Type of Organization: Central OrgLocation of the Organization's Main Base: The organization is located within Sunagakure in an abandoned temple of a forgotten faith. It's moderately isolated from urban areas.
Description of the Organization: The kitchen will be an underground network/soup kitchen led by the shinobi Toya Takahashi under his guise/alias 'Joe'. Up front, it will pose as a voluntary soup kitchen run by the homeless for the homeless. It's goal will keep mass surveillance over most of suna under the watchful eyes of the less fortunate street dwellers. TPR will have deeper sociological intentions which are privy to Toya alone. Some homeless will seek him for food and shelter, some will seek power, but the true goal of the Soup Kitchen and the Paper Route are his alone.
At the moment, the organization is in a skeletal stage. The idea is manifest in Toya's mind, but the resources are not in place for the idea to take physical form.
Requirements of the Organization: All the disenfranchised are welcome to eat. However, if they wish for more in life, they must submit to Toya/Joe. These chosen would be required to prove their utility in data gathering and loyalty. None are allowed to come to him or seek him out and only a chosen few know who he is. He alone decides who can join the Paper Route.
