arabesque tone with bright cerulean eyes is particularly noticeable. His recognizable features continue with scar just under his right eye.

- General: Saito is a serious and driven individual. He has been described as stifling on certain missions as he has a low tolerance for non-mission related banter or antics; saying it contributes to losing focus and failing as shinobi. He’s an observant individual, preferring to watch and listen before formulating a response in a social setting. This has led to him being described as a relatively quiet person, though he speaks more frequently the more familiar he is with someone. His orders are as deliberate and ‘straight to the point’ as possible. His tendency to be terse has led some to question his creativity as he is primarily a logical thinker, but he is keenly observant and has displayed sound enough leadership to reach the rank of Jounin.
- Hopes/Dreams: As a self-declared lifetime student of ninjutsu, Saito hopes to one day be as renowned for his overall knowledge and ability with elemental releases as for his raw strength with them. His hopes are to extend his mastery of suiton into other elements and be able to compete with the legends in the shinobi world. He hopes to one day be considered strong enough to be a personal guard of the Mizukage and if needed, to perform to a level to be considered a hero of Kirigakure.
- Fears: A fear placed in him from birth, deep down he still fears death more than anything. His cured ‘disease’ has placed special loyalty to his village and very specifically to the one who cured him as well as those who stuck with him in his dark times.
- Combat Mentality: Saito specializes in ninjutsu, more specifically in regards to the water element; suiton. In a head-to-head situation his standard tactic is to utilize his kinetic control of water either by manipulating existing water in the area or more commonly by creating it using his numerous suiton jutsu. He uses suiton kinesis to both attack and defend to quickly overwhelm, trap, and defeat his opponent or to better understand their own strategy and counteract it. In a situation where he can remain hidden or can effectively hide/protect himself, he will also use his unique Steaming Danger Tyranny technique also known as the Infinite Explosion Ninjutsu. While using the technique, he prefers to be completely out of active conflict as it severely reduces the effectiveness of both his ninjutsu and taijutsu.

After achieving unparalleled mastery of ninjutsu, Saito is able to become one with water. After undergoing the gruelling process of sealing themselves into an object they were able to gather water around themselves to recreate their bodies. This object must be inside or at least constantly within physical contact with their artificial body. This means that their bodies take on the properties of Water at almost all times. Any damage sustained by the body is able to be recovered by gathering more of the same element, and is incapable of bleeding. While this gives Saito a form of almost invulnerability, if the object that holds their true self is damaged it spells out almost certain death. His essence resides within a heart-sized benitoite magatama residing near where the heart normally would, just centered on his chest.

Saito was born to a smaller branch of the Karagata family as the eighth born and third son. His family was ingrained deep into the shipping industry and his father and eldest brother both were experts in logistics and shrewd businessmen. The age range between children was particularly wide, as the first born (Youko) was eighteen years older than him, with ranges of between two to four years between every child.
Despite being the eighth born, he was eventually one of three surviving children amongst three separate mothers. With their family came often a high intelligence and ambition, but also came with a genetic defect. The males passed down a disease to their offspring which limited their lives to a varying degree. This has led their particular branch of the Karagata family to breed young and often, as it was lucky to birth one or two of ten without the limiting disease. The disease also presented more often and usually quicker within the males than the females. A female could easily live into their late thirties and forties with only a degenerative effect on their daily energy level as they grew older. Males would either succumb within their first ten years or be at peak physical health until their mid-twenties at most before rapidly decaying over a year or two before passing. His father, Hachirou attempted to avoid passing down the disease by experimenting with different wives; which ultimately led to the half-siblings’ different mothers. The attempt proved fruitless as of the three remaining, his eldest brother seemed to show signs of decline and only his sister remained immune.
He lived an up and down childhood as he lived comfortably, but got to experience the death of five siblings. By the age of ten, he was more numbed to the pain of close loss and his personality reflected this. He was a positive person by nature, but rather detached from an emotional standpoint. He completely disregarded the family business and instead asked to be sent to the shinobi academy as his brother’s health began to decline. His excuse was that he’d rather serve Kirigakure with what remained of his life in that manner, instead of living out his life trying to manage shipping logistics that he cared little for. His real reason for becoming a shinobi was that he believed with all their strength and power, there had to be a technique that could save him.
Due to his family’s position within the hierarchy, Saito was able to attend the first shinobi academy at age eleven. Though he was an intelligent child he struggled at first meeting the expectations in the first round of the academy; he was self-serving in his ambition but became sufficiently convincing in his loyalty to the village by the end. In the second and third rounds he was much more accomplished, finishing towards the top fourth of his class. He was a natural with suiton and used it to great effect.
After graduating and becoming a genin, his ambition grew as he grew older. His brother had since passed despite getting constant treatment with cutting edge medication and a dedicated doctor. His growing strength with ninjutsu compelled him to continue practicing and growing, focusing significantly more on his ninjutsu than his other disciplines. He turned to secretly investigating the whispers and hints of Hidan techniques in order to prolong his life. He was young however and prone to distraction, having found a group of likeminded individuals to take missions and train with. He began focusing more on being a shinobi than worrying about whether his life was in jeopardy.
By the age of sixteen he took and passed the test for chuunin with his closest friends; a Shiimu medical ninja Ishito and a taijutsu specialist Yamai Midori. Ishito attached himself to Saito in the academy despite the two being on different teams, Midori tagging along at a later time as she was younger than both. It was a short time after becoming a chuunin that Saito’s fears began to return, as he began feeling the effects of his family’s unusual sickness. Ishito followed Saito in part due to the fascination of his disease; an oily substance produced by the body that eventually caused them to drown in it. Refocused on his own survival, he began vigorously searching for a way to sustain his life. He allowed Ishito to test various methods on him to attempt and discern the cause and potentially a cure.
By age twenty, Saito’s health had significantly declined. He was beginning to resign himself to death when Midori uncovered a scroll from a smaller village which contained a history where it spoke of a technique that bound the person to an anchor and formed themselves a body of an element. As Ishito tried repeatedly to come up with a way to fix the aberration, Saito studied as much as he could on this technique trying to find a way to replicate it. Within the year, with Ishito’s help and Saito’s skill in ninjutsu they were able to seal himself into a benitoite magatama which he used to gather water around himself, with the heart-sized magatama residing near where the heart normally would, just centered on his chest. With an elemental body, his no longer suffered the ill-effects of his congenital disease ultimately saving his life from a slow, painful death at its hands.
Saito credited Ishito with saving his life, despite their combined efforts. This credit managed to get him promoted to Jounin and transferred to his own team of medical-nin, focusing on R&D for advanced treatments. The parting of their friend from their team, they remained a duo instead of replacing him. No longer being bound to the effects of disease, Saito immediately began testing out the limits of his new body. Without the need to breathe he devised techniques to put his advantages to greater use; creating the Grand Water Prison technique. With his elemental body, he could be submerged within his own water technique without risk of drowning, while anyone else caught within it would be trapped and unable to breathe. It was at this time that he had discovered a rumor which comprised of a riddle which supposedly held the location of a legendary Muramasa katana, a demon blade. He thought that if he were to discover a Muramasa katana it would assist him greatly in achieving Jounin rank. After deciphering several probable locations, he undertook a quest to locate it. His third target proved to be the location described within the riddle, leading to a small shrine within a hollowed out boulder mostly underground. The blade turned out to be a simple Muramasa-style replica with a dark sheathe and hilt, with silver adornments on the blade itself with a pentagonal pendant at the end of the hilt. Though simply a regular katana he still kept the blade, intending to train in kenjutsu. He felt a bit foolish after his discovery however and focused on his current strengths.
